SPECIAL APPEAL TO HIS EXCELLENCY MR.PRESIDENTTO HALTTHE REALLOCATION OF
THE ADAFIENUCONCESSION TO TWO OTHER COMPANIES
Your Excellency, Ihumbly wish to use this opportunity to make aspecial appeal for your
intervention in an issue that is fast becoming asecurity threat within my Traditional Area.
Your Excellency, the issue at stake touches on the socio economic wellbeing of my area
and the entire Ketu South Municipality. Mr. President, Somè Traditional Area has avast
wetland suitable for Fishing and Salt Production which from time immemorial was used
for fishing and occasional salt winning by the local people until it was granted to West
Africa Gold Field Company for commercial Salt Mining in the 90s. Unfortunately, West
Africa Gold Field could not develop the land leading to its reallocation to Kensington
Industries Limited now known as Seven Seas Salt Ltd in 2011 and to the delight of the
Traditional Authority the land was developed into a modern salt works with
sophisticated Salt Refinery which now employs over one thousand five hundred locals
and other Ghanaians.
Your Excellency, when you assumed office in 2017, your vision is to industrialize the
economy in other to scale up export and one ofyour key policies to that effect is setting
up of a Bauxite Authority to drive the Aluminum Industry. To achieve this the country
needs to step up its salt productions sol vividly recollect many visits undertaken by the
then CEO of the Minerals Commission Mr. Addae Bosiako-Skyere to Ketu South to
impress upon the Seven Seas Company which at the time had the capacity to expand so
as to position the country to be self-sufficient in salt production not only for domestic
consumption and export but also for industrial purposes. For the company to achieve
2. this height, the company has positioned itself to undertake construction of a Salt Export
Jetty and setting up of Caustic Soda Plant; a product that is required for processing of
bauxite into alumina as well as other industrial products.
The above vision, Your Excellency, propelled the immediate past Minerals Commission
CEO to encourage the Seven Seas Salt Limited to apply for additional land for expansion
in line with the objective of putting up Salt Export Jetty and Caustic Soda Plant. The
company then approached me and my family and the Right of Entry was granted to
them. After survey and other preliminary works the company formally applied for the
land and a GRANT letter was issued to them in January 2021 after which Surface Right
Compensation was accordingly paid to the land owners. Thereafter the company was
compelled to protect the boundary of the concession as there were many threats of
trespasses by some individuals and this was known to the Minerals Commission.
Your Excellency, as Ihave mentioned earlier my people depend on the lagoonfor fishing
and having the understanding that if that side being the remaining lagoon is also used
for salt my people would be left with nowhere to fish especially if the sea is locked. To
avoid the reaction of my people, I engaged the company and pleaded with its
management allow two of their concessions to be used exclusively for sea water
circulation. Your Excellency, this arrangement is to protect the interest of my people so
that they could retain their fishing occupation so that they could co-exist with the
company.
Mr. President, the greatest shock we had as a people is the decision of the Minister of
Lands and Mineral Resources to reallocate this same land to two separate companies for
salt mining related activities. We strongly object this latest arrangement as it is
geared towards preventing my people from fishing and myself and my people will do
everything within our rights to resist this attempt hence our humble appeal to Your
Excellency to prevail upon the Minister to resolve whatever differences he might have
with Seven Seas Salt Company to ensure lasting peace within the Ketu South
Municipality.
Your Excellency, attached is for your kind information.
Thank you Mr. President
Yours faithfuly,
TORGBIGA ADÁMAH II
