KRI Public Talk – Housing As Habitat: A Case Of Market Failure Or Institution...KhazanahResearchInstitute
On 23 August 2017, Khazanah Research Institute organised a public talk entitled “Housing as Habitat: A case of Market Failure or Institutional Limitation?”. The talk provided a critical reflection on the role of housing in cities and how players in the industry can make housing better. The event featured a keynote lecture by Professor Michael Oxley who is the Director of Cambridge Centre for Housing and Planning Research. The keynote lecture was followed by a panel dialogue during which participants were able to pose their questions for discussion.
Permanent Affordability, HCD Staff ReportGordon Smith
Summary: Proposed process for examining permanently affordable housing options for the City. Permanently affordable strategies for homeownership have not been widely employed here. Examples of methods used elsewhere include Community Land Trusts, Limited Equity Cooperatives, and deed-restricted ownership.
Housing Affordability for the Next Generation in Hong KongEric Stryson
Housing in Hong Kong is the city’s single most important policy concern. Hong Kong recently became the most unaffordable major housing market in the world – it would take a skilled service worker 18.5 years to afford a 60 square-meter apartment near the city center.
According to government projections, the overall housing demand will reach one million units by 2046, requiring an overall land supply of 1,670 hectares (around 1.5% of the total land area of Hong Kong). Hong Kong, unlike most major cities, has a large amount of public housing. Approximately half of Hong Kong's population currently rents or owns an apartment constructed by the government. Such housing was built in the 1960s in response to a housing crisis, caused by an influx of migrants from Mainland China.
Hong Kong has not constructed any major new public housing projects since the early 2000s. Waiting lists for public housing can extend for over five years, leaving people to rely on an expensive private market.
The Hong Kong government set a five-year target to construct 140,000 public housing units, but is unlikely to achieve that target. Based on the land currently earmarked for public housing, there will still be a shortage of 44,000 public housing units.
Building housing that will remain affordable for years to come is a complex undertaking. It can also be expensive. How do we talk and think about cost comparisons, cost containment, and new approaches? What has recent analysis taught us about costs and alternative development models? We’ll get a preview of the work that’s still ahead to reach agreement on priorities and to communicate well about the tradeoffs and choices we make.

Investing In The US As A Canadian… And How To Do It RIGHT!! (feat. Erwin Szet...Volition Properties
=== Investing In The US As A Canadian… And How To Do It RIGHT!! (feat. Erwin Szeto) ===
Ever been curious about Real Estate Investing in the US?? At Volition, for the past 14 years, we have been focused on helping investors invest in over $250M of real estate and generate $100M of wealth in the Toronto market, but we are always open to learning more about other business models and learning from other investors.
The US has always been an intriguing market to invest in. But the US is a big place… if you’re interested in investing in the US, you probably have a lot of questions, like:
☑️ Specifically WHERE should you invest?
☑️ What are the best markets to invest in and why?
☑️ How much are property prices there?
☑️ What are the returns like?
☑️ What is cashflow like?
☑️ Compared to investing in Toronto or other cities in Ontario, what are the benefits / tradeoffs?
☑️ What ownership structure should I use?
☑️ What are the tax implications?
☑️ Can I get financing?
☑️ What are tenants like?
Enter Erwin Szeto, a longtime friend of Volition. Since 2005, Erwin Szeto and his team have navigated the challenging landscape of being landlords in Ontario. Now, they are shifting their focus and guiding their clients' investments toward the more landlord-friendly environment of the USA. This decision comes after assisting Canadian clients in transacting over $440,000,000 in income properties. Faced with issues like affordability constraints, tenant-friendly laws, rent control, and rental licensing in Canada, Erwin sees a clear opportunity in the U.S. Here, there is a significant influx of investments leading to the creation of high-paying manufacturing jobs. Erwin and his clients are poised to capitalize on these opportunities where landlord rights are stronger and there is no rent control.
To facilitate this transition, Erwin has partnered with and become a client of SHARE, a one-stop-shop U.S. Asset Manager. Founded by Canadians for Canadians, SHARE enables as passive an ownership experience as possible for landlords in the U.S., while still maintaining direct, 100% ownership.

