Meistens verspricht man sich von einem neuen System zusätzliche Funktionalität. Aber auch die geringe Leistungsfähigkeit des Altsystems, oder die Tatsache, dass der Hersteller das Altsystem nicht mehr pflegt oder unterstützt, spielen eine Rolle.
Diese und weitere Überlegungen bewegen Unternehmen in der SharePoint-Welt, eine Migration ins Auge zu fassen. Vortrag auf dem 3. Kongress Employer Branding der Deutschen Presseakademie am 30.11.2015. Es wird ein Überblick über die Herausforderungen in der Personalgewinnung des öffentlichen Dienstes gegeben. Employer Branding steht dabei vor der Situation, dass über das Arbeiten in der Verwaltung Unkenntnis und nicht selten Vorurteile bestehen. Fehlender Stolz und geringe Weiterempfehlungsbereitschaft steigern die Probleme in der Vermarktung. Hier hat Employer Branding einen klaren Auftrag der in der Realität aber leider mißverstanden wird. Silodenken, das Arbeiten im Elfenbeinturm vollkomen vorbei an der Realität, austauschbare Werte und Angst vor Kontrollverlust sind die Ursachen. Der Vortrag zeigt aber auch Beispiele, wo Employer Branding in der Branche gut gelungen ist,
Der Zusammenhang zwischen Migration und Entwicklung rückt in den letzten Jahren verstärkt in den Blick. Allein die Tatsache, dass globale Remittances - also Rücküberweisungen der MigrantInnen in ihre Herkunftsländer - die offizielle Entwicklungshilfe der Industrieländer bei weitem übersteigen, zeigt die wichtige Rolle der Diaspora-Gemeinschaften für die Entwicklung ihrer Herkunftsländer.
Doch das Potential der Gemeinschaften in der Diaspora liegt nicht allein in den finanziellen Zuwendungen. Professionelle Fähigkeiten, Expertise, Kenntnisse der Herkunfts- sowie der Gastländer machen sie zu potentiell attraktiven PartnerInnen von staatlicher und zivilgesellschaftlicher Entwicklungszusammenarbeit.
Der Schnittpunkt von Migration und Entwicklung, der Migrations-Entwicklungs-Nexus, hat sich so zu einem Politikfeld gewandelt, dass von teils enthusiastischer Rhetorik geprägt ist. Im Bestreben, über die einseitige Problematisierung von Migration hinauszuwachsen, werden nun die Potentiale von MigrantInnen betont. Einerseits werden hohe Erwartungen aufgebaut, andererseits wird den neuen EntwicklungsakteurInnen in einzelnen Entwicklungsinstitutionen eine gewisse Skepsis entgegengebracht. Vor diesem Hintergrund sind differenzierte und realitätsnahe Analysen der Möglichkeiten und Grenzen des Migrations-Entwicklungs-Nexus angebracht.
Solche differenzierten Betrachtungen leisten konstruktive Kritik an einer vereinfachten positiven Verknüpfung von Migration und Entwicklung. Mit Verweis auf den Brain Drain im Globalen Süden wird betont, dass besonders westliche Aufnahmeländer von hochqualifizierten MigrantInnen profitieren, während deren Abwanderung den Entsendeländern nachhaltig schadet. Hier gilt es, neue Politikansätze jenseits gescheiterter Gastarbeiterkonzepte zu entwickeln und neue Begriffe wie "zirkuläre Migration" mit innovativen Inhalten füllen. Alte Programme im Gewand neuer Begrifflichkeiten zu recyceln und auch die Höhe der Remittances sagt noch nichts über die möglicherweise negativen Langzeitfolgen solcher Tranfers für die Empfängerländer aus.
Angesichts der Fülle neuer Aktivitäten und der Anzahl ungeklärter Fragen und Rollenverteilungen, die sich aus dem Mangel an kritischer Reflexion ergeben, ist es wichtig, Erfahrungen mit Projekten und Politiken, die den Migrations-Entwicklungs-Nexus stärken sollen, zu evaluieren, um aus bereits bestehender Praxis neue Handlungsoptionen ableiten zu können.
Eine Vielzahl von Akteuren und Interessengruppen versucht, im Bereich der Migrations- und Entwicklungspolitik Einfluss zu nehmen. Dabei kommt es nicht selten zu Zielkonflikten zwischen unterschiedlichen Politikbereichen auch innerhalb einzelner Staaten – mit der Folge inkohärenter Entscheidungen.
Greifen hier die Bemühungen zur Harmonisierung von Politiken? Welche Auswirkungen hat eine solche verstärkte Politikkoordination auf migrantische und diasporische Gestaltungsmöglichkeiten von Entwicklung? Sind migrantische und diasporische Entwicklungsorganisationen die Zukunft der Entwicklung oder nur eine weitere Akteursgruppe, die es gilt, in bereits bestehende Strukturen einzubinden? Wie verhält es sich in diesem neuen Feld der Entwicklungs- und Migrationspolitik mit Geschlechtergerechtigkeit - werden geschlechterdifferente Auswirkungen in Planung und Umsetzung genügend berücksichtigt? In welche konkreten Projekte werden Organisationen der Diaspora als tatsächliche Partner von Entwicklungsorganisationen einbezogen?
