co-ordination meet here on
Thursday, even as the Oppo-
sition Congress protested
the presence of Union Minis-
ters there at the behest of a
“non-state actor” when they
are accountable only to the
people.

ture in the RSS-BJP events
calendar, this meeting is dif-
ferent in the sense that it is
much bigger in terms of dele-
gates,andtheduration(three
days instead of the two days
normallyreservedforit).
The heavy presence of
Ministers, with Prime Minis-
ter Narendra Modi expected
to attend on Friday, saw the
Opposition raise the red flag
over the accountability of the
governmenttotheRSS.
As the meeting went on till

social media and the princi-
pal opposition Congress par-
tylookedaskanceatit.
“Ministers of the govern-
ment giving presentations to
non-elected shenanigans of a
supposedly non-political or-
ganisation and getting ap-
praised by the RSS for the
work they are doing is noth-
ing but a grave travesty of de-
mocracy,” AICC general
secretary in charge of media,

NEW DELHI: Five months after
it suspended its licence to
receive foreign donations,
the Ministry of Home Af-
fairs (MHA) cancelled the
registration of Greenpeace
India on Wednesday.
The measure under the
Foreign Contribution Regu-
lation Act (FCRA), means
that the NGO, part of an in-
ternational network by the
same name, would not be
able to receive any kind of
foreign donations from now
on.Sourcessaidthedecision
came in the wake of “preju-
dicially affecting the public
interest and economic in-
terest of the state,” which
violates the conditions of
grant of registration.
The order issued on Sep-
tember 2 comes after the
NGO was given a 180-day
notice to tender a reply to

NEW DELHI: The Indian govern-
ment on Thursday said com-
petitive devaluation of
currency is a major threat to
the stability of the global econ-
omy. The statement was made
in the release announcing Fi-
nance Minister Arun Jaitley’s
departure to Ankara in Turkey
for a meeting of G-20 Finance
Ministers and central bank
governors.
“The recent devaluation of
major currencies followed by
currency depreciations in a
large number of Asian emerg-
ing markets raises the risk of
competitive devaluations.
Competitive currency deval-
uations, at a time when global
demand is sluggish, is a major
threat to stability in the global
economy,” the Ministry re-
lease said. The two-day meet-
ing will take stock of the global
economic situation and the
yuan devaluation is expected
to dominate the agenda.
However, according to sev-
eral economists, the Chinese
devaluation of the yuan is not
of serious consequence to the
Indian economy, even in the
medium term. “Over the last
year, the Indian currency has
devalued far more than the
Chinese one. I do not under-
stand what the major fear is
over the Chinese devaluation.
It will not affect our economy
too much even if it devalues its
currency in the future,” econo-
mist Surjit Bhalla told The
Hindu.

government has received
investment proposals worth
$3.05 billion under Prime
Minister Narendra Modi’s ‘Make
in India’ initiative, Commerce
and Industry Minister Nirmala
Sitharaman has said.
She also assured exporters
that the government would
give top priority to developing
modern infrastructure for
boosting shipments to
overseas markets and spurring
growth.
“I know all of you have
concerns about infrastructure
growth among others. I assure
you we will give maximum
priority to infrastructure
growth and development,” she
said at the Diamond Jubilee
celebrations of the Engineering
Export Promotion Council of
India (EEPC India) here.
She said India was very
much on the recovery path with
a higher GDP growth rate and
improving manufacturing
growth. The investment
proposals worth $3.05 billion
received were indicative of the
impetus to the economy.
Ms. Sitharaman also urged
the engineering exporters to
build a brand for the sector in
the global market. Engineering
exports accounted for 22 per
cent of India’s total
merchandise exports.

of understanding (MoU)
signed in May between Pa-
kistan’s Inter-Services In-
telligence (ISI) and the
National Directorate of Se-
curity (NDS) of Afghanistan
will not be implemented,
said former Afghanistan
President Hamid Karzai
here on Thursday.
‘Rejected by people’
In the first indication that
the Ghani government may
not be able to operationalise
the controversial agreement
between the two intelli-
gence agencies, Mr. Karzai
said it was “rejected by the
Afghan people”.
“The MoU does not re-
main, will not remain…No.
We [President Ghani and I]
had a conversation about
that which will bear fruit as
time moves on.
“It [MoU] is something
the Afghan people have re-
jected…they have not ac-
cepted it. It is clearly against
Afghan interests,” Mr. Kar-
zai told a small group of
journalists during a visit.
Mr. Karzai’s comments
come months after the Af-
ghan parliament witnessed
uproar over the contents of
the MoU reportedly signed
in May 2015 by Afghan in-
telligence chief Rahmatul-
lah Nabil and ISI Chief
General Rizwan Akhtar in
Kabul in May 2015. Law-
makers in the lower house,
the Wolesi Jirga had threat-
ened to “invalidate” the
MoU unless it was discussed
and approved by them.

the government's ban on app-
based diesel taxis, Ola Cabs
on Thursday said it would
take off diesel-run vehicles
within two weeks and ply on-

Road in the early hours of Fri-
day as workers of the New Del-
hi Municipal Council erased
all signs of the Mughal empe-
ror to make way for President

The NDMC team began re-
painting the signboards on the
posh Lutyens’ Delhi road just
past midnight.
“Thepublicnoticeonthere-
naming will be out on Friday
morning and the boards on the
entire stretch will be changed
to reflect the new name by 6
a.m.,” said NDMC vice-chair-
person Karan Singh Tanwar.
The NDMC had cleared a
resolution on August 28 to
change the name of the road
from its colonial-era moniker
to Dr. A.P.J Abdul Kalam
Road, in honour of the former
President who died on July 27.
Mr. Tanwar said the deci-
sion of the NDMC, which vot-
ed unanimously in favour of
the renaming, was “full and fi-
nal.”
However, the decision has
been challenged in the High
Court and will be heard on Fri-
day.
The NDMC decided to
change the name of the road
following three separate pro-
posals, including from two
BJP MPs. One of those who
proposed the renaming, East
Delhi MP Maheish Girri had
said that the change was right-
ing the “wrongs” of the past.

old name was removed on
Thursday,GoogleMapshadal-
ready made changes. A search
for Aurangzeb Road, directed
one to A.P.J Abdul Kalam
Road, creating confusion
among Delhiites and visitors.
The road witnessed its share
of controversy when Hindu
groups blackened the boards
of roads bearing the names of
Muslim leaders a few months

Management Committee had
also demanded that it be
named after Guru Teg Baha-
dur in 2014.

he Aam Aadmi Party’s stu-
dents’ wing, Chhatra Yuva
Sangharsh Samiti (CYSS), has
come out with its manifesto
for the Delhi University Stu-
dents’ Union elections, sched-
uled on September 11.
The manifesto focuses on
three issues – degree, income
and wifi — all of which are link-
ed to the recently-announced
schemes by the AAP govern-
ment in Delhi. It was during a
concert on Tuesday that Chief
Minister Arvind Kejriwal
promised a loan scheme for
higher education, one lakh
jobs within a year and free Wi-
Fi in colleges.
Abhash Chandela of the
CYSS said the scheme for edu-
cation loans will roll out from
September 8. Their rivals,
however,seethisasalast-min-
ute tactic to woo students.
“The AAP government an-
nounced the scheme in their
maiden budget. Why will it be
initiated just three days before
the DUSU elections? There is a
political agenda behind the
timing. It is misuse of power,”
said Vijender Gupta, leader of
Opposition.
Providing free Wi-Fi, which
was among the popular fea-
tures in the AAP’s manifesto
during the Delhi elections,
finds a place in the CYSS mani-
festo as well. “We welcome the
fact that the Delhi government
has already started the tender-
ing process and feasibility
studies with telecom oper-
ators, companies like Google
and Facebook and giants like
IBM and Cisco, to make Delhi
India’s first city that offers
public Wi-Fi,” says the mani-
festo.
Mr. Chandela said that ini-
tially, Wi-Fi will be provided in
University Special Buses, pub-
lic spaces, high-footfall areas
of North and South Campus,
and colleges where quality of
Wi-Fi is poor. “Wi-Fi is our
focus area and the government
has assured us that it will be
made available by this year-
end,” he said.
On the lines of a job fair or-
ganised by the Delhi govern-
ment, CYSS members say that
such fairs will be held in the
Capital each month if they are
voted to power.
The students’ wing has also
come up with pamphlets with
pictures of Arvind Kejriwal
and Bhagat Singh on them.

NEW DELHI: Two days after
Union Minister of State for
Culture Mahesh Sharma
stirred up a controversy by
stating that there would be a
“little less” of Jawaharlal
Nehru in the Nehru Memo-
rial Museum & Library
(NMML), its director Ma-
hesh Rangarajan broke his
silence to maintain that the
modernisation plans would
keep in mind the “basic ob-
jective” of spreading the
ideas of the country's first
Prime Minister, awareness
of the freedom struggle and
history of modern India.
In a statement, Mr. Rang-
arajan said there will be spe-
cial focus on the governance
of India under Nehru, some-
thing “which has been large-
ly left out in the present
exhibition”.
Further, Mr. Rangarajan
asserted that “Teen Murti
Bhavan is the house of Neh-
ru the Prime Minister, and
the Museum will focus on
his years as Prime Minister
as he, along with great col-
leagues, laid the foundations
of post-colonial India.”
The NMML director said
that modernisation plans –
being undertaken as part of
the official commemoration
of Nehru's 125th birth anni-
versary – had been approved
by NMML's Executive
Council.
The statement made no
mention of Mr. Sharma's as-
sertion that NMML and oth-
er autonomous institutions
under the Culture Ministry
would be used to also pro-
mote the work of the Modi
Government.
What it does say is that
“NMML will also enhance
the intellectual component
of governance through na-
tional seminars and interna-
tional conferences, an input
that Nehru always consid-
ered of high value.”

