EXECUTIVE SUMMARY
FOSDA has developed its maiden edition of Online Transparency and Accountability Index
targeting Metropolitan, Municipal and District Assemblies (MMDAs) and drawing inspiration
from Open Government Partnership (OGP) Campaigns. The index uses 5 online indicators each
with a score of 1 to develop a total raw score for rating and classifying MMDAs on various levels
of transparency and accountability. The indicators include;
• Availability of MMDAs official functioning Website
• Availability of 2022 Composite Budget on MMDAs Website
• Availability of 2022 Annual Action Plan on MMDAs Website
• Availability of 2021 Progress Report on MMDAs Website
• Availability of other related document to promote transparency and accountability on
MMDAs Website
The outcome of the index shows that 17 (7%) of the MMDAs achieved the highest score of “5”
which is Extremely transparent and accountable; 120 (46%) MMDAs scored “4” (Very transparent
and accountable); 23 (9%) MMDAs scored “3” (Somewhat transparent and accountable); 19 (7%)
MMDAs scored “2” (Not so transparent and accountable); 18 (7%) MMDAs scored “1” (Not at all
transparent and accountable); 64 (24% i.e., about 1 in every 4) MMDAs could not make the
scores.
On regional basis, the central tendency using the mean scores was computed and it revealed that
only Western and Greater Accra Regions can be classified as Very Transparent and Accountable
with an average index score of “4”. Five (5) regions including Ashanti, Ahafo, Central, Western
North and Bono East scored “3” (i.e., Somewhat transparent and accountable). Eight (8) Upper
East, Upper West, Savannah, Northern, Bono, Oti, Eastern and Volta regions scored “2” which is
Not so transparent and accountable. The North East Region’s average score was 1 which is Not
at all Transparent and Accountable.
On the indicator level, 197 (75%) out of 261 of MMDAs have websites to inform and account to
their residents. One forth (25%) do not have websites. Out of the 197 MMDAs that have websites,
151 (77%) have the 2022 composite budgets uploaded. 46 representing 23% have not uploaded
the 2022 composite budget on their websites.
A total of 150 representing 76% (about 8 out of 10) of MMDAs that have website have uploaded
their 2022 Annual Action Plans (AAP). 47 (24%) have website but have not uploaded their AAPs.
Sadly, out of the total 197 MMDAs that have websites, only 23 representing 12% have uploaded
their 2021 progress reports. 26 (13%) of MMDAs that have website did no met the “other” criteria
which largely does not ensures the transparency and accountability continuum.

The report recommends that the Ministry of Local Government, Decentralization and Rural
Development (MLGDRD) expand its assessment tool to give more visibility to MMDAs visibility,
transparency and accountability online, adopt infographics and deepen website engagement.
OVERVIEW OF ONLINE LOCAL GOVERNMENTS TRANSPARENCY AND
ACCOUNTABILITY
Transparency and Accountability are 2 key principles in governance at national and local levels.
At the local level, these 2 key principles have been a major campaign concern for development
partners and civil society organizations over the years.
In the last 5 years there has been a national digitization campaign and drive to transform all
sectors of the economy into the digital space. Several others in academia and Civil Society
Organizations (CSOs) have also found out how beneficial it would be if digitization is leveraged.
For instance, the International Growth Centre (IGC) have found that if Metropolitan, Municipal
and District Assemblies (MMDAs) digitize their revenue streams, they could collect 83% tax
revenue per citizen. FOSDA research on the impact of COVID on youth businesses also found that
45% of these entities at the local level have adopted digital tools.
The above premise gives signals that the digital space cannot be underrated in the transparency
and accountability conversation. Additionally, the World Bank1 data on individuals using the
internet has shown that growth has soared impressively from 8% in 2010 to 58% in 2020. This
growth is expected to rise due to the COVID-19 lessons and recommendations adapted to go
digital. This translates to over 17million of the population accessing the internet on a daily basis
using the current 2021 Population and Housing Census (PHC) of 30.8 million Ghanaians.
With transportation cost, accessibility of district capitals and time factor combining together to
affect citizens level of physical participation in the MMDAs activities, the online presence of
MMDAs has become a necessity.
At the local level MMDAs are mandated to be transparent and accountable to the residents under
the Compliance Indicators (CI) of the District Performance Assessment Tool (DPAT) regularly.
Websites and related information shared on MMDAs website complement the regular fora and
town hall meeting that are held from time to time to address the gaps in participation.
The Local Governance Act, 2016 (Act 936) and the Right to Information Act, 2019 (Act 989)
support the use of technology at the local level and proactive disclosures respectively. Overall,

