The Governor issued a universal masking order requiring face coverings outdoors when social distancing cannot be maintained and indoors. Exceptions include medical conditions, children under 2, communication disabilities, and certain work activities. Complaints about non-compliance can be submitted online but enforcement is not by law enforcement currently. The Borough is collaborating with Penn State and the health department on COVID-19 mitigation strategies through an ordinance being prepared regarding lines, gatherings, and face coverings in certain areas.

operating equipment or performing a task as
determined by local, state, or federal regulators or

where seeing the mouth is essential for
communication.
• Individuals are not required to show documentation
that an exception applies.
• This Order is to be read in concert with the Order
for Public Health Safety Measures in Businesses
Permitted to Maintain In-person Operations.

by local law enforcement.
• DCED has stated the following about this Order:
• At this time law enforcement will not be charged with enforcing this
latest order with citations for noncompliance.

• CBICC, Penn State and State College Borough have formed a
Town Gown Task Force to Collaborate on Strategies.
• We are also consulting with the PA Department of
Health (DOH) and the PA Liquor Control Board (PLCB)
on the municipal legal authority to further regulate
COVID-19 mitigation strategies

Board of Health and Council
• Prohibiting the formation of a line in the public right-of-way in commercial
districts
• Requiring face coverings in certain circumstances (downtown zone, in lines)
• Further limiting outdoor gatherings size (on both public and private property)
based on the zoning (R-1, R-2, Public, etc.)
