The principles of sustainable transport and municipal tax fairness have long histories. However, there appear to be relatively few real-world productions which investigate whether and how progress towards their respective attainment is advanced by treating them as flip sides of the same, better governance coin. In this report I suggest that introducing an “employment requisite tax” could significantly improve the fairness aspect of municipal tax regimes. And, I also suggest that adoption of the “employment requisite tax” could promote decisions by local, provincial/state, and federal governments which have significantly higher regard for the improved or increased sustainability of transportation and other infrastructures, with emphasis on the financial dimension. Although this paper is pertinent at all levels of government, it appears to be most applicable at the municipal level. Additional contributions to this topic based on the same tax instrument, or on different tax instruments, would no doubt be welcomed by citizens, as well as by political candidates who have an earnest desire to connect the principles of sustainable transportation and municipal tax fairness in practice.