NEW DELHI: The Chhatra Yuva
Sangharsh Samiti (CYSS) has
landed in trouble for organising
a music concert at the Talkatora
stadium on Tuesday. Delhi
University officials are now
mulling legal action against the
party.
The music concert, organised
ahead of the Delhi University
Students’ Union (DUSU)
elections, is being seen as the
use of “money power” to
attract votes. It saw the
presence of singers like Vishal
Dadlani, Shilpa Roa and the
Astitva band. Though the
performers claimed that they
had not taken any money to be a
part of the concert, the NSUI
and ABVP have criticised the
CYSS and submitted written
complaints to the university
administration in this regard.
Further, the presence of
Chief Minister Arvind Kejriwal
and other senior leaders also
became a point of criticism.
“As per university norms,
students should fight elections
as students. They cannot get
endorsements from candidates
of political parties. There is a
limit of Rs.5,000 on
campaigning expenditure as per
the Lyngdoh Committee
recommendations,” said D.S.
Rawat, DU faculty and Chief
Election Commissioner for DUSU
polls. “We have received
complaints about CYSS for
organising the music concert.
We are seeking legal opinion
about what action could be
taken,” Mr. Rawat said.
He did not clarify what action
would be taken, but said a legal
cell was probing the matter.

trial prisoners the best opportuni-
ties to smuggle prohibited items
into Tihar jail. Around 400 recov-
eries of such items have been made
by the accompanying policemen
during frisking after court visits
this year. And these are just the
recoveries. With 1,300-1,500 un-
dertrials being taken to courts ev-
eryday, the actual number of such
smugglings could be much higher,
say police officers tasked with
transfer of these prisoners.
There have been several instanc-
es of Tihar jail staff being accused
of aiding inmates to procure
banned items, as well as prisoners’
relatives throwing tennis balls con-
taining SIM cards and blades
across the high walls of the prison,
but few opportunities are better
than court visits.
The family and friends of prison-
ers lie in wait in court premises on
the date of the hearing of their
ward. “When an undertrial is led
from the prison vans to the cour-
trooms, these people mob him with
the intention to transfer items like
surgical blades, tobacco products,
SIM cards, cash and chits contain-
ing secret information,” says Dep-
uty Commissioner of Police (Third
Battalion) Shivendra Kant Tewari.
The items are passed through on
the pretext of handshakes and
hugs. Sometimes, even lawyers
pass on items during legal consul-
tations, the officer says. The arti-
cles are mostly concealed by
prisoners in body cavities and of-
ten go undetected even when they
pass through the metal detector
door-frame.
“In May, we caught a man sup-
plying 25 packets of drugs to a pris-
oner being produced in Rohini
Courts,” said Mr. Tewari.
While policemen undergo train-
ing for searching and frisking pris-
oners, most of them are relatively
inexperienced on the job for the
first few days. The police say most
successful smuggling of goods into
Tihar jail takes place when such
policemen are put on the job.
Court visits also provide ample
chances to plan an escape as not
more than two policemen general-
ly escort a prisoner to the cour-
troom. Four prisoners, including
three while being taken for court
appearance, have made good their
escape from the custody of Third
Battalion this year.
One of them, Surat Singh, man-
aged to escape from Tis Hazari
court premises in late July after
one of his accomplices sprayed
chilli powder into the eyes of the
escorting policemen. He was
nabbed from the court premises by
the same team.
On three other occasions, pris-
oners escaped by either pushing
away the escorting policemen or
entering into a scuffle with them.
Barring one incident, the Third
Battalion soon recaptured the es-
caped prisoners.
In one of the escape incidents,
policemen are accused of extend-
ing favours to a prisoner who was
escorted court visit in Rampur, Ut-
tar Pradesh, in January. The po-
licemen allegedly took him for
lunch to an eatery outside the rail-
way station instead of a secured
one inside. Five policemen are cur-
rently under suspension in that
case.
Only a few days ago, six police-
men of the Third Battalion were
dismissed from service after they
were captured taking a prisoner
shoe shopping in Agra.

NEW DELHI: A differently-abled man
was found dead under mysterious
circumstances at his home in
North-East Delhi’s Karawal Nagar
on Wednesday. His wife had been
admitted to a hospital at the time
of the incident after she allegedly
consumed rat poison after
following a quarrel with him.
The 32-year-old victim was
unable to use his legs since an
accident one-and-half years ago.
He was found hanging from the
railing of the stairs at his home on
Wednesday afternoon.
The local police are puzzled how
a differently-abled man, who was
unable to walk, was able to hang
himself. They suspect he was killed
before being hanged to pass it off
as suicide.
Even as all possibilities are
being probed, the victim’s wife and
a neighbour are under the scanner.
So far, she has told police that she
consumed rat poison on Tuesday
following a quarrel with her
husband over monetary issues.
“After the deceased man’s
accident, his wife began working
for a private firm to make ends
meet. They often fought over
financial issues. The victim’s two
sons, aged eight and nine years,
discovered his body, after which
they raised an alarm,” said a police
officer.
Neighbours initially did not
believe that the victim had hanged
himself. They visited the crime
spot only after the two children
insisted they accompany them to
their home. The police were
subsequently informed.

convicts underwent training in
maintaining their calm and
composure during difficult times. As
part of the workshop, the convicts
also participated in a multiple choice
exam that aims to imbibe “moral
values” through self-introspection.
The workshop was conducted by
Satyug Darshan Trust.
“This exam for self-introspection
is an effort to enable everyone to
introspect and know more about
humanity, morality and ethical values
in the Q&A form,” said the
organisation. The one-hour long
event is usually meant for students
between Classes IX and XII.

NEW DELHI: Fourteen years after he al-
legedly murdered his live-in partner in
West Delhi’s Dwarka, an absconding
accused was nabbed by a special cell
team from an Uttar Pradesh village.
Jaspal is accused of killing his broth-
er’s wife Monu, who was in a live-in
relationship with him after her hus-
band’s death. Jaspal’s drinking habits
led to frequent quarrels between the
couple. He fatally assaulted her one
evening in August 2001 after she ob-
jected to his drinking.
“He took Monu’s daughter and fled
the house. He first went to Haldwani in
Uttarakhand, where he worked at a
farm. Thereafter, he visited his village
and left the girl there before escaping
to Punjab, where he worked as a watch-
man at a mango orchard for five years,”
said a senior police officer.
Upon meeting with an accident, he
visited Etah town in U.P., where he did
odd jobs for the next six years. He re-
turned to his village for the last couple
of years and was working as a labourer.
The police claim they made several at-
tempts to apprehend him from the vil-
lage, but he always managed to hide.
His luck ran out on Tuesday as a
police team nabbed him. He has ad-
mitted to the murder and the local po-
lice have been informed, said the police
on Thursday.

way to receive the President’s Medal
on Teacher’s Day was drugged and
robbed by two men in the second AC
compartment of a train after it depart-
ed from Mathura in Uttar Pradesh.
Principal Rekha Saxena lost a wallet
containing Rs.50,000 and some docu-
ments. Her brother was robbed of his
watch. The 56-year-old and her broth-
er were found unconscious by some
coolies at Delhi’s Nizamuddin railway
station.
They have been admitted to Mool-
chand Hospital where their condition
is stated to be stable. Union Human
Resource Development Minister Smri-
ti Irani visited themat the hospital.
Delhi police have registered a zero
FIR based on their complaint and in-
formed the police in Mathura about
the incident. The suspects are yet to be
identified.
A resident of Indore in Madhya Pra-
desh, Ms. Saxena is the principal of
Kendriya Vidyalaya in Gwalior. She is
to be awarded the President’s Medal
for her performance in the field of aca-
demics. In a career spanning three dec-
ades, she has served many government
schools.
The siblings had boarded the Samata
Express on Wednesday. When the
train reached Agra, two men posing as
tea vendors entered the compartment
and sat opposite them. They offered
tea to Rekha and her brother, who
refused.
The siblings went to sleep some-
time later, only to wake up in the
hospital. The police suspect the two
accused sprayed them with some
chemicals, thus, rendering them un-
conscious.

mother-daughter duo as “re-
al brave hearts” for deposing
fearlessly against two rob-
bers, which led to their con-
viction, a Delhi court has
sentenced each accused to
eight years of imprisonment.
They had robbed the duo
of their jewellery, Rs.50,000
and a mobile phone at their
Adarsh Nagar residence in
North-West Delhi in 2001.
There was also a third ac-
cused in the case, but the
court acquitted him, giving
him the benefit of doubt.
“They [investigating agen-
cy] grabbed judicial powers
and showed the accused to
the witnesses much before
he was even arrested in the
present case,” the court said.

NEW DELHI: Lack of cleanliness
topped the list of residents’
complaints at a grievance re-
dressal workshop held by the
North Delhi Municipal Corpo-
ration on Thursday.
Continuing its interactive
programme launched in July,
the civic body held sessions in
the Pitampura and Paschim Vi-
har wards where senior officials
and leaders of the Corporation
heard residents out.
Deputy Mayor Neelam Goel
said that about 200 residents at-
tended the event, but only 35
complaints were taken up as
each RWA had one representa-
tive to give complaints.
“Most people we interacted
with had complaints about mis-
sing manhole covers, dirty
drains, garbage lying around
and lack of upkeep of municipal
parks,” said Ms. Goel.
She added that the com-
plaints that can be addressed
without the use of funds would
be taken up immediately, and
those that require greater re-
sourceswillbeaddressedwithin
15 days. The North Corporation
has been undergoing a financial
crisis since the beginning of
2015, and has been unable to pay
sanitation workers on time. The
BJP-led Corporation’s initia-
tives under the Swachh Bharat
Mission have failed to make a big
difference as it just doesn’t have
the finances to carry out the am-
bitious plans.
The citizens’ interaction pro-
gramme is being held in all 104
wards of North Delhi, with 10
sessions having been organised

NEW DELHI: Cleaning of South
Delhi’s Bhikaji Cama Place will
be the responsibility of the
Power Trading Corporation
(PTC) India from September
15, with the company “adopt-
ing” the area from the South
Delhi Municipal Corporation.
PTC India and the SDMC
signed a memorandum of un-
derstanding on Wednesday.
The company is now respon-
sible for keeping 39,665 sq
metre of area clean. The com-
pany will have to deploy work-
ers and keep roads, footpaths
and open spaces clean.
The sponsored include two
service roads, the open parking
space and open area of Bhikaji
Cama Complex. An SDMC offi-
cial said this was the first time
an entire area was adopted by a
company.

NEW DELHI: Household green waste produced
in South Delhi’s Vasant Vihar will now be
sent to a composting facility in a local park,
cutting down the amount of trash that goes
to garbage dumps by 75 per cent.
The Residents’ Welfare Association of
D-7 Vasant Vihar and the South Delhi Mu-
nicipal Corporation will maintain the com-
posting facility at Shaheed Rajguru Park.
While inaugurating the facility on Wednes-
day, SDMC Standing Committee chairper-
son Radhey Shyam Sharma said the civic
body will expand the project to other wards.
The three-acre park has multiple pits to
convert green waste into compost using or-
ganic technology. Though the SDMC has
been composting green waste from over
6,400 parks for years now, this is the first
time that household trash will be segregated
and sent to the pits.
The RWA had been working on the segre-
gation mechanism for about two years now.
The initiative was the idea of 95-year-old
resident Promila Vohra.

to show that it was complying
with the government's ban on
app-based diesel taxis, Ola Cabs
on Thursday said it would take
off diesel-run vehicles within two
weeks and ply only the com-
pressed natural gas (CNG) cabs
in the Capital.
The diesel taxis would be re-
stricted to inter-city travel. The
company has made changes in
the Ola Cabs app allowing the us-
ers to choose only CNG cabs in
Delhi. Ola's counsel, senior ad-
vocate P. Chidambaram, said All
India Tourist Permit taxis oper-
ating on diesel on point-to-point
would no longer be available in
Delhi. The Bench of Justice Man-
mohan was informed that neces-
sary software had been
developed in this regard.
The Court asked ANI Technol-
ogies, which operates under the
brand of Ola, to file an affidavit by
October 5 showing that it had
complied with the July 29 order
upholding Delhi government's
ban on app-based cab services.
The Court said Ola would have
to pay compensation for pollut-
ing the city by plying diesel cabs,
to which the company agreed.
When Delhi government counsel
Naushad Ahmed Khan suggested
that Ola be asked to plant 50,000
trees,theCourtsaiditwouldpass
an order later on the cost to be
paid for planting of trees.
The Court’s directions came
on a contempt petition moved by
the Association of Radio Taxis,
which accused Ola Cabs of flout-
ing the Court's ruling upholding
the Delhi government's ban on
app-based diesel cabs.
After giving assurance to the
Court, Ola Cabs said it had in-
troduced a first-of-its-kind tech-
nology that would help
distinguish CNG and diesel vehi-
cles on the app and enable the
users to choose only CNG vehi-
cles within Delhi.