this has a bearing on Ghana’s contribution to the Sustainable Development Goals (SDGs) 16
targets on developing effective, accountable and transparent institutions at all levels.
BUILDING THE ONLINE TRANSPARENCY AND ACCOUNTABILITY INDEX
The ONLINE transparency and accountability index is the use of benchmark indicator or measure
as a yardstick. It takes inspiration from Open Government Partnership campaigns and
Organisation for Economic Co-operation and Development (OECD) Open Government program
that promotes transparency, accountability across the world. The index does not rank but rather
compare the index scores against the levels of transparency and accountability based on 5
indicators focusing on online visibility and availability of key documents that promote same. The
five indicators are

4. Availability of 2021 Progress Report on MMDA Website
5. Availability of other related document to promote transparency and accountability on

METHODOLOGY
The monitoring adopts qualitative approach with a case-by-case design focusing on district
assemblies. Data collection was wholly from secondary data from online sources. All 261 MMDAs
in the 16 regions were sampled. An online search for the availability of the indicators was
conducted from 3rd-23rd August and crosschecked from 24th-30th August 2022. It was then verified
between 7th-11th September, 2022.
Univariate analysis was adopted with focus on summary statistics (mean) for the regional level
analysis. The case-by-case proportions was also used in describing the performance of the
regions.
The transparency and accountability index measures MMDAs raw score on 5 indicators each with
a score of 1. A total of 5 is the highest expected score. A score of 0 means no score at all is
achieved and the MMDA(s) did not meet any of the data collection criteria. All the scores have
different interpretation.

Limitations of the Index
FOSDA held a validation forum with CSOs in Accra on 6th
December, 2022. The following were some of
the issues that emerged. While they are relevant, they were not special points on interest for the
maiden edition. They will be considered in subsequent editions.
1. Availability of functioning website: The index did not focus on the other means (Information
cemter/vans, Town Hall meetings and forum) the MMDAs use to account and remain
transparent to citizens.
2. The index did not focus on the accessibility and traffic of the of MMDAs website considering the
technology infrastructure to support internet signals in particularly rural districts.
3. The interactive nature of MMDAs website including telephone call responsivesness, feeback
responses and general responses was not considered.
4. The accessibility of the AAP, Composite budget and Progress report on MMDAs website was not
considered.
INDICATOR-1: PRESENCE OF MMDAs OFFICIAL WEBSITES
An overwhelming majority i.e., 197 out of 261 representing 75% of MMDAs have a website to
inform and account to their residents. 64 MMDAs representing 25% do not have websites.
Website are essential tools for district visibility and communication especially where some
communities are located far away from the district capitals. A total of 6 MMDAs have website
but the page was not accessible during the monitoring and verification periods.

INDICATOR-2: AVAILABILITY OF 2022 BUDGET ON MMDAs WEBSITE
Out of the 197 MMDAs that have websites, 151 representing 77% have the 2022 composite
budgets uploaded. 46 representing 23% have not uploaded the 2022 composite budget on their
websites. In relative terms the share of MMDAs in the Central Region that have website and have
the 2022 composite budget is 94%. Similarly, 27 (77%) of MMDAs in the Ashanti Region that have

website, have the 2022 composite budget uploaded. Out of the two (2) districts in the North East
Region that have a website, only 1 (50%) have not uploaded its 2022 composite budget.
INDICATOR-3: AVAILABILITY OF 2022 ACTION PLAN ON MMDAs WEBSITE
A total of 150 representing 76% (about 8 out of 10) of MMDAs that have website have uploaded
their 2022 Annual Action Plans (AAP). 47 (24%) have website but have not uploaded their AAPs.

