- The administrative organisation of the Swedish national social insurance system The Parliament legislates and political power rests with the Government and the party or parties it represents. There are at present 10 ministries in the Government. The ministries are, compared to international standards, rather small units consisting of, as a rule, not more than 100 persons (S-dep. ca 160). The ministries are generally not concerned with details of administration. Instead, the enforcement of Government decisions is entrusted to a number of central administrative agencies. The administrative agencies are obliged to co-operate with each other directly without the interference of ministerial bodies. As a consequence of their independent position, the central agencies are expected to submit proposals to the Government regarding the policy to be followed by them. It is at this level you will find the Swedish Social Insurance Agency, which comes under the Ministry of Health and Social Affairs. On 1 January 2005 a new integrated government agency with responsibility for the Swedish social insurance system replaced the 21 regional social insurance offices and the National Social Insurance Board. During the past 50 years the social insurance offices were independent juristic entities under public legislation with a unique status in the government sector, supervised by the National Social Insurance Board. Each social insurance office, responsible for the activities on the regional level, was led by a committee. The new administration form a single public authority. The head office of the new administration corresponds to the previous National Social Insurance Board, while the 21 social insurance offices have been converted into regional branch offices with altogether 240 local offices. The staff amounts to a total of 16 000 employees.
- The Government has introduced a rehabilitation chain with precise time limits for the various stages of sick leave. The overall objective of sickness insurance policy in Sweden is that the level of absence from work because of illness will be low and stable over time. Sickness insurance must be short-term and provide a strong motive for returning to work. The longer a person is on sick leave, the lower the probability of them returning to work. Early measures are therefore of vital importance.