NEW DELHI: In an alleged
case of medical
negligence, a five-and-
half-year-old girl died at a
private hospital in
Janakpuri on Wednesday
after being admitted with
high fever.
Samaira Madan, a
resident of Vikaspuri, was
under treatment at Shishu
Sadan multi-speciality
hospital. Following her
death, her parents have
filed a police complaint
against the hospital
alleging medical
negligence.
“Samaira was suffering
from fever for the last two
days. We had consulted
local doctors and also got
her tested for dengue, but
the results were negative.
When her temperature did
not drop, we took her to
Shishu Sadan, where they
admitted her. Her pulse
rate dropped on
Wednesday afternoon and
before proper medical
treatment could be
provided, she died,” said
the deceased’s uncle Amit
Madan.
Hospital medical
superintendent Santosh
Kumar said the hospital is
awaiting the post-mortem
report.
“The treating doctor has
already given his
statement to the police
and we have submitted all
the documents related to
the case,” Dr. Kumar said.

have warned that many pri-
vate hospitals and patholog-
ical labs are not using
standardised methods to de-
tect and confirm dengue.
Of the two types of antigen
test kit — NS1 ELISA and NS1
rapid antigen test, the former
is reliable but the later being
used in most private facilities
is questionable, they noted.
“ELISA method for detec-
tion of dengue infection is
sensitive, specific and reliable,
while NS1 test sometimes
gives false results, which in
turn may lead to inaccurate
treatment. NS1 rapid test in
some hospitals is also costlier
than ELISA,” said a senior
health department official.
The Union Health Ministry
is providing IgM ELISA kits to
all 33 sentinel surveillance
hospitals and one diagnostic
centre designated by the Delhi
government, where the gener-
al public can undergo free
tests for detection of dengue.

have challenged the dis-
charge of 36 accused per-
sons, including cricketers S.
Sreesanth, Ajit Chandila and
Ankeet Chavan, in the Indian
Premier League-6 spot fixing
case by the trial court
through an appeal in the Del-
hi High Court. A Sessions
Court had passed the dis-
charge order on July 25.
The appeal moved by Spe-
cial Cell of Delhi police on
Wednesday contended that
the trial court’s order giving
clean chit to the accused was
unsustainable, as it had “er-
roneously interpreted” the
law pertaining to the Mah-
arashtra Control of Orga-
nised Crime Act (MCOCA)
under which the case was
registered.
The Sessions Court had
held at the stage of framing of
charges that the police had
failed to gather necessary in-
gredients to establish a pri-
ma facie case under the
MCOCA against the cricket-
ers and others. All the ac-
cused were earlier released
onbail.
In its appeal, the Delhi po-
lice submitted that the logic
andconclusionsarrivedatfor
discharging the accused were
not correct. The trial court
had erred completely in in-
terpreting the provisions of
theMCOCAdealingwithsyn-
dicate crime and the issue of
framing of charges needed to
belookedintoagain,itstated.
The appeal said the trial
court should not have dis-
charged the accused at the
stage of framing of charges
and should have considered
all evidence after a proper
trial.
Six persons, including un-
derworld don Dawood Ibra-
him and his aide Chhota
Shakeel, who are absconding,
were declared proclaimed of-
fendersbythecourt.
The Special Cell of Delhi
police,whichprobedthe2013
case, had named 42 accused
in the charge sheet. Six of
them are absconding, even as
the police claimed that Da-
wood and Shakeel were be-
hind IPL spot fixing, as they
were controlling the fixing
andbettingmarket.
While dropping all charges
against 36 of the accused per-
sons, the Sessions Court had
heldthatthepolicehadfailed
to establish any nexus or link
between the accused and
crimesyndicateallegedlyrun
byDawoodandShakeel.
The court had disagreed
with the Delhi police for in-
voking the MCOCA in the
case and said the evidence
placed on record by the pros-
ecution could not prima facie
establish even an offence un-
der the Public Gambling Act.

of the DDA, has laid out his plans
for building ‘brand DDA’ with
‘convenient and courteous deliv-
ery of services’ and a string of
mobile apps.
“I know it is a challenge, but
brand will be developed when
things will improve,” Mr. Goel, a
1985 batch IAS officer of Punjab
cadre, who assumed office on Au-
gust 1, said at his first press con-
ference on Thursday. .
The VC said that the allottes of
new housing schemes will now be
able to share their grievances
about construction such as qual-
ity and slope of flooring, finishing
of walls, windows and doors,
kitchen shelf/working platform
of kitchen, lifts, external finish-
ing, and lawn through a mobile
app as well as on its website.
That is not all. Consumers can
now give their feedback on main-
tenance of flats such as plaster of
rooms and drainage, which will
cut their dependency on RWAs.
The reasons of dissatisfaction
will be taken as the public ad-
visory for improving the services
and quality of construction. On
nearly 7,000 flats surrendered
from the 2014 mega housing
scheme due to their small size,
the DDA said the designs for
houses will be made public.
The DDA will monitor utilisa-
tion of funds for maintenance
with regular meetings with the
RWAs. “The app will make sure
that no vested interests prevail.
Even the RWAs will become ac-
countable. The security deposit,
which is given by the contractor
for two years, will be linked to the
performance feedback from the
allottees/RWAs,” said Mr. Geol.
Besides, there is an app for
feedback on services being of-
fered by the DDA at its communi-
ty halls. The app can be
downloaded from the DDA’s
website. “The feedback will be
utilised in improving the services
by the DDA engineering depart-
ment,” the V-C said. There is an-
other app for feedback on quality
of roads. The DDA has started
training its staff engaged in re-
ceiving and replying to the publi-
c’s grievances to check delays and
ensure no vague replies are given
to those already aggrieved.
Disposal increased
Mr. Goel said in a month, the
percentage of disposal has in-
creased from 68 per cent as on
July 28 to 86 per cent as on Au-
gust 31. The pendency of cases
has come down from 823 in July
to 432 on September 3.
Mr. Goel stressed the need for
enhancing public toilet facilities,
especially for women, while re-
vising the draft unified building
bylaws. He said the Building By-
laws1983andtheNationalBuild-
ing Code 2005 adopted 60 men:
40 women ratio for public toilets,
which is inadequate.
As per the revised Unified
Building Bylaws 2015, a men-
women ratio of 50:50 has been
adopted. He said that the DDA
has decided to use its vacant land
for sporting facilities for those
who cannot have access to sports
complexes. Such areas will have
fixed play equipment like basket-
ball poles, volleyball posts, crick-
et pitches, and football goalposts
and the DDA will provide
coaches.

reconnaissance of all sports
grounds owned by the DDA, FIFA
officials have found only the one at
the 2010 Commonwealth Games
village sports complex coming
close to its standards for practice
sessions for the under 17 FIFA
world cup match to be played in
Delhi. The FIFA officials have been
in constant touch with the DDA
officials concerned, sources said.
However, the turf at the ground
at the 21-acre sports complex
needs to be updated.
“The FIFA under 17 tournament
is a country-specific event. Only
one match is going to be played in
Delhi for which Jawaharlal Nehru
stadium has already been identified
as the venue. For practice, the CWG
stadium has been selected. Its turf
needs to be updated that will be
done by next year,” said D. Sarkar,
commissioner (sports), DDA.
The under 17 FIFA world cup will
be held in India in 2017 and this is
for the first time the country is
hosting an international football
match.
At a time when the DDA has been
incentivising sports, none of its
other grounds for football,
including the one at Sirifort
stadium, could meet the
international standards for football
practice. The DDA had earlier this
year, after a delay of four years,
fast-tracked work on the 62-acre
football stadium in Dwarka, which it
claims will cater to the city’s need
for a world class football stadium
with FIFA standards.

the Bombay high court on
Thursday granted bail to Ja-
waharlal Nehru University
student Hem Mishra, who
was arrested by the Maha-
rashtra police in August
2013 for alleged Maoist
links.
A resident of Almora in
Uttarakhand, Mr. Mishra
was granted bail by a single
judge Bench of Justice A.S.
Chandurakar on a surety of
Rs. 20,000.
However, the court barred
him from leaving the coun-
try and he would have to
mark attendance at the Al-
mora police station once a
week.
“We hope to receive the
court order by tomorrow but
it might take another day to
secure release of my client,”
advocate Surendra Gadling,
who represented Mr. Mishra
in the court, told The Hindu.
Mr. Gadling was assisted
by advocate Harshal Lin-
gayat and Nihalsing Rathod.
Bharati Dangre was the gov-
ernment pleader in the case.
Mr. Mishra, who suffers
from physical disability in
his left hand, was a member
of Democratic Student
Union in JNU and a “keen
cultural activist.”
The Maharashtra police
had claimed to have arrested
him from the Aheri Bus sta-
tion in Gadchiroli district of
the State along with two oth-
er “Maoist sympathisers.”
Police had also claimed
that “an embedded micro-
chip” was recovered from
the possession of Mr. Mishra
after his arrest and had ac-
cused him of being a “Naxal
courier.”

parents and his JNU friends
maintained that he was go-
ing to Hemlakasa village to

were named after the British
rulers. “I request you to kindly
reconsider renaming Aurang-
zebRoadandchooseoneofthe
three roads instead,” he wrote.
Meanwhile, Mr. Asif on
Thursday placed 10 more
boards on the road between
Okhla and Kalindi Kunj with
‘Aurangzeb Road’ written on
those to ensure that nobody
removes those. But the AAP
MLA said that he isn’t with
him on this and in fact, con-
demns what Mr. Asif has done.
“What he did is wrong and
this will dent the image of the
entire community.”
Not just Okhla MLA, even
Delhi Cantonment MLA Su-
rinder Singh at the NDMC
meeting had then raised the
question over renaming Au-
rangzeb Road.
“Some of us asked it in the
meeting that roads such as
Shanti Path could be renamed,
but the earlier proposal was
cleared.”
South Delhi Municipal Cor-
poration Mayor Subhash Arya
said on Thursday that renam-
ing the road between Kalindi
Kunj and Jamia Nagar was il-
legal. Naming roads, buildings
and parks under the jurisdic-
tion, not just ownership, of the
corporation has to be ap-
proved by the Naming and Re-
naming Committee.
“We don’t name roads after
oppressors like Aurangzeb. Al-
so, the former MLA has no au-
thority to do so as the area,
Jamia Nagar, comes under the
jurisdiction of the SDMC,”
said Mr. Arya.
He said that officials have
been asked to find under
whose jurisdiction the road
comes and if it is within the
SDMC then the boards will be
removed. However, the area
MLA said that the road is with
Uttar Pradesh’s Flood and Ir-
rigation Department.

