Agenda
• The National Innovation System is the flow of
technology and information among people,
enterprises and institutions which is key to the
innovative process on the national level.
• Innovation and technology development are
results of a complex set of relationships among
actors in the system, which includes enterprises,
universities and government research institutes.

STATE OWNERSHIP PRIVATE OWNERSHIP
• Provide the necessary funding to support research
and innovation activities (increase GERD/BERD,
use of EU funds)
• Ensure the continuity of funding for prospective
projects at various stages of development - from
basic research, through applied research to market
implementations and production scaling.
• Support national strategies, in particular –
Responsible Development Strategy.
• Ensure the transition towards sectors with higher
technological content and value added to sustain
strong growth performance
National Innovation System in Poland –
identified challenges
 Poland is the 8 largest EU economy, since 2004 it
has grown over 2 times (from 203 bn USD in 2004 to
467 bn USD in 2016 according to IMF)
 General government gross debt in Poland is
relatively small (50%), Greece (177%), Italy (132%),
Portugal (130%), Ireland (110%)
 Population 38.5 million people, well-educated and
ambitious

  1. Ponadto NCBR przyznało dofinansowanie projektom znajdującym się na mapie dużej infrastruktury badawczej w Polsce. Dzięki temu powstało solidne zaplecze badawcze, z którego mogą korzystać polscy naukowcy i przedsiębiorcy.
  2. Na budżet funduszu wynoszący maksymalnie 30 mln zł składa się NCBR oraz inwestor w proporcji 80/20%. Powstały fundusz prowadzi selekcję pomysłów i inwestuje w startupy kwotą do 1 mln zł.
  3. Do zadań NCBR należy udział w realizacji międzynarodowych programów badań naukowych i prac rozwojowych, w tym programów współfinansowanych ze środków zagranicznych. EUREKA Zdecentralizowana sieć 40 państw europejskich oraz UE powołana w celu wspierania międzynarodowej współpracy w badaniach i rozwoju BONUS -185 Międzynarodowy Program BONUS-185 (traktatowy) współfinansowany przez Unię Europejską oraz krajowe organizację finansujące badania (50/50) stanowi kontynuację i rozwinięcie wcześniejszych działań dotyczących problemów przyrodniczych, ochrony ekosystemu morskiego, rybołówstwa, turystyki, transportu, planowania przestrzennego i zarządzania zasobami Morza Bałtyckiego. Pozwala na bezpieczne i wiarygodne badanie akcji serca płodu, tętna mamy oraz zapis czynności skurczowej mięśnia macicy.
