Data quality and regulations are perpetual drivers for Data Governance solutions that systematically monitor the execution of data policy. And yet, there is along road ahead to achieve Data Governance: the term is still relatively unknown, there is no political forum in the form of a Data Governance Council, and software support is moderate. Time for change ! Data Governance requires automation on the one hand and a wide adoption of business to ICT on the other.
In this lecture, we set out the basic principles to successful develop Data Governance. By way of example, we show how to translate this in Collibra's Data Governance Center. We pay particular attention to identifying and modelling data policies and rules, and to empowering them on the basis of data stewardship and configurable workflows across silos and functions in the organization. The example is drawn from the Flanders Research Information Space, where data quality is critical to drive and boost pan-European Research policy.

Too often I hear the question “Can you help me with our data strategy?” Unfortunately, for most, this is the wrong request because it focuses on the least valuable component: the data strategy itself. A more useful request is: “Can you help me apply data strategically?” Yes, at early maturity phases the process of developing strategic thinking about data is more important than the actual product! Trying to write a good (must less perfect) data strategy on the first attempt is generally not productive –particularly given the widespread acceptance of Mike Tyson’s truism: “Everybody has a plan until they get punched in the face.” This program refocuses efforts on learning how to iteratively improve the way data is strategically applied. This will permit data-based strategy components to keep up with agile, evolving organizational strategies. It also contributes to three primary organizational data goals. Learn how to improve the following:
- Your organization’s data
- The way your people use data
- The way your people use data to achieve your organizational strategy
This will help in ways never imagined. Data are your sole non-depletable, non-degradable, durable strategic assets, and they are pervasively shared across every organizational area. Addressing existing challenges programmatically includes overcoming necessary but insufficient prerequisites and developing a disciplined, repeatable means of improving business objectives. This process (based on the theory of constraints) is where the strategic data work really occurs as organizations identify prioritized areas where better assets, literacy, and support (data strategy components) can help an organization better achieve specific strategic objectives. Then the process becomes lather, rinse, and repeat. Several complementary concepts are also covered, including:
- A cohesive argument for why data strategy is necessary for effective data governance

•Most CDOs have been in the role less than two years. Some for just a few months. The longest since 2005
•CDOs mostly report to the CEO, COO or a key business function. Very few CDOs report to IT and the CDO is often a peer of the CIO
•Most CDOs operate under a shared services structure and rely on consensus-style methods to influence stakeholders

•The most common functional responsibility of CDOs across industries is defining and overseeing organizational data strategy
•Managing and/or advising on Data Governance and DQ
•Across industries, most CDOs are “out front” when it comes to educating the business and evangelizing to both internal and external stakeholders
•Many CDOs provide advice and/or support for data analytics
•Some have responsibility for data operations (or aspects of data operations) and/or application development
11. Findings –Specific Industry Roles
•In government CDO roles, a strong emphasis on Open Data and transparency
•In financial services, often a risk management and/or compliance purpose
•In information and data services companies, the goal of “monetizing” the data
•In e-commerce, lots of time on data integration, ingestion and working with outside partners
12. Findings -Challenges
•The single biggest challenge faced by CDOs is organizational and IT change management
•The most significant pitfall cited by CDOs about doing their job was underestimating the difficulty of changing organizational culture
13. Findings –CIO vs CDO Roles
•“The CDO is responsible for all Data Management into, within, and out of the enterprise data environment. That includes its governance, strategy, and use. Anything outside of that which relates to technology is the responsibility of the CIO”
•“Despite me holding both roles, they are very distinct. The CDO role is a business-focused role and the CIO is technology-focused”
•“TheCIO focuses on infrastructure, application development, security etc. The CIO manages the car; CDO makes sure the fuel is high octane”