GURGAON: Gurgaon now has
the dubious distinction of
having the lowest percentage
of Aadhaar enrolment in the
State, revealed the latest fig-
ures released by the Unique
Identification Authority of
India, regional office,
Chandigarh.
Withonly12.85lakhpeople
having enrolled themselves
out of the total 15.14 lakh, as
per the 2011 census, Gurgaon
has Aadhaar saturation of 85
per cent, which is the lowest
among the 21 districts.
Faridabad leads in Aadhaar
generation, with 111 per cent
while Panipat has achieved
universal coverage with 100.3
per cent saturation. Ambala
and Kurukshetra are at third
and fourth position with 99.9
per cent and 97.9 per cent.
Speaking to The Hindu,
Gurgaon deputy commission-
er T.L. Satyaprakash said that
the district administration
was making efforts to enrol
the remaining population.
“We have been enrolling over
one lakh people every month
for the past eight months. But
it is mostly migrants who are
enrolling themselves and
therefore the numbers do not
reflect in the Aadhaar satura-
tion of the district.
The locals are reluctant to
enrol because they have mul-
tiple gas connections, BPL
cards or ration cards. Since
holding Aadhaar is voluntary,
we cannot force people to en-
rol themselves.”
He admitted that enrolling
children in 0-5 years was a
challenge. “People are reluc-
tant to bring newborns to
Aadhaar centres. We have
now equipped the staff with
tablets to visit the households
with children in the 0-5 age
group and enrol them,” said
Mr. Satyaprakash.

Court on Thursday directed
the Union government to
consider all paramilitary
forces as ‘organised servic-
es’ and extend all benefits,
including the non-func-
tional financial upgrada-
tion (NFU), to their group A
officers from 2006 in terms
of the Sixth Pay
Commission.

ramilitary forces such as

Force, Border Security
Force, Indo-Tibetan Bor-
der Police, Central Indus-

because a majority of the

had been filled by officers

get a pedestrian-friendly
makeover if the Delhi gov-
ernment has its way.
Tourism Minister Kapil
Mishra convened a multi-
ple-agency meeting on
Thursday to come up with a
strategy to make Karol Bagh
a world-class tourist and
trader-friendly destination.
The focus was to decon-
gest the area and make it pe-
destrian-friendly,
government officials said.
The meeting was attended
by senior officials of the
North Delhi Municipal Cor-
poration (NDMC), Delhi
Tourism, Delhi Develop-
ment Authority (DDA), and
Karol Bagh MLA Vishesh
Ravi. In a statement, the
Delhi government said that
a traffic management plan
for Karol Bagh was dis-
cussed. It was decided that
plans to create parking sites
would now be expedited.
Creation of new parking
sites was also discussed.
“It was a preliminary
meeting, but a beginning in
the right direction has been
made. The next meeting on
Karol Bagh will be held next
week, where we will plan to
take the ideas forward,” said
a senior government official.

an anonymous Twitter han-
dle that harassed journalist
Swati Chaturvedi may be ar-
rested soon as the Delhi Po-
lice have narrowed down on
the suspect, sources claimed.
Senior police officers asso-
ciated with the probe, howev-
er, said the investigation was
still on, and insisted that they
were yet to identify the cul-
prit. Sources said the police
had traced the account, but
chose to remain silent be-
cause they were yet to receive
a confirmation on the IP ad-
dress from Twitter. To hold
up in court, the account in-
formation has to be provided
by Twitter.
“Only the administrator
can give us the IP address. We
have sent multiple notices to
Twitter, most recently on
Thursday. We have also sent
summons under Section 91 of
the Criminal Procedure Code
to Twitter India’s offices, in-
cluding the systems’ office in
Delhi,” said Prem Nath, Dep-
uty Commissioner of Police
(South Delhi). He said that
the social media company has
not responded so far.
In the first case against an
anonymous online troll, an
FIR was filed against the op-
erator of the account @Lu-
tyensInsider for stalking
under Section 354 (D) of the
Indian Penal Code. Ms. Cha-
turvedi’s complaint to the po-
lice detailed the ‘sexist
remarks’ made by the ac-
count. Though Twitter even-
tually suspended the account,
it had over 40,000 followers
at the time of the FIR. The
person behind it claimed to
be a journalist covering poli-
tics, and usually posted gossip
and inside information from
the corridors of power.
According to sources, the
accused is a print journalist
working for an English-lan-
guage media organisation.
That the account was being
operated from Delhi has also
been reliably learnt.
Tired of the delay in track-
ing down the accused, Ms.
Chaturvedi wrote to Delhi
Police Commissioner B.S.
Bassi on August 21 and Sep-
tember 2.
She said that she has been
informed that an arrest is im-
minent, but police officers
have refused to comment on
that. “If the person is not ar-

or to the National Commis-
sion for Women. This is the
first case of its kind, there

Twitter troll likely to be arrested
NEW DELHI: The Anti-Corrup-
tion Branch (ACB) is likely to
recommend a Central Bureau
of Investigation (CBI) inves-
tigation into alleged irregu-
larities and ‘interference’
related to the preparation of a
chargesheet in the CNG Fit-
ness Scam of 2002, which was
submitted by a section of offi-
cials posted in the anti-graft
body to a city court on
Thursday.
Terming the role of Lieu-
tenant Governor Najeeb Jung
in the framing and submis-
sion of the charge sheet ‘high-
ly suspect’, a senior
government official said a
probe by an independent
agency was necessary to get
to the bottom of both his al-
leged ‘participation in the
hurried filing of the charge
sheet’ as well as his ‘involve-
ment in the scam’.
“There was clear interfe-
rence from the L-G office
aimed at ensuring that his
name did not figure anywhere
in the charge sheet,” said the
official. “The charge sheet is
one in a series of successive
steps taken by Mr. Jung, or at
his behest, to stall the prose-
cution of those involved,” the
official added.
This, even as the ACB is
understood to be in the proc-
ess of suggesting disciplinary
proceedings against several
officers posted in the unit, in-
cluding Joint Commissioner
of Police (ACB) Mukesh Mee-
na, associated with the prep-
aration of the charge sheet in
relation to an inquiry ordered
by Deputy Chief Minister
Manish Sisodia a day earlier.
In a related development,
the court is understood to
have refused to take the
charge sheet on record while
the commission of inquiry in-
stituted by the Delhi govern-
ment to probe the scam,
headed by retired High Court
judge S. N. Agarwal, has sum-
moned Mr. Meena for ques-
tioning on Friday.
On August 11, the Aam Aad-
mi Party-led government had
one-upped the L-G office by
approving the setting up of
the independent commission
to probe the scam.
A government official said
it was a matter of public re-
cord that the L-G had denied
his nod for the same at least
on two occasions.
The official said Mr. Jung
had, in fact, set up a commit-
tee headed by former Delhi
High Court judge Mukul
Mudgal to probe the case
which had found ‘no mala
fide’ intent on the part of any
Delhi government official in
relation to the scam.

SRINAGAR: Four militants
have been killed in an en-
counter in the Handwara
area of Kupwara district,
more than 60 km from Sri-
nagar, taking the number of
terrorists killed in just one
week to eight. The Army
lost one solider, the second
casualty for the force in 24
hours.
“Based on specific intel-
ligence about the presence
of three or four terrorists in
the Haphruda forest, a joint
operation was launched by
the Army and the police on
Wednesday evening.
A fierce gun battle en-
sued, which continued in-
termittently through the
night resulting in elimina-
tion of four terrorists,” said
the Srinagar-based defence
spokesman Lt. Col. N. N.
Joshi.
He said the identity of
the slain militants was be-
ing ascertained. “Four
AK-47 rifles, one under-
barrel grenade launcher,
ammunition, grenades and
radio sets were recovered
from them,” he added.
One soldier was killed
and three injured in the
overnight encounter that
ended on Thursday morn-
ing. The fresh killings came
just a day after a local mil-
itant and an Army man
were killed in an 11-hour
gun battle in the Rafiabad
area of Baramulla district.

As the NIA reportedly set
up offices in Jammu and
Kashmir for the first time, the
first public campaign against
militants was launched in
Pulwama district on Thursday
— a poster campaign against
fugitive militants.

activities. We ask such people

and consequent prohibition
on slaughter of bulls in
Maharashtra in March this
year have seen a jump in
trading at cattle shandies or
bail bazars in Telangana’s
Adilabad district, as animals
from the bordering areas of
the neighbouring State are
being sold here.
As trading of cattle for
slaughter declined in Mah-
arashtra, about 500 to 600
cattle sourced from poor
farmers in the backward Vi-
darbha region of Maharash-
tra arrive every month in
the bail bazar in Adilabad
town alone.
Adilabad district shares
almost all of its 350 km of
northern and eastern
boundaries with Vidarbha
region and people across the
borders have had trade rela-
tions since long time.
The geographical proxim-
ity is an advantage to cattle
traders in the neighbouring
region as the animal herds
need to be taken to markets
in Adilabad on foot.
“We brought these 36 ani-
mals from Umri village in
Pandharkawda tahsil in Ya-
vatmal district after walking
the 60-km distance for 24
hours,” said Shankar Ra-
mesh Bhandarwar, one of
the three daily wage labour-
ers herding the cattle to re-
ach Adilabad town early on
Thursday. “There is a ban
on transporting animals in
lorries which necessitates
travel on foot,” he
explained.
Not all the beef animals
coming from Maharashtra
are sourced to farmers in
distress, according to a cat-
tle broker in Adilabad who
wished to remain anony-
mous. “Like farmers in Adi-
labad, Maharashtra
villagers sell only the ani-
mals which are no longer of
any use in agriculture,” he
pointed out.
Potential market
Over the years, this
northern most district in
Telangana has emerged an
important centre of cattle
trade thanks to the presence
of the huge mechanised
slaughterhouses in and
around Hyderabad.