INDICATOR-4: AVAILABILITY OF 2021 PROGRESS REPORT ON MMDAs WEBSITES
Out of the total 197 MMDAs that have websites, 171 representing 87% have not uploaded their
2021 progress report. Only 26 representing 23% have done so. None of MMDAs in eight (8)
regions i.e., Ashanti, Volta, Bono, Bono East, Upper West, Oti, Ahafo, and North East have their
2021 progress report on their website. Greater Accra has 7 MMDAs that have uploaded their
2021 progress report online. Western and Central Regions have 4 each.

INDICATOR-5: AVAILABILITY OF OTHER RELATED DOCUMENTS THAT PROMOTE
TRANSPARENCY AND ACCOUNTABILITY
A metasearch on all MMDAs with websites to determine the availability of other related
documents that can be used to demand accountability in the last 5 years showed that 26 (13%)
districts have not provided various forms of documents to that effect. These documents include
the progress reports, budget documents and action plans from 2017-2020.
In these 26 districts, it would be difficult to track progress towards development intervention as
there is no continuum considering the sequencing on the levels of transparency and
accountability.
MMDAs AND LEVELS OF TRANSPARENCY AND ACCOUNTABILITY
The map shown in the Fig: Online Transparency and Accountability of MMDAs depicts that
districts in the east half part of the country and the northern regions are less transparent and
accountable. (Most of the light-orange colors represent mid to high index scores are largely
scattered around the country. The opposite are the low scores which is largely concentrated in
the Northern and East half of the country.
The highest index score was 5 (Very transparent and accountable). Only 17 MMDAs representing
7% achieved this score.
REGIONAL LEVELS OF TRANSPARENCY AND ACCOUNTABILITY
Fig: Online Transparency and Accountability of MMDAs using Regional Average scores shows
that on regional basis, the central tendency using the mean scores was computed and revealed
that only Western and Greater Accra Regions can be classified as Very Transparent and
Accountable with an average index score of “4”.
Five (5) regions including Ashanti, Ahafo, Central, Western North and Bono East scored “3” (i.e.,
Somewhat transparent and accountable). Eight (8) Upper East, Upper West, Savannah, Northern,
Bono, Oti, Eastern and Volta regions scored “2” which is Not so transparent and accountable.
The North East Region’s average score was 1 which is Not at all Transparent and Accountable.
Again, this shows that the collectively, coastal and parts of central Ghana are more transparent
than other parts of the country.

CONCLUSIONS
The Local Governance Act 936, 2016 section 42 allows MMDAs to facilitate the establishment of
structures for stakeholder participation that may include the use of information communication
technology-based platforms. The report of the monitoring shows that majority of MMDAs about
8 in 10 MMDAs in Ghana have made progress in this direction.
The downside is related to the unavailability of immediate past year i.e., 2021 Progress Reports
and the transparency continuum in some of the districts.
Only a few MMDAs made these documents proactively available which is in consonance with
Local laws such as Right to Information Act 2019 (Act 989) and International Right To Information
(RTI) standards including maximum disclosure and obligation to publish.
RECOMMENDATIONS
1. In order to ensure wide spread use of MMDAs website to increase transparency and
accountability, the recently upgraded DPAT of the MLGDRD should be expanded to
ensure the availability of the AAP, Budget, Progress reports also feature on MMDAs
websites with a focus on the transparency and accountability continuum feature.
2. Government digitization effort should also target MMDAs by ensuring that there is
uniform outlook. Currently most MMDAs website does not appear in a uniform way. i.e.,
WordPress, among others. There should be a uniform colour combination and outlook at
least from a regional point of view.
3. MMDAs should not discontinue using their town hall meetings, notice boards and Public
Financial Management (PFM) Templates to account to the citizens but diversity their
means by leverage more on infographics as helps in the easy understanding of
information.
4. MMDAs should organize their document centers or libraries according to the various
decentralized departments for easy referencing and identification. The Adenta Municipal
Website is an example of well-organized documents according to the structure of
decentralized departments on one dedicated page.

