The Trainee Deposit Sum (detailed in TR&T Contract Requirements) is a sum
of money calculated per trainee week. It will be held by the client to be
released to the Contractor upon receipt of TR&T monitoring data that
evidences compliance with agreed TR&T requirements. This is usually
measured on a monthly basis using Key Performance Indicators (KPI’s) and is
compared against the Contractors TR&T Method Statement.
Example Clause Wording
1.1. Trainee deposit sum
1.1.1. The trainee deposit sum is to be £[00] per Trainee week
1.1.2. A percentage of the total Trainee deposit sum, as calculated above, shall be deducted from each

I manage Community Regen at V2C = FI, Estates, EIP, Comm Dev, TP& work closely close with our Proc/Assets& Dev team to obtain social & comm benefits from our contractsI’ll talk about V2C’s story as the first LSVT in Wales & how we’ve developed our approach to local econ impact& how we assess this
I2i developed this toolkit aimed at local authorities & social housing landlords who wish to achieve social inclusion through improvement and investment programmesA key driver was to maximise jobs and training as a result of WHQS workThe new toolkit is about support for small businesses and how to develop procurement practices that allow smaller firms to compete
Social Inclusion clauses in contracts is core not a secondary req.We set a target for training around number of weeks to be delivered, and these are the targets for different types of work.
Targeted – Local employment, from disadvantaged people/areas Recruitment – into jobs or to develop skills for jobsRelevant training – not just lower skilled opportunities like labourer opportunities
A reasonable place to start...The Welsh Index of Multiple Deprivation (WIMD) is the official measure of deprivation in small areas in Wales. It is a relative measure of concentrations of deprivation at the small area level. Deprivation is a wider concept than poverty. Poverty means a lack of money. Deprivation refers to wider problems caused by a lack of resources and opportunities. Therefore, WIMD is constructed from eight different types of deprivation. These are:incomehousingemploymentaccess to serviceseducationhealthcommunity safetyphysical environment.Wales is divided into 1,896 Lower-Layer Super Output Areas (LSOA) each having about 1,500 people.
Where trainees are from..Shows job and training opportunities achieved to Q3 2010, which are in or near to those areasConcentration in Caerau = due to CTC
Some specific examples of TR&T :Include V2C tenants at Oakwood (Kieran)achievement well over target
Cultural change to Outcomes is good. FI (Money Matters) out of chaos and into budgeting – not always though?70% sustainability rate for WW CAF debt write-offGrowth of ‘supported’ firms – SE & SME
Reports, focus groups, feedback, interviews, and independent evaluations tell us that we make a difference Sustainable, viable, social enterprise: providing personal lending and savings products to the most disadvantaged/financially excluded people in UKCreated by social housing sector and partner with East LancsMoneyline (Blackburn) Lends to those who cannot borrow downstream (mainstream, banks and CUs) so borrow upstream – especially doorstep, high street and sometimes illegal lendersTypical customer, young woman, with children, rents her home and is benefit dependent, with previous history of high cost borrowingIncreasing volume of high % loan providers in market, have increasing presence on high street, TV advertising and internetNon standard credit market growing - Wonga is UK’s fastest growing companyPerformance since 2009 start exceeds all original business plan forecasts!• 10,000+ loans issued• £5+ million issued• £415 average loan• £2.5m debt interest savings (vs lowest competitor at 282% - real rate for Provi 600%)• 5000+ savings accountsOpening new outlet in Merthyr this summer, followed by Swansea and Wrexham later this year. Opening call centre to provide pan-Wales service.Successful and self-sustainable; we’re directly attacking high cost loan providers; almost 100% conversion of borrowers to savers in Wales!