An estimated 8,000 to
10,000 animals are traded
for slaughter in the weekly
cattle shandies at Adilabad,
Ichoda, Mutnoor, Utnoor,
Jainoor, Koutala, etc.

have 50 per cent of the trad-
ed animals hailing from dis-
tant Uttar Pradesh, Madhya
Pradesh and Chhattisgarh,”
disclosed Saleem Qureshi,

“People in those States con-
sume buffalo meat for beef
and there is neither a de-
mand for bullocks nor are
there large abattoirs in
those States,” he added to

attracting traders from

Town police succeeded in solv-
ing the case by arresting one of
the three accused of the crime.
Venkatesh (22) was arrested
while his two accomplices —
Premkumar and Prabhu — are
absconding.
Motorcycle-borne Venka-
tesh, a resident of Malur taluk,
along with his associates, alleg-
edly intercepted the truck on a
flyover on NH 75 on the out-
skirts of Kolar town at mid-
night on August 31.

hear cases and pass judgments
in the Telangana State Con-
sumer Disputes Redressal
Commission (TSCDRC), con-
sumers from the State are
forced to approach the Nation-
al Consumer Disputes Redres-
sal Commission with their
petitions.
In spite of a separate com-
mission being formed about
nine months ago following bi-
furcation of Andhra Pradesh,
the Telangana government is
yet to appoint a chairman and
members to hear cases and
appeals.
With no one at the helm
since October 2014, about
2,000 cases, including appeals
and review petitions have piled
up. Recently, the NCDRC also
directed the in-charge Regis-
trar of the TSCDRC to issue a
cheque to a complainant after
he approached the national
body.
“Itwasacaseagainstabuild-
er.TheNCDRChastheauthor-
ity to issue directions to the
State Forum. Hence, we were
able to dispose of the case.
However, others who cannot
spare the time to go to the
NCDRC, have to wait, as their
cases are pending here,” said
an official from the NCDRC,
requesting anonymity.
The official said a second
public interest litigation (PIL)
has been filed in the Hydera-
bad High Court to appoint a
chairman to the Commission.
“The PIL filed before that
was disposed of as the TS gov-
ernment had said it would
make the appointments, but it
did not do so,” he added.
A majority of pending cases
are against builders and hospi-
tals for negligence, said the of-
ficial. “Post bifurcation, all the
cases pertaining to the city
have been coming to the
TSCDRC. Before this, the com-
mission was the same for Te-
langana and Andhra Pradesh,
and hence all petitions filed
were being disposed of,” he
explained.
The TSCDRC, which should
haveachairmanandtwomem-
bers to hear cases, will have to
look at all the cases piled up
since October 15, 2014, when it
was formed, after bifurcating
the Andhra Pradesh State Con-
sumer Disputes Redressal
Commission.
The official said that both
consumers and appellants like
companies against whom cases
have been filed are facing prob-
lems now.

The major flashpoints will
be Kannur, Thalassery, Talip-
aramba, Mattannur, Iritty,
Peravur, Kottiyur, and
Koothuparamba, where the
Balagokulam organises ‘shob-
ha yatras’ in a big way. Police
sources said that plans were
on to deploy additional forces
in those areas after separate
spots and routes were allot-
ted for the two separate
functions.
Leaders of the rival parties
had agreed at a meeting con-
vened by District Collector P.
Bala Kiran here recently that
they would abide by the deci-
sions taken at the meetings
being convened by the circle
inspectors. Functionaries of
the Balagokulam said on
Thursday that they would

Court on Thursday declined
toissueadirectiveontheplea
of the State government to al-
low it and the SEC to proceed
with the election process to
enable the new local body
committees to assume office
by December 1.
The Bench comprising
Chief Justice Ashok Bhushan
and Justice A.M. Shaffique,
whiledisposingofaStategov-
ernment’s affidavit, observed
that at this stage, it did not
find it necessary to issue any
directive. The Bench observ-
ed that it was the SEC which
had to take a decision as per
the constitutional require-
ment. Referring to the sub-
mission of the government
that the election could be
conducted in a single phase,
the court observed that it was
not necessary for this court to
consider or take a decision or
express any opinion on
whether it was justified or not
to hold elections in a single
phase or two phases. These
issues had to be addressed by
the SEC. Reiterating its earli-
er order which said that the
SEC was free to take its own
decision, the court added that
the SEC had to take the re-
sponsibility for its decision.
In fact, a final decision was
yet to be taken by the SEC.
The government in its affi-
davit had submitted that the
SEC could start the election
process on October16 and
complete it in 46 days.
The election could be com-
pleted by November 30 so
that new committees could
assume office by December 1.

MUMBAI: The Navy has called
ill-intended and frivolous a
mother’s fight for over 22
years to find out the cause
of the death of her son.
Anuradha Paladhe’s son
Amar, a clearance diver,
wasdeployedwiththeEast-
ern Naval Command Clear-
ance Diving Scheme in
1993. At an exercise along
the Kakinada coast on Sep-
tember 21, 1993, he jumped
from a helicopter into the
sea. He did not, however,
reach the shore as planned.
The body was found two
days later.
The post-mortem report
mentioned no cause of
death. A diatom test was or-
dered, but not done for a
year. The Board of Inquiry,
which was concluded even
before the test was done,
suggested in its report that
it was an accident. But two
ante-mortem injuries were
left unexplained.
Sensing foul play, the Pa-
ladhes approached the
court. After a 20-year bat-
tle, the High Court said in
its April 2013 order that the
death had occurred in “sus-
picious” and “mysterious”
circumstances. “We hoped
that at least a court order
would ensure that a new in-
quiry was set up and we
would know the true cause
of Amar’s death,” Ms. Pa-
ladhe, former teacher from
Dombivli in Thane district,
told The Hindu.
Well-trained diver
The court said the de-
ceased was a well-trained
diver and was a “cut above
the other divers”, which
was acknowledged by the
Navy.
Inconsistencies
It also pointed to the in-
consistencies in the deposi-
tion by Navy officials. At
one point, they said Amar
surfaced immediately after
his dive, but claimed later
that he was not visible on
account of the helicopter
turbulence. “If the court
spells out that the death is
‘suspicious’, it is the duty of
the Navy to find out what is
suspicious. It is the right of
a mother to know why and
how her son died. But no
action has been taken,” said
Sunil Ganu, Ms. Paladhe’s
lawyer.
With no sign of a re-in-
vestigation despite the
court order, she filed a writ
petition in the same court
in April 2014, seeking a di-
rective to inquire into the
cause of death. “For more
than a year, the Navy did
not even bother to re-
spond,” she said.
In July 2015, after a court
warning, an affidavit was
filed on behalf of the Flag
Officer Commanding-in-
Chief, Eastern Naval Com-
mand, Visakhapatnam, by
Rear Admiral Pradeep Ra-
na. “It goes without saying
that the petitioner with her
ill-intention to misuse the
canons of judicial equity
has been in the habit of fil-
ing frivolous litigation
without any reason to the
contrary,” the affidavit said.
The Navy went on to say
that “the injuries the sailor
sustained are apparently
accidental and sufficient in
the ordinary course of
things to result in death”.
“Does fighting to know
thetruthcountasillintent?
The only thing I have asked
in my writ is a new inquiry.
Why can’t the Navy accept
it, if there is nothing to
hide? I have lost my son and
I don’t know the reason for
his death,” Ms. Paladhe
said.
The Paladhes filed a
counter-affidavit on Tues-
day. “The matter has been
pending for over a year
without any hearing as the
Navy is purposely avoiding
it. We wish this would
speed up the matter,” Mr.
Ganu said.
The Paladhes had even
attempted to send a letter
to Defence Minister Mano-
har Parrikar through a BJP
leader. “We don’t know
whether it has reached him.
At least, I haven’t heard
anything from his office,”
she said.

Sene district president, was arrested
in Mangaluru on Thursday for alleg-
edly posting on his Facebook page a
message threatening writer K.S.
Bhagwan
The arrest of Attavar, an accused
in the pub attack case of 2009, fol-
lowed registration of a case, suo mo-
tu, by the Mangaluru North police
earlier in the day.
According to the police, Attavar
posted on his Facebook account a
message, saying that those mocking
Hinduism would die like M.M. Kal-
burgi.
The Central Crime Branch police
arrested Attavar under Sections 153
(a) (Promoting enmity between
classes) and 506 (criminal intimi-
dation) of the Indian Penal Code.
According to a senior police offi-
cial, they had a consultation with le-
gal experts and those from the
Department of Prosecution follow-
ing the arrest. This led to invoking of
the non-bailable section.
Gets bail
He was produced before the Sec-
ond Judicial Magistrate First Class,
who remanded him in judicial custo-
dy. But later at night, the Magistrate
granted him interim bail. The inter-
im bail will be in force till the dispos-
al of the regular bail petition filed
before the Magistrate.
Advocates for Attavar filed appli-
cations seeking interim bail and also
regular bail when the police pro-
duced before him before the Magist-
rate at the latter’s house. The
Magistrate allowed the interim bail
application. The Magistrate posted
the regular bail application for ob-
jections from the prosecution on
Friday.
The Bantwal police had attracted
flak when they invoked a bailable
provision against Bhuvith Shetty, a
Bajrang Dal activist, who reportedly
made similar comments on his Twit-
ter account. Shetty was arrested on
August 31 for allegedly posting on
his Twitter account a warning that
those mocking Hinduism would
die like U.R. Ananthamurthy and
Kalburgi. He had reportedly men-
tioned that Bhagwan would be the
next target. The Bantwal police in-
voked Sections 153 and 506 and
produced Shetty before the local
Magistrate, who granted him bail
the same day.
Meanwhile, Attavar denied
making any such comment. He
told reporters that the Facebook
account “Jai Bajarangi” in which
the comments are seen, was a fake
one. “When I do not know who is
Kalburgi, where is the question of
making any such comment?” he
asked.
Breaks away from
Bajrang Dal
Attavar, who runs a private se-
curity agency, was with the Baj-
rang Dal for nearly eight years.
Following the attack at the busy
Pumpwell junction in June 2005
on employees of a saree shop be-
longing to different communities,
who were going on a trip, there
was a division in the Bajrang Dal
leading to the formation of Sri Ra-
ma Sene of which Attavar became
district president. It was during
his time as district president that
Sri Rama Sene activists assaulted
men and women at a pub near
Jyothi Circle on January 24, 2009.
Mr. Attavar was arrested and he
was named the 25th accused in the
pub attack case.

