EIP Water Action Group City Blueprints September 2013EIP Water
The City Blueprint for Water is a baseline assessment of the sustainability of water management in a city (or other dominantly urban region). The result allows a city to quickly understand how advanced it is in sustainable water management and enables it to compare its status with other leading cities.
This project is one of nine Action Groups selected by the European Commission as an initial EIP Water Action Group.
Sixteen cities/regions have participated so far (August 2013) and many others are being approached. This is an opportunity to take part in a new and innovative programme to help improve city-level water stewardship, in the spirit of smart and sustainable cities.
The basic output is a simple radar chart as shown in the example from Melbourne at the top of this page. The chart provides a quick visual representation of the city’s water stewardship status, and is a tool for easy comparison between cities. It covers 24 key water-related subject areas, such as water footprint, water scarcity, water quality, drinking water availability and wastewater management.
A City Blueprint is just the first step on a journey of communication and cooperation between cities. A key intention is to encourage cities to share their best practices with others, and for all to improve. A website will be developed to facilitate this. All cities are different. Some are advanced in a few or many subject areas. Some have much work to do. The aim is not to highlight failings, but instead to help a city identify areas of focus for improvement, and to learn from the best practices of others, as well as demonstrating and sharing their own best practices.

In this presentation the authors (Hug March, David Suarí, David Suarí) explore the shift towards desalination as an alternative to other water supply options such as river regulation or inter-basin water transfers. Desalination has been seen as the cure for everything that dams and inter-basin water transfers
were unable to solve, including droughts, scarcities, social conflicts, environmental impacts, and political rivalries among the different Spanish regions. Desalination also means a new and powerful element in water planning and management that could provide water for the continuous expansion of the urban and tourism growth machine in Mediterranean Spain and thus relax possible water constraints on this growth. However, by 2012 most new desalination plants along the Mediterranean coast remained almost idle. Focusing on the case of the Mancomunidad de los Canales del Taibillla in south-eastern Spain, the authors objective is to develop a critical, integrated and reflexive perspective on the use of desalination as a source of water for urban and regional growth.

The first suspicious: Nature (It never rains to everyone’s taste.) The Population Institute estimates that 1.8bn people will be living in water-scarce regions.
According to The Times of India, 22 out of 32 major Indian cities already deal with daily water shortages. 748M people globally still have no access to clean, safe water. At the same time agricultural water use alone is expected to increase by at least 19% by 2050.
THE WATER PORTFOLIO INCLUDES
(Financially) Cheap sources are scarce and unreliable
(Financially) Expensive sources are abundant and safe.
In the middle there are reliable but increasingly scarce and uncontrolled resources (underground) and reliable but limited (regenerated).
And is current management is wrong Because:
it would compromise the financial viability of the whole supply systems
It pushes forward the unsustainable use of freshwater sources.
It does contribute to increase insecurity in the long term.
The SRB has pioneered the use of non-conventional water sources (desalination and wastewater)
Desalination plants have the capacity to supply 388 hm3/year (20.4% of the water demand)
However, they only supply 7.7%.
This is explained by the comparatively higher prices of non-conventional water
They are a last resort resource during droughts
During normal hydrological years, non-conventional resources remain unused
Keeping desalination plants idle makes them unsustainable in the medium/long term due to the high maintenance costs
Simultaneously, conventional water resources are being overexploited and in some cases depleted
This EPI wants to make non-conventional water prices affordable with the following objectives:
In the short run, reduce the price of water security
In the medium run, replace conventional sources with non-conventional sources to recover overexploited aquifers
In the long run, increase water security
To guarantee the existence of buffer stocks and to allow for the recovery of depleted aquifers as well as to reduce water demand on a current basis.