  • 4. www.fosda.org 1 EXECUTIVE SUMMARY FOSDA has developed its maiden edition of Online Transparency and Accountability Index targeting Metropolitan, Municipal and District Assemblies (MMDAs) and drawing inspiration from Open Government Partnership (OGP) Campaigns. The index uses 5 online indicators each with a score of 1 to develop a total raw score for rating and classifying MMDAs on various levels of transparency and accountability. The indicators include; • Availability of MMDAs official functioning Website • Availability of 2022 Composite Budget on MMDAs Website • Availability of 2022 Annual Action Plan on MMDAs Website • Availability of 2021 Progress Report on MMDAs Website • Availability of other related document to promote transparency and accountability on MMDAs Website The outcome of the index shows that 17 (7%) of the MMDAs achieved the highest score of “5” which is Extremely transparent and accountable; 120 (46%) MMDAs scored “4” (Very transparent and accountable); 23 (9%) MMDAs scored “3” (Somewhat transparent and accountable); 19 (7%) MMDAs scored “2” (Not so transparent and accountable); 18 (7%) MMDAs scored “1” (Not at all transparent and accountable); 64 (24% i.e., about 1 in every 4) MMDAs could not make the scores. On regional basis, the central tendency using the mean scores was computed and it revealed that only Western and Greater Accra Regions can be classified as Very Transparent and Accountable with an average index score of “4”. Five (5) regions including Ashanti, Ahafo, Central, Western North and Bono East scored “3” (i.e., Somewhat transparent and accountable). Eight (8) Upper East, Upper West, Savannah, Northern, Bono, Oti, Eastern and Volta regions scored “2” which is Not so transparent and accountable. The North East Region’s average score was 1 which is Not at all Transparent and Accountable. On the indicator level, 197 (75%) out of 261 of MMDAs have websites to inform and account to their residents. One forth (25%) do not have websites. Out of the 197 MMDAs that have websites, 151 (77%) have the 2022 composite budgets uploaded. 46 representing 23% have not uploaded the 2022 composite budget on their websites. A total of 150 representing 76% (about 8 out of 10) of MMDAs that have website have uploaded their 2022 Annual Action Plans (AAP). 47 (24%) have website but have not uploaded their AAPs. Sadly, out of the total 197 MMDAs that have websites, only 23 representing 12% have uploaded their 2021 progress reports. 26 (13%) of MMDAs that have website did no met the “other” criteria which largely does not ensures the transparency and accountability continuum.
  • 5. www.fosda.org 2 The report recommends that the Ministry of Local Government, Decentralization and Rural Development (MLGDRD) expand its assessment tool to give more visibility to MMDAs visibility, transparency and accountability online, adopt infographics and deepen website engagement. OVERVIEW OF ONLINE LOCAL GOVERNMENTS TRANSPARENCY AND ACCOUNTABILITY Transparency and Accountability are 2 key principles in governance at national and local levels. At the local level, these 2 key principles have been a major campaign concern for development partners and civil society organizations over the years. In the last 5 years there has been a national digitization campaign and drive to transform all sectors of the economy into the digital space. Several others in academia and Civil Society Organizations (CSOs) have also found out how beneficial it would be if digitization is leveraged. For instance, the International Growth Centre (IGC) have found that if Metropolitan, Municipal and District Assemblies (MMDAs) digitize their revenue streams, they could collect 83% tax revenue per citizen. FOSDA research on the impact of COVID on youth businesses also found that 45% of these entities at the local level have adopted digital tools. The above premise gives signals that the digital space cannot be underrated in the transparency and accountability conversation. Additionally, the World Bank1 data on individuals using the internet has shown that growth has soared impressively from 8% in 2010 to 58% in 2020. This growth is expected to rise due to the COVID-19 lessons and recommendations adapted to go digital. This translates to over 17million of the population accessing the internet on a daily basis using the current 2021 Population and Housing Census (PHC) of 30.8 million Ghanaians. With transportation cost, accessibility of district capitals and