Not all the organisations objectives are of equal importance, and this importance may change quickly within the lifetime of the strategic plan. Consequently the option of weighting each organisational strategic objective is allowed through a multiplier. It is recommended that a workshop approach is adopted both to define the departments priorities (in this case Human Resources) and gain ownership of the plan by the workshop attendees who will then deliver it. Where resources in terms of people or finance is limited, this process allows the existing resource to be correctly allocated and aids the senior level approval process and requests for investment.