Chief Minister Mamata Ba-
nerjee claimed that the police
had exercised utmost re-
straint in dealing with pro-
testers during agitations
called by Left parties, the Na-
tional Human Rights Com-
mission (NHRC) has issued
notices to West Bengal gov-
ernment seeking its response
on alleged police excess on
women protesters.
Acting on a complaint that
women protesters were “at-
tacked” by police during a
march to State Secretariat on
August 27, the NHRC on
Thursday issued notices to
the Chief Secretary and Di-
rector-General of Police and
Commissioner of Police, Kol-
kata. The NHRC has given the
government two-week time
to respond to the notices.
The complainants, which
included representatives of
All India Democratic Wom-
en’s Association (AIDWA),
National Federation of Wom-
en in India (NFWI) and Jan-
wadi Mahila Samity (JMS),
alleged that women protes-
ters were subjected to baton
charge, tear gas and water
cannons by policemen.
‘Human rights violation’
After going through con-
tents of the complaints, the
NHRC has observed that
complaint, if true, “raise a se-
rious issue of violation of hu-
man rights of the women
protesters.”
“Further, if the women
protesters were attacked by
thepoliceforcewhileprotest-
ing peacefully, it amounts to
violation of their Fundamen-
tal Right to assemble peace-
ably and without arms as
guaranteed under Article 19
(1)(b) of the Constitution of
India,” the Commission
stated.
On August 27, a protest was
called by the Left-backed
farmers organisation on the
agrarian distress in the State
and other issues. The pro-
tests, which included a march
to Nabanna Building, was
backed by 17 Left parties. The
complaint, which was re-
ceived by the Commission on
September 2, mentions that
some of the women protes-
ters were severely injured
and one of them was in ICU.
The protests on August 27
had turned violent when po-
lice clashed with Left front
supporters.

They asked the six MLAs
from Churachandpur to re-
sign from the Assembly if the
controversial Bills are not re-
pealed. The earlier demand to

tive status” to hill tribes was
put forth, along with the de-
mand to institute a judicial
inquiry into the killings.

continue to be Kerala’s secret
shame, despite its hugely ap-
plauded human development
indices and other laurels, if
the latest available data are
anything to go by.
Data from the last Census
in 2011 released last fortnight
by the Registrar General and
Census Commissioner of In-
dia show there were 23,183
married girls below the age of
15 years in the State.
In other words, 0.604 per
cent of all girls in the State
aged between 12 and 15 had
entered wedlock prematurely
and illegally. And these are
just the officially captured
figures.
Amplifying the health
threat,thedataalsosaythatas
many as 10,175 children were
born to these child brides in
the State.
Malappuram, the most pop-
ulous district in the State,
logged the highest number
(3,615) of married girls below
age 15. But in percentage
terms, this is below the overall
State average (0.604).
The districts exceeding the
State average are Pathanam-
thitta (0.808 pc), Alappuzha
(0.735 pc), Thiruvananthapu-
ram (0.730 pc), Kollam (0.667
pc) and Kannur (0.665 pc).
While Malappuram had a
0.594 per cent incidence,
Thrissur had the lowest figure
of 0.493 per cent.

olence returned to haunt
educational institutions in
West Bengal on Thursday
with bullets being fired
and bombs hurled at Rai-
ganj University in Uttar
Dinajpur district.
About twelve students
wereinjuredintheclashin
which the student wing of
Congress Chhatra Parish-
ad and the ruling Trina-
mool Congress were
involved. The injured stu-
dents were admitted to
Raiganj Hospital.
There was a panic on the
University premises and a
large deployment of police
personnel followed. In an-
other north Bengal district
of Malda a school was ran-
sacked after a college cam-
pus located inside the
school premises was
closed during the bandh.
The students damaged
the library, broke furni-
ture, smashed lights and
fans inside the school
compound. Two JU stu-
dents allege harassment
Meanwhile, two stu-
dents of Kolkata’s Jadav-
pur University alleged that
they were beaten up by
other students for protest-
ing ragging in the Univer-
sity hostel.

UAE had emerged as strong
voices against terrorism.
“We should work together
for the early adoption of In-
dia’s proposed Comprehen-
sive Convention on
International Terrorism
(CCIT) at the United Na-
tions,” she said in a state-
ment.

India, UAE resolve to combat radicalisation

NEW DELHI: Intolerant non-
state actors who now control
large territories are unleash-
ing barbaric violence on in-
nocent people, said Prime
Minister Narendra Modi on
Thursday, referring to the
growing conflict among reli-
gions, communities and
nation-states.
Addressing the “Global
Hindu-Buddhist initiative
on conflict avoidance and
environment conscious-
ness” here, the Prime Minis-
ter expressed concern that
conflict resolutions mecha-
nisms had “severe limita-
tions”, which were
“becoming more and more
obvious”.
Even as he called for sig-
nificant, collective and stra-
tegic efforts to prevent
bloodshed and violence, he
red-flagged the conflict be-
tween nature and man and
the problem of climate
change, which he described
as a “global challenge”.
“The issue is not merely
about climate change; it is
about climate justice… In my
view, the most adversely af-
fected by climate change are
the poor and the downtrod-
den. When a natural disaster
strikes, they are hit the har-
dest. When there are floods,
they are rendered homeless;
during a quake, their homes
are destroyed; during
droughts, they are affected;
and during extreme cold too,
the homeless suffer the
most,” he said adding that
the discourse must shift fo-
cus from climate change to
climate justice.
Mr. Modi also iterated
that it was necessary to in-
form the world about the
need to shift from ideology —
whether religious or secular
— to philosophy.
“It is, thus, no surprise
that the world is taking note
of Buddhism. This is also a
recognition of the historical
Asian traditions and values,
which can be used to shift
the paradigm to conflict
avoidance, to move from the
path of ideology to philoso-
phy,” he said.

