• Face Coverings are Required :
• Outdoors and unable to consistently maintain a distance of
six feet from individuals who are not of the same
household.
• In any indoor location where members of the public are
generally permitted.

where seeing the mouth is essential for
communication.
• Individuals are not required to show documentation
that an exception applies.
• This Order is to be read in concert with the Order
for Public Health Safety Measures in Businesses
Permitted to Maintain In-person Operations.

• This Facing Covering in Public Places Order is not enforced
by local law enforcement.
• DCED has stated the following about this Order:
• At this time law enforcement will not be charged with enforcing this
latest order with citations for noncompliance.

enforcement and the State College Health Department
with educational tactics, warnings and possible citations for

• Penn State Developing and Launching an ”aggressive and
comprehensive” communications effort
• Community leaders are meeting in focus group sessions with
the PSU consultants M Booth
• The Borough is part of this work
• All updates are still being posted on
www.statecollegepa.us/coronavirus for the Centre Region.

• CBICC, Penn State and State College Borough have formed a
Town Gown Task Force to Collaborate on Strategies.
• We are also consulting with the PA Department of
Health (DOH) and the PA Liquor Control Board (PLCB)
on the municipal legal authority to further regulate
COVID-19 mitigation strategies

• An ordinance is being prepared for consideration by the
Board of Health and Council
• Prohibiting the formation of a line in the public right-of-way in commercial
districts
• Requiring face coverings in certain circumstances (downtown zone, in lines)
• Further limiting outdoor gatherings size (on both public and private property)
based on the zoning (R-1, R-2, Public, etc.)