1. Texmoore Seminar: Supported Housing
May 2017

Ethical Property Development
in the Social Housing Sector
2. Background
• 2015 Summer Budget: it was announced plans “to reduce rents paid by tenants in
social housing in England by 1% a year for 4 years from 2016.”
• 2015 Spending Review/Autumn Statement: the government announced plans to
“cap the amount of rent that Housing Benefit will cover in the social sector to the
relevant LHA”, including “the SAR for single claimants under 35” from April 2016.
• Early 2015: DWP and DCLG commissioned a piece of research from IPSOS Mori
• Sector lobbying resulted in:
• An exemption of supported housing from LHA cap until April 2019
• Service charges removed from 1% rent reduction and delayed until April 2017
• November 2016 – February 2017: Government consultation on LHA cap
• April 2017 – Government publish policy statement and further consultation on
short term and sheltered accommodation

Ethical Property Development
in the Social Housing Sector
3. Introduction of LHA caps and localised top-up fund
November 2016 Proposals
• From April 2019, Local Housing Allowance (LHA) applied to supported housing
at on bedroom rate
• Rents and service charges up to the LHA rate will be paid for through Universal
Credit/Housing Benefit
• Where the local LHA rate does not fully cover the costs of rent and service
charges, a localised ring-fenced funding pot will be available to fund any gaps
• Alternative solution needed for short-term accommodation given current
structure of Universal Credit

4. November 2016 consultation - feedback
Nearly 600 responses to the consultation
Four task and finish groups convened to support the development of the new model,
focusing on four key areas:
1. Fair access to funding (Texmoore attended)
2. Local roles and responsibilities, including ensuring value for money, quality and
appropriate oversight
3. Ensuring new supply of supported housing
4. Short term accommodation (Texmoore attended)

7. Aims of new proposals
Rationale for reforming supported housing funding:
To secure supply now and in the future
To strengthen focus on outcomes, oversight and cost control
To ensure it works with the modernised welfare system
Four objectives of new system:
People-focused: respond to need, focused on outcomes
Funding certainty: deliver new supply to meet need
Flexible and deliverable: providers
and commissioners can implement
Value for money: for tenants and
taxpayers

8. National Statement of Expectation
New supported housing funding models
www.texmoore.com
Outlines an overall expectation that local planning, commissioning and services
should:
1. Meet local needs
2. Ensure fair access
3. Support collaborative working
4. Promote delivery to a decent standard
5. Encourage innovation in commissioning through a strategic approach
Local authorities should be transparent in how they deliver against local plans
Additional expectations for each of the
three types of supported housing
Ethical Property Development
in the Social Housing Sector
9. Long-term supported housing
New supported housing funding models
100% of housing costs (rent inclusive of eligible service charges) will be funded
through the welfare system (subject to the application of the existing HB/UC rules)
Government will work with the sector to develop and deliver improvements to cost
control, quality and outcomes
No consultation at this stage
Additional expectations:
1. Provide support which keeps people
independent, offers a real alternative to
residential care, and enables efficient use
of stock
2. Provide transparency in reporting
against delivery
www.texmoore.com
Ethical Property Development
in the Social Housing Sector
10. Sheltered and extra care housing
New supported housing funding models
A ‘Sheltered Rent’, which keeps funding for sheltered and extra care housing in the
welfare system.
Sheltered Rent = ((Formula rent +/- 10% flexibility for supported
housing) + (£X for eligible service charge) up to a level of £Y).
Social housing regulator will use existing powers to regulate gross eligible rent
(rent inclusive of eligible service charges) charged by registered providers.
Additional expectations:
1. Plan and facilitate new supply
2. Provide support which keeps people
independent, offers real alternative to
residential care, and enables efficient use of