time factor combining together to affect citizens level of physical participation in the MMDAs activities, the online presence of MMDAs has become a necessity. At the local level MMDAs are mandated to be transparent and accountable to the residents under the Compliance Indicators (CI) of the District Performance Assessment Tool (DPAT) regularly. Websites and related information shared on MMDAs website complement the regular fora and town hall meeting that are held from time to time to address the gaps in participation. The Local Governance Act, 2016 (Act 936) and the Right to Information Act, 2019 (Act 989) support the use of technology at the local level and proactive disclosures respectively.   • 6. www.fosda.org 3 this has a bearing on Ghana’s contribution to the Sustainable Development Goals (SDGs) 16 targets on developing effective, accountable and transparent institutions at all levels. BUILDING THE ONLINE TRANSPARENCY AND ACCOUNTABILITY INDEX The ONLINE transparency and accountability index is the use of benchmark indicator or measure as a yardstick. It takes inspiration from Open Government Partnership campaigns and Organisation for Economic Co-operation and Development (OECD) Open Government program that promotes transparency, accountability across the world. The index does not rank but rather compare the index scores against the levels of transparency and accountability based on 5 indicators focusing on online visibility and availability of key documents that promote same. The five indicators are 1. Availability of MMDA official functioning Website2 2. Availability of 2022 Composite Budget on MMDA Website 3. Availability of 2022 Annual Action Plan on MMDA Website 4. Availability of 2021 Progress Report on MMDA Website 5. Availability of other related document to promote transparency and accountability on MMDA website METHODOLOGY The monitoring adopts qualitative approach with a case-by-case design focusing on district assemblies. Data collection was wholly from secondary data from online sources. All 261 MMDAs in the 16 regions were sampled. An online search for the availability of the indicators was conducted from 3rd-23rd August and crosschecked from 24th-30th August 2022. It was then verified between 7th-11th September, 2022. Univariate analysis was adopted with focus on summary statistics (mean) for the regional level analysis. The case-by-case proportions was also used in describing the performance of the regions. The transparency and accountability index measures MMDAs raw score on 5 indicators each with a score of 1. A total of 5 is the highest expected score. A score of 0 means no score at all is achieved and the MMDA(s) did not meet any of the data collection criteria. The following were some of the issues that emerged. While they are relevant, they were not special points on interest for the maiden edition. They will be considered in subsequent editions. 1. Availability of functioning website: The index did not focus on the other means (Information cemter/vans, Town Hall meetings and forum) the MMDAs use to account and remain transparent to citizens. 2. The index did not focus on the accessibility and traffic of the of MMDAs website considering the technology infrastructure to support internet signals in particularly rural districts. 3. The interactive nature of MMDAs website including telephone call responsivesness, feeback responses and general responses was not considered. 4. The accessibility of the AAP, Composite budget and Progress report on MMDAs website was not considered. INDICATOR-1: PRESENCE OF MMDAs OFFICIAL WEBSITES An overwhelming majority i.e., 197 out of 261 representing 75% of MMDAs have a website to inform and account to their residents. 64 MMDAs representing 25% do not have websites. Website are essential tools for district visibility and communication especially where some communities are located far away from the district capitals. A total of 6 MMDAs have website but the page was not accessible during the monitoring and verification periods.
  • 8. www.fosda.org 5 INDICATOR-2: AVAILABILITY OF 2022 BUDGET ON MMDAs WEBSITE Out of the 197 MMDAs that have websites, 151 representing 77% have the 2022 composite budgets uploaded. 46 representing 23% have not uploaded the 2022 composite budget on their websites. In relative terms the share of MMDAs in the Central Region that have website and have the 2022 composite budget is 94%. Similarly, 27 (77%) of MMDAs in the Ashanti Region that have