The measure under the Foreign Contribution Regu- lation Act (FCRA), means that the NGO, part of an in- ternational network by the same name, would not be able to receive any kind of foreign donations from now on.Sourcessaidthedecision came in the wake of “preju- dicially affecting the public interest and economic in- terest of the state,” which violates the conditions of grant of registration. The statement was made in the release announcing Fi- nance Minister Arun Jaitley’s departure to Ankara in Turkey for a meeting of G-20 Finance Ministers and central bank governors. “The recent devaluation of major currencies followed by currency depreciations in a large number of Asian emerg- ing markets raises the risk of competitive devaluations. The two-day meet- ing will take stock of the global economic situation and the yuan devaluation is expected to dominate the agenda. She also assured exporters that the government would give top priority to developing modern infrastructure for boosting shipments to overseas markets and spurring growth. “I know all of you have concerns about infrastructure growth among others. I assure you we will give maximum priority to infrastructure growth and development,” she said at the Diamond Jubilee celebrations of the Engineering Export Promotion Council of India (EEPC India) here. She said India was very much on the recovery path with a higher GDP growth rate and improving manufacturing growth. The investment proposals worth $3.05 billion received were indicative of the impetus to the economy. Delhi University officials are now mulling legal action against the party. The music concert, organised ahead of the Delhi University Students’ Union (DUSU) elections, is being seen as the use of “money power” to attract votes. It saw the presence of singers like Vishal Dadlani, Shilpa Roa and the Astitva band. Though the performers claimed that they had not taken any money to be a part of the concert, the NSUI and ABVP have criticised the CYSS and submitted written complaints to the university administration in this regard. Further, the presence of Chief Minister Arvind Kejriwal and other senior leaders also became a point of criticism. “As per university norms, students should fight elections as students. They cannot get endorsements from candidates of political parties. There is a limit of Rs.5,000 on campaigning expenditure as per the Lyngdoh Committee recommendations,” said D.S. Rawat, DU faculty and Chief Election Commissioner for DUSU polls. “We have received complaints about CYSS for organising the music concert. With 1,300-1,500 un- dertrials being taken to courts ev- eryday, the actual number of such smugglings could be much higher, say police officers tasked with transfer of these prisoners. There have been several instanc- es of Tihar jail staff being accused of aiding inmates to procure banned items, as well as prisoners’ relatives throwing tennis balls con- taining SIM cards and blades across the high walls of the prison, but few opportunities are better than court visits. The family and friends of prison- ers lie in wait in court premises on the date of the hearing of their ward. “When an undertrial is led from the prison vans to the cour- trooms, these people mob him with the intention to transfer items like surgical blades, tobacco products, SIM cards, cash and chits contain- ing secret information,” says Dep- uty Commissioner of Police (Third Battalion) Shivendra Kant Tewari. The items are passed through on the pretext of handshakes and hugs. Sometimes, even lawyers pass on items during legal consul- tations, the officer says. The arti- cles are mostly concealed by prisoners in body cavities and of- ten go undetected even when they pass through the metal detector door-frame. “In May, we caught a man sup- plying 25 packets of drugs to a pris- oner being produced in Rohini Courts,” said Mr. Tewari. While policemen undergo train- ing for searching and frisking pris- oners, most of them are relatively inexperienced on the job for the first few days. The police say most successful smuggling of goods into Tihar jail takes place when such policemen are put on the job. Court visits also provide ample chances to plan an escape as not more than two policemen general- ly escort a prisoner to the cour- troom. Four prisoners, including three while being taken for court appearance, have made good their escape from the custody of Third Battalion this year. One of them, Surat Singh, man- aged to escape from Tis Hazari court premises in late July after one of his accomplices sprayed chilli powder into the eyes of the escorting policemen. He was nabbed from the court premises by the same team. On three other occasions, pris- oners escaped by either pushing away the escorting policemen or entering into a scuffle with them. Barring one incident, the Third Battalion soon recaptured the es- caped prisoners. In one of the escape incidents, policemen are accused of extend- ing favours to a prisoner who was escorted court visit in Rampur, Ut- tar Pradesh, in January. The po- licemen allegedly took him for lunch to an eatery outside the rail- way station instead of a secured one inside. Five policemen are cur- rently under suspension in that case. Only a few days ago, six police- men of the Third Battalion were dismissed from service after they were captured taking a prisoner shoe shopping in Agra. His wife had been admitted to a hospital at the time of the incident after she allegedly consumed rat poison after following a quarrel with him. The 32-year-old victim was unable to use his legs since an accident one-and-half years ago. He was found hanging from the railing of the stairs at his home on Wednesday afternoon. The local police are puzzled how a differently-abled man, who was unable to walk, was able to hang himself. They suspect he was killed before being hanged to pass it off as suicide. Even as all possibilities are being probed, the victim’s wife and a neighbour are under the scanner. So far, she has told police that she consumed rat poison on Tuesday following a quarrel with her husband over monetary issues. “After the deceased man’s accident, his wife began working for a private firm to make ends meet. They often fought over financial issues. The victim’s two sons, aged eight and nine years, discovered his body, after which they raised an alarm,” said a police officer. Neighbours initially did not believe that the victim had hanged himself. They visited the crime spot only after the two children insisted they accompany them to their home. The police were subsequently informed. Differently-abled man found hanging Staff Reporter NEW DELHI: Hundreds of Tihar convicts underwent training in maintaining their calm and composure during difficult times. As part of the workshop, the convicts also participated in a multiple choice exam that aims to imbibe “moral values” through self-introspection. The workshop was conducted by Satyug Darshan Trust. “This exam for self-introspection is an effort to enable everyone to introspect and know more about humanity, morality and ethical values in the Q&A form,” said the organisation. Workshop at Tihar Staff Reporter NEW DELHI: Fourteen years after he al- legedly murdered his live-in partner in West Delhi’s Dwarka, an absconding accused was nabbed by a special cell team from an Uttar Pradesh village. Jaspal is accused of killing his broth- er’s wife Monu, who was in a live-in relationship with him after her hus- band’s death. Jaspal’s drinking habits led to frequent quarrels between the couple. He fatally assaulted her one evening in August 2001 after she ob- jected to his drinking. “He took Monu’s daughter and fled the house. He first went to Haldwani in Uttarakhand, where he worked at a farm. Thereafter, he visited his village and left the girl there before escaping to Punjab, where he worked as a watch- man at a mango orchard for five years,” said a senior police officer. Upon meeting with an accident, he visited Etah town in U.P., where he did odd jobs for the next six years. He re- turned to his village for the last couple of years and was working as a labourer. The police claim they made several at- tempts to apprehend him from the vil- lage, but he always managed to hide. His luck ran out on Tuesday as a police team nabbed him. He has ad- mitted to the murder and the local po- lice have been informed, said the police on Thursday. Principal Rekha Saxena lost a wallet containing Rs.50,000 and some docu- ments. Her brother was robbed of his watch. The 56-year-old and her broth- er were found unconscious by some coolies at Delhi’s Nizamuddin railway station. While inaugurating the facility on Wednes- day, SDMC Standing Committee chairper- son Radhey Shyam Sharma said the civic body will expand the project to other wards. The three-acre park has multiple pits to convert green waste into compost using or- ganic technology. Though the SDMC has been composting green waste from over 6,400 parks for years now, this is the first time that household trash will be segregated and sent to the pits. The diesel taxis would be re- stricted to inter-city travel. The company has made changes in the Ola Cabs app allowing the us- ers to choose only CNG cabs in Delhi. Ola's counsel, senior ad- vocate P. Chidambaram, said All India Tourist Permit taxis oper- ating on diesel on point-to-point would no longer be available in Delhi. The Bench of Justice Man- mohan was informed that neces- sary software had been developed in this regard. The Court asked ANI Technol- ogies, which operates under the brand of Ola, to file an affidavit by October 5 showing that it had complied with the July 29 order upholding Delhi government's ban on app-based cab services. The Court said Ola would have to pay compensation for pollut- ing the city by plying diesel cabs, to which the company agreed. When Delhi government counsel Naushad Ahmed Khan suggested that Ola be asked to plant 50,000 trees,theCourtsaiditwouldpass an order later on the cost to be paid for planting of trees. Samaira Madan, a resident of Vikaspuri, was under treatment at Shishu Sadan multi-speciality hospital. Following her death, her parents have filed a police complaint against the hospital alleging medical negligence. “Samaira was suffering from fever for the last two days. We had consulted local doctors and also got her tested for dengue, but the results were negative. When her temperature did not drop, we took her to Shishu Sadan, where they admitted her. Her pulse rate dropped on Wednesday afternoon and before proper medical treatment could be provided, she died,” said the deceased’s uncle Amit Madan. Hospital medical superintendent Santosh Kumar said the hospital is awaiting the post-mortem report. “The treating doctor has already given his statement to the police and we have submitted all the documents related to the case,” Dr. Kumar said. Of the two types of antigen test kit — NS1 ELISA and NS1 rapid antigen test, the former is reliable but the later being used in most private facilities is questionable, they noted. “ELISA method for detec- tion of dengue infection is sensitive, specific and reliable, while NS1 test sometimes gives false results, which in turn may lead to inaccurate treatment. NS1 rapid test in some hospitals is also costlier than ELISA,” said a senior health department official. A Sessions Court had passed the dis- charge order on July 25. The appeal moved by Spe- cial Cell of Delhi police on Wednesday contended that the trial court’s order giving clean chit to the accused was unsustainable, as it had “er- roneously interpreted” the law pertaining to the Mah- arashtra Control of Orga- nised Crime Act (MCOCA) under which the case was registered. The Sessions Court had held at the stage of framing of charges that the police had failed to gather necessary in- gredients to establish a pri- ma facie case under the MCOCA against the cricket- ers and others. All the ac- cused were earlier released onbail. In its appeal, the Delhi po- lice submitted that the logic andconclusionsarrivedatfor discharging the accused were not correct. The VC said that the allottes of new housing schemes will now be able to share their grievances about construction such as qual- ity and slope of flooring, finishing of walls, windows and doors, kitchen shelf/working platform of kitchen, lifts, external finish- ing, and lawn through a mobile app as well as on its website. That is not all. Consumers can now give their feedback on main- tenance of flats such as plaster of rooms and drainage, which will cut their dependency on RWAs. The reasons of dissatisfaction will be taken as the public ad- visory for improving the services and quality of construction. On nearly 7,000 flats surrendered from the 2014 mega housing scheme due to their small size, the DDA said the designs for houses will be made public. The DDA will monitor utilisa- tion of funds for maintenance with regular meetings with the RWAs. “The app will make sure that no vested interests prevail. Even the RWAs will become ac- countable. The security deposit, which is given by the contractor for two years, will be linked to the performance feedback from the allottees/RWAs,” said Mr. Geol. Besides, there is an app for feedback on services being of- fered by the DDA at its communi- ty halls. The app can be downloaded from the DDA’s website. “The feedback will be utilised in improving the services by the DDA engineering depart- ment,” the V-C said. There is an- other app for feedback on quality of roads. The DDA has started training its staff engaged in re- ceiving and replying to the publi- c’s grievances to check delays and ensure no vague replies are given to those already aggrieved. Disposal increased Mr. Goel said in a month, the percentage of disposal has in- creased from 68 per cent as on July 28 to 86 per cent as on Au- gust 31. The pendency of cases has come down from 823 in July to 432 on September 3. Mr. Goel stressed the need for enhancing public toilet facilities, especially for women, while re- vising the draft unified building bylaws. He said the Building By- laws1983andtheNationalBuild- ing Code 2005 adopted 60 men: 40 women ratio for public toilets, which is inadequate. As per the revised Unified Building Bylaws 2015, a men- women ratio of 50:50 has been adopted. He said that the DDA has decided to use its vacant land for sporting facilities for those who cannot have access to sports complexes. However, the turf at the ground at the 21-acre sports complex needs to be updated. “The FIFA under 17 tournament is a country-specific event. Only one match is going to be played in Delhi for which Jawaharlal Nehru stadium has already been identified as the venue. For practice, the CWG stadium has been selected. Its turf needs to be updated that will be done by next year,” said D. Sarkar, commissioner (sports), DDA. The under 17 FIFA world cup will be held in India in 2017 and this is for the first time the country is hosting an international football match. At a time when the DDA has been incentivising sports, none of its other grounds for football, including the one at Sirifort stadium, could meet the international standards for football practice. The DDA had earlier this year, after a delay of four years, fast-tracked work on the 62-acre football stadium in Dwarka, which it claims will cater to the city’s need for a world class football stadium with FIFA standards. CWG ground comes close to FIFA standards Akanksha Jain RAIPUR: The Nagpur Bench of the Bombay high court on Thursday granted bail to Ja- waharlal Nehru University student Hem Mishra, who was arrested by the Maha- rashtra police in August 2013 for alleged Maoist links. A resident of Almora in Uttarakhand, Mr. Mishra was granted bail by a single judge Bench of Justice A.S. Chandurakar on a surety of Rs. 20,000. However, the court barred him from leaving the coun- try and he would have to mark attendance at the Al- mora police station once a week. “We hope to receive the court order by tomorrow but it might take another day to secure release of my client,” advocate Surendra Gadling, who represented Mr. Mishra in the court, told The Hindu. Withonly12.85lakhpeople having enrolled themselves out of