Editor's Notes

  1. EU Member States make it their goal to develop educational systems aimed at promoting the acquisition of the key competencies needed by all citizens to exercise their right to a participated citizenship. Among these, Statistics plays a central role. Recommendation 2006/962/EC of the European Parliament and of the Council of 18 December 2006 Le competenze chiave per l’apprendimento permanente sono definite alla stregua di una combinazione di conoscenze, abilità e attitudini appropriate al contesto. Le competenze chiave sono quelle di cui tutti hanno bisogno per la realizzazione e lo sviluppo personali, la cittadinanza attiva, l’inclusione sociale e l’occupazione. Il quadro di riferimento delinea otto competenze chiave 1) comunicazione nella madrelingua; 2) comunicazione nelle lingue straniere; 3) competenza matematica e competenze di base in scienza e tecnologia; 4) competenza digitale; 5) imparare a imparare; 6) competenze sociali e civiche; 7) spirito di iniziativa e imprenditorialità; e 8) consapevolezza ed espressione culturale. Le competenze chiave dovrebbero essere acquisite al termine del periodo obbligatorio di istruzione o di formazione e servire come base al proseguimento dell’apprendimento nel quadro dell’educazione e della formazione permanente. Si riferiscono, dunque, a tre aspetti fondamentali della vita di ciascuna persona: la realizzazione e la crescita personale (capitale culturale); la cittadinanza attiva e l’integrazione (capitale sociale); la capacità di inserimento professionale (capitale umano). Allo stesso modo, tramite questa raccomandazione, la Commissione richiama l’attenzione sulla definizione di riferimenti e principi europei comuni che possano sostenere utilmente le politiche nazionali.
