My target audience is the Nigerian government and lawmakers highlighting ways in which human capital can be developed in the country. These include building better and reliable infrastructures in the country. There is poor road network around the states, epileptic energy supply, poor health centres to mention a few. These sectors and facilities need to be put in place to promote and sustain human capital investments in the country.
Also, rigorous awareness programs need to be developed to ensure no one is left out most especially in rural areas and villages.

The most recent global recession produced structural changes to the economic environment of most regions in North America.
Sintonía has been providing the infrastructure and support as an Institute for Collaboration and Competitiveness. It has also been using a platform designed to improve the business environment in Puebla without linkage to any administration or political party.
Sintonía, was created as an Institution for Collaboration (IFC) in the state of Puebla in 2012, has faced diverse challenges in order to establish a new way to understand competitiveness. Based on the model of the Institute for Strategy and Competitiveness (ISC) at Harvard Business School, Sintonía has been acting as a column which helps to the development and implementation of unique cluster value proposition strategies with a particular interest in promoting shared value projects in organizations and between the key clusters identified in Puebla
SINTONIA´s team focused on providing leadership that reinforced purpose and structure for each cluster. Each cluster faced similar overarching challenges, while the unique situation within each industry varied with diverse situations. In practice, SINTONIA´s team discovered that all members participating in cluster sessions needed to have a deeper knowledge of the microeconomics of competitiveness (such as the MOC provides). Clearly understanding the method and the application of cluster methodology in other parts of the world would shift them from a local to global perspective.
Most cluster participants would agree on the identified problems but finding consensus on how to resolve them was hard. Getting the members to stop admiring the problem was always a challenge. Moving them to actionable solutions requires a lot of leadership on the part of SINTONIA and trust within the cluster network.

Sintonía’s neutral brokers are partnered with the State Government´s Secretary of Health and the Health Cluster to convene the public and private hospitals of Puebla to gain support for their “Zero Tolerance to Maternal Death.” Infant and maternal mortality is a key indicator of competitiveness and quality of life in the national competitiveness index. In order to secure the commitment of all hospitals, Sintonía and the Health Cluster created a “Competitiveness Agreement” between the Department of Public Health, Sintonía and the existing 36 out of 70 hospitals of the state to eliminate Puebla´s rate of mortality through collaboration and shared value approach.

With government employees closely audited in their processes, there was no room left for initiatives so it was practically impossible to find a detonator project. Nevertheless this was not a traditional cluster, it was imperative to find a new strategy. Sintonía discovered a great amount of very small and young companies leaded also by young entrepreneurs that aware of their size and influence had gathered in many different groups. Sintonía has addressed a strong initiative to capitalize these connections and unify wills in a unique cluster share value proposition.
PROJECT: Sintonia propose to innovative a Casas Comunitarias model by broadening the scope of an existing focused support system by using a shared value approach- providing leadership, coordination and implementation of local hiring, purchasing, place-making and intentional partnerships between Universities, Local Firms, a Foundation and Campesinos in 30 villages near the volcano Popocatepetl.

By motivating key stakeholders within each competitive industry to focus on increasing competitiveness, and by having an action based research agenda, important relationships within each sector is leading to a greater sense of cohesion, connectivity and willingness to collaborate. SINTONIA and UPAEP University have been willing leaders in this endeavor, working for a number of years on the best approaches to competitiveness in a global economy, based on years of research and analysis led by the MOC faculty and students, foundational knowledge was established about the industries driving our economy, the industries in decline and those that are emerging.
It was determined that it was time to take action and apply this knowledge in the development of an Institute for Competitiveness focused on regional competitiveness initiatives dedicated to support and improve the economic and social conditions of our region. Many goals converge in this SINTONIA effort to align industry, government, universities and civil society in a manner that will position Puebla in the global economy. The intention of SINTONIA is to be a neutral broker, providing the thought leadership from our MOC experience on clusters and the infrastructure needed to convene all the stakeholders.