the total 15.14 lakh, as per the 2011 census, Gurgaon has Aadhaar saturation of 85 per cent, which is the lowest among the 21 districts. Faridabad leads in Aadhaar generation, with 111 per cent while Panipat has achieved universal coverage with 100.3 per cent saturation. Ambala and Kurukshetra are at third and fourth position with 99.9 per cent and 97.9 per cent. Speaking to The Hindu, Gurgaon deputy commission- er T.L. Satyaprakash said that the district administration was making efforts to enrol the remaining population. “We have been enrolling over one lakh people every month for the past eight months. But it is mostly migrants who are enrolling themselves and therefore the numbers do not reflect in the Aadhaar satura- tion of the district. The locals are reluctant to enrol because they have mul- tiple gas connections, BPL cards or ration cards. Since holding Aadhaar is voluntary, we cannot force people to en- rol themselves.” He admitted that enrolling children in 0-5 years was a challenge. “People are reluc- tant to bring newborns to Aadhaar centres. We have now equipped the staff with tablets to visit the households with children in the 0-5 age group and enrol them,” said Mr. Satyaprakash. Senior police officers asso- ciated with the probe, howev- er, said the investigation was still on, and insisted that they were yet to identify the cul- prit. Sources said the police had traced the account, but chose to remain silent be- cause they were yet to receive a confirmation on the IP ad- dress from Twitter. To hold up in court, the account in- formation has to be provided by Twitter. “Only the administrator can give us the IP address. We have sent multiple notices to Twitter, most recently on Thursday. We have also sent summons under Section 91 of the Criminal Procedure Code to Twitter India’s offices, in- cluding the systems’ office in Delhi,” said Prem Nath, Dep- uty Commissioner of Police (South Delhi). He said that the social media company has not responded so far. In the first case against an anonymous online troll, an FIR was filed against the op- erator of the account @Lu- tyensInsider for stalking under Section 354 (D) of the Indian Penal Code. Ms. Cha- turvedi’s complaint to the po- lice detailed the ‘sexist remarks’ made by the ac- count. Though Twitter even- tually suspended the account, it had over 40,000 followers at the time of the FIR. The person behind it claimed to be a journalist covering poli- tics, and usually posted gossip and inside information from the corridors of power. According to sources, the accused is a print journalist working for an English-lan- guage media organisation. That the account was being operated from Delhi has also been reliably learnt. The Army lost one solider, the second casualty for the force in 24 hours. “Based on specific intel- ligence about the presence of three or four terrorists in the Haphruda forest, a joint operation was launched by the Army and the police on Wednesday evening. A fierce gun battle en- sued, which continued in- termittently through the night resulting in elimina- tion of four terrorists,” said the Srinagar-based defence spokesman Lt. Col. N. N. Joshi. He said the identity of the slain militants was be- ing ascertained. “Four AK-47 rifles, one under- barrel grenade launcher, ammunition, grenades and radio sets were recovered from them,” he added. One soldier was killed and three injured in the overnight encounter that ended on Thursday morn- ing. The fresh killings came just a day after a local mil- itant and an Army man were killed in an 11-hour gun battle in the Rafiabad area of Baramulla district. As the NIA reportedly set up offices in Jammu and Kashmir for the first time, the first public campaign against militants was launched in Pulwama district on Thursday — a poster campaign against fugitive militants. The posters announce a reward of Rs. 10 lakh and Rs. 5 lakh to those providing information regarding two wanted militants Abu Qasim Ilyas Abdul Rehman and Abu Okasha, respectively, both suspected to be the masterminds behind the Udhampur attack. “Aged 18 or 19, Abu Okasha is a resident of Khyber Pakhtunkhwa in Pakistan,” read the posters. As trading of cattle for slaughter declined in Mah- arashtra, about 500 to 600 cattle sourced from poor farmers in the backward Vi- darbha region of Maharash- tra arrive every month in the bail bazar in Adilabad town alone. Adilabad district shares almost all of its 350 km of northern and eastern boundaries with Vidarbha region and people across the borders have had trade rela- tions since long time. The geographical proxim- ity is an advantage to cattle traders in the neighbouring region as the animal herds need to be taken to markets in Adilabad on foot. “We brought these 36 ani- mals from Umri village in Pandharkawda tahsil in Ya- vatmal district after walking the 60-km distance for 24 hours,” said Shankar Ra- mesh Bhandarwar, one of the three daily wage labour- ers herding the cattle to re- ach Adilabad town early on Thursday. “There is a ban on transporting animals in lorries which necessitates travel on foot,” he explained. Not all the beef animals coming from Maharashtra are sourced to farmers in distress, according to a cat- tle broker in Adilabad who wished to remain anony- mous. “Like farmers in Adi- labad, Maharashtra villagers sell only the ani- mals which are no longer of any use in agriculture,” he pointed out. Potential market Over the years, this northern most district in Telangana has emerged an important centre of cattle trade thanks to the presence of the huge mechanised slaughterhouses in and around Hyderabad. Weekly shanties An estimated 8,000 to 10,000 animals are traded for slaughter in the weekly cattle shandies at Adilabad, Ichoda, Mutnoor, Utnoor, Jainoor, Koutala, etc. Only an addition “Cattle from Maharash- tra are only an addition to the local markets which have 50 per cent of the trad- ed animals hailing from dis- tant Uttar Pradesh, Madhya Pradesh and Chhattisgarh,” disclosed Saleem Qureshi, another local middleman. “People in those States con- sume buffalo meat for beef and there is neither a de- mand for bullocks nor are there large abattoirs in those States,” he added to specify reasons for Adilabad attracting traders from comparatively faraway lands. In spite of a separate com- mission being formed about nine months ago following bi- furcation of Andhra Pradesh, the Telangana government is yet to appoint a chairman and members to hear cases and appeals. With no one at the helm since October 2014, about 2,000 cases, including appeals and review petitions have piled up. Recently, the NCDRC also directed the in-charge Regis- trar of the TSCDRC to issue a cheque to a complainant after he approached the national body. “Itwasacaseagainstabuild- er.TheNCDRChastheauthor- ity to issue directions to the State Forum. Hence, we were able to dispose of the case. However, others who cannot spare the time to go to the NCDRC, have to wait, as their cases are pending here,” said an official from the NCDRC, requesting anonymity. The official said a second public interest litigation (PIL) has been filed in the Hydera- bad High Court to appoint a chairman to the Commission. “The PIL filed before that was disposed of as the TS gov- ernment had said it would make the appointments, but it did not do so,” he added. A majority of pending cases are against builders and hospi- tals for negligence, said the of- ficial. “Post bifurcation, all the cases pertaining to the city have been coming to the TSCDRC. Before this, the com- mission was the same for Te- langana and Andhra Pradesh, and hence all petitions filed were being disposed of,” he explained. The TSCDRC, which should haveachairmanandtwomem- bers to hear cases, will have to look at all the cases piled up since October 15, 2014, when it was formed, after bifurcating the Andhra Pradesh State Con- sumer Disputes Redressal Commission. The Bench comprising Chief Justice Ashok Bhushan and Justice A.M. Shaffique, whiledisposingofaStategov- ernment’s affidavit, observed that at this stage, it did not find it necessary to issue any directive. The Bench observ- ed that it was the SEC which had to take a decision as per the constitutional require- ment. Referring to the sub- mission of the government that the election could be conducted in a single phase, the court observed that it was not necessary for this court to consider or take a decision or express any opinion on whether it was justified or not to hold elections in a single phase or two phases. These issues had to be addressed by the SEC. Reiterating its earli- er order which said that the SEC was free to take its own decision, the court added that the SEC had to take the re- sponsibility for its decision. In fact, a final decision was yet to be taken by the SEC. The government in its affi- davit had submitted that the SEC could start the election process on October16 and complete it in 46 days. Anuradha Paladhe’s son Amar, a clearance diver, wasdeployedwiththeEast- ern Naval Command Clear- ance Diving Scheme in 1993. At an exercise along the Kakinada coast on Sep- tember 21, 1993, he jumped from a helicopter into the sea. He did not, however, reach the shore as planned. The body was found two days later. The post-mortem report mentioned no cause of death. A diatom test was or- dered, but not done for a year. The Board of Inquiry, which was concluded even before the test was done, suggested in its report that it was an accident. But two ante-mortem injuries were left unexplained. Sensing foul play, the Pa- ladhes approached the court. After a 20-year bat- tle, the High Court said in its April 2013 order that the death had occurred in “sus- picious” and “mysterious” circumstances. “We hoped that at least a court order would ensure that a new in- quiry was set up and we would know the true cause of Amar’s death,” Ms. Pa- ladhe, former teacher from Dombivli in Thane district, told The Hindu. Well-trained diver The court said the de- ceased was a well-trained diver and was a “cut above the other divers”, which was acknowledged by the Navy. Inconsistencies It also pointed to the in- consistencies in the deposi- tion by Navy officials. At one point, they said Amar surfaced immediately after his dive, but claimed later that he was not visible on account of the helicopter turbulence. “If the court spells out that the death is ‘suspicious’, it is the duty of the Navy to find out what is suspicious. It is the right of a mother to know why and how her son died. But no action has been taken,” said Sunil Ganu, Ms. Paladhe’s lawyer. With no sign of a re-in- vestigation despite the court order, she filed a writ petition in the same court in April 2014, seeking a di- rective to inquire into the cause of death. “For more than a year, the Navy did not even bother to re- spond,” she said. In July 2015, after a court warning, an affidavit was filed on behalf of the Flag Officer Commanding-in- Chief, Eastern Naval Com- mand, Visakhapatnam, by Rear Admiral Pradeep Ra- na. “It goes without saying that the petitioner with her ill-intention to misuse the canons of judicial equity has been in the habit of fil- ing frivolous litigation without any reason to the contrary,” the affidavit said. The Navy went on to say that “the injuries the sailor sustained are apparently accidental and sufficient in the ordinary course of things to result in death”. “Does fighting to know thetruthcountasillintent? The only thing I have asked in my writ is a new inquiry. Why can’t the Navy accept it, if there is nothing to hide? I have lost my son and I don’t know the reason for his death,” Ms. Paladhe said. The Paladhes filed a counter-affidavit on Tues- day. “The matter has been pending for over a year without any hearing as the Navy is purposely avoiding it. We wish this would speed up the matter,” Mr. Ganu said. The Paladhes had even attempted to send a letter to Defence Minister Mano- har Parrikar through a BJP leader. “We don’t know whether it has reached him. At least, I haven’t heard anything from his office,” she said. According to the police, Attavar posted on his Facebook account a message, saying that those mocking Hinduism would die like M.M. Kal- burgi. The Central Crime Branch police arrested Attavar under Sections 153 (a) (Promoting enmity between classes) and 506 (criminal intimi- dation) of the Indian Penal Code. According to a senior police offi- cial, they had a consultation with le- gal experts and those from the Department of Prosecution follow- ing the arrest. This led to invoking of the non-bailable section. Gets bail He was produced before the Sec- ond Judicial Magistrate First Class, who remanded him in judicial custo- dy. But later at night, the Magistrate granted him interim bail. The inter- im bail will be in force till the dispos- al of the regular bail petition filed before the Magistrate. Advocates for Attavar filed appli- cations seeking interim bail and also regular bail when the police pro- duced before him before the Magist- rate at the latter’s house. The Magistrate allowed the interim bail application. The Magistrate posted the regular bail application for ob- jections from the prosecution on Friday. The Bantwal police had attracted flak when they invoked a bailable provision against Bhuvith Shetty, a Bajrang Dal activist, who reportedly made similar comments on his Twit- ter account. Shetty was arrested on August 31 for allegedly posting on his Twitter account a warning that those mocking Hinduism would die like U.R. Ananthamurthy and Kalburgi. He had reportedly men- tioned that Bhagwan would be the next target. The Bantwal police in- voked Sections 153 and 506 and produced Shetty before the local Magistrate, who granted him bail the same day. Meanwhile, Attavar denied making any such comment. He told reporters that the Facebook account “Jai Bajarangi” in which the comments are seen, was a fake one. “When I do not know who is Kalburgi, where is the question of making any such comment?” he asked. Breaks away from Bajrang Dal Attavar, who runs a private se- curity agency, was with the Baj- rang Dal for nearly eight years. Following the attack at the busy Pumpwell junction in June 2005 on employees of a saree shop be- longing to different communities, who were going on a trip, there was a division in the Bajrang Dal leading to the formation of Sri Ra- ma Sene of which Attavar became district president. It was during his time as district president that Sri Rama Sene activists assaulted men and women at a pub near Jyothi Circle on January 24, 2009. Acting on a complaint that women protesters were “at- tacked” by police during a march to State Secretariat on August 27, the NHRC on Thursday issued notices to the Chief Secretary and Di- rector-General of Police and Commissioner of Police, Kol- kata. The NHRC has given the government two-week time to respond to the notices. The complainants, which included representatives of All India Democratic Wom- en’s Association (AIDWA), National Federation of Wom- en in India (NFWI) and Jan- wadi Mahila Samity (JMS), alleged that women protes- ters were subjected to baton charge, tear gas and water cannons by policemen. ‘Human rights violation’ After going through con- tents of the complaints, the NHRC has observed that complaint, if true, “raise a se- rious issue of violation of hu- man rights of the women protesters.” “Further, if the women protesters were attacked by thepoliceforcewhileprotest- ing peacefully, it amounts to violation of their Fundamen- tal Right to assemble peace- ably and without arms as guaranteed under Article 19 (1)(b) of the Constitution of India,” the Commission stated. When a natural disaster strikes, they are hit the har- dest. When there are floods, they are rendered homeless; during a quake, their homes are destroyed; during droughts, they are affected; and during extreme cold too, the homeless suffer the most,” he said adding that the discourse must shift fo- cus from climate change to climate justice. Mr. Modi also iterated that it was necessary to in- form the world about the need to shift from ideology — whether religious or secular — to philosophy. “It is, thus, no surprise that the world is taking note of Buddhism.