Out of the two (2) districts in the North East Region that have a website, only 1 (50%) have not uploaded its 2022 composite budget. INDICATOR-3: AVAILABILITY OF 2022 ACTION PLAN ON MMDAs WEBSITE A total of 150 representing 76% (about 8 out of 10) of MMDAs that have website have uploaded their 2022 Annual Action Plans (AAP). 47 (24%) have website but have not uploaded their AAPs.

  • 11. www.fosda.org 8 INDICATOR-4: AVAILABILITY OF 2021 PROGRESS REPORT ON MMDAs WEBSITES Out of the total 197 MMDAs that have websites, 171 representing 87% have not uploaded their 2021 progress report. Only 26 representing 23% have done so. None of MMDAs in eight (8) regions i.e., Ashanti, Volta, Bono, Bono East, Upper West, Oti, Ahafo, and North East have their 2021 progress report on their website. Greater Accra has 7 MMDAs that have uploaded their 2021 progress report online. Western and Central Regions have 4 each.
  • 12. www.fosda.org 9 INDICATOR-5: AVAILABILITY OF OTHER RELATED DOCUMENTS THAT PROMOTE TRANSPARENCY AND ACCOUNTABILITY A metasearch on all MMDAs with websites to determine the availability of other related documents that can be used to demand accountability in the last 5 years showed that 26 (13%) districts have not provided various forms of documents to that effect. These documents include the progress reports, budget documents and action plans from 2017-2020. In these 26 districts, it would be difficult to track progress towards development intervention as there is no continuum considering the sequencing on the levels of transparency and accountability. MMDAs AND LEVELS OF TRANSPARENCY AND ACCOUNTABILITY The map shown in the Fig: Online Transparency and Accountability of MMDAs depicts that districts in the east half part of the country and the northern regions are less transparent and accountable. (Most of the light-orange colors represent mid to high index scores are largely scattered around the country. The opposite are the low scores which is largely concentrated in the Northern and East half of the country. The highest index score was 5 (Very transparent and accountable). Only 17 MMDAs representing 7% achieved this score. REGIONAL LEVELS OF TRANSPARENCY AND ACCOUNTABILITY Fig: Online Transparency and Accountability of MMDAs using Regional Average scores shows that on regional basis, the central tendency using the mean scores was computed and revealed that only Western and Greater Accra Regions can be classified as Very Transparent and Accountable with an average index score of “4”. Five (5) regions including Ashanti, Ahafo, Central, Western North and Bono East scored “3” (i.e., Somewhat transparent and accountable). Eight (8) Upper East, Upper West, Savannah, Northern, Bono, Oti, Eastern and Volta regions scored “2” which is Not so transparent and accountable. The North East Region’s average score was 1 which is Not at all Transparent and Accountable. Again, this shows that the collectively, coastal and parts of central Ghana are more transparent than other parts of the country.
  • 15. www.fosda.org 12 CONCLUSIONS The Local Governance Act 936, 2016 section 42 allows MMDAs to facilitate the establishment of structures for stakeholder participation that may include the use of information communication technology-based platforms. The report of the monitoring shows that majority of MMDAs about 8 in 10 MMDAs in Ghana have made progress in this direction. The downside is related to the unavailability of immediate past year i.e., 2021 Progress Reports and the transparency continuum in some of the districts. Only a few MMDAs made these documents proactively available which is in consonance with Local laws such as Right to Information Act 2019 (Act 989) and International Right To Information (RTI) standards including maximum disclosure and obligation to publish. RECOMMENDATIONS 1. In order to ensure wide spread use of MMDAs website to increase transparency and accountability, the recently upgraded DPAT of the MLGDRD should be expanded to ensure the availability of the AAP, Budget, Progress reports also feature on MMDAs websites with a focus on the transparency and accountability continuum feature. 2. Government digitization effort should also target MMDAs by ensuring that there is uniform outlook. Currently most MMDAs website does not appear in a uniform way. i.e., WordPress, among others. There should be a uniform colour combination and outlook at least from a regional point of view. 3. MMDAs should not discontinue using their town hall meetings, notice boards and Public Financial Management (PFM) Templates to account to the citizens but diversity their means by leverage more on infographics as helps in the easy understanding of information. 4. MMDAs should organize their document centers or libraries according to the various decentralized departments for easy referencing and identification. The Adenta Municipal Website is an example of well-organized documents according to the structure of decentralized departments on one dedicated page.
