Congratulations, you have been selected by your
national member organization to participate in the
SCOPE Exchange Program. This Program is
organized by the International Federation of
Medical Students’ Associations - IFMSA. Existing
since 1951, this program has become the biggest
exchange program led by students worldwide.
Every year, medical students, members of IFMSA
organize almost 10.000 exchanges on a voluntary
basis.
The purpose of this manual is to help you go
through the next steps of your exchange in order
to make it the best experience possible.
Please read this manual carefully before
contacting your local exchange officers as this is
where you will find most of the information you
will need.
Please keep in mind that all the exchange
officers and students involved in the SCOPE
Exchange Program are medical students like
you and they are working voluntarily to offer
you the best exchange possible.

3. 2. Communication
In order to avoid any miscommunications please follow the communication guidelines.
In case of any problems or questions please contact your Local Exchange Officer (LEO) -
after reading this manual ;) Your National Exchange Officer (NEO) should only be
involved if your LEO is not able to help you.
Please don’t try to contact the NEO of the hosting country or the hospitals directly - as you
can imagine receiving emails from hundreds of incoming students will not make the process
easier for anybody.
After you are accepted by the hosting country you will get a local contact person (CP) that
you can communicate with.

4. 3. Contracts – which one is yours?
Your exchange is based on an agreement - a contract - between your student organization
and the host organization. There are two types of contracts, bilateral and unilateral.
In the case of a bilateral contract each country sends a student for exchange to the other
country. Each country covers the costs for the incoming student, as specified in their
Exchange Conditions. The host organization will then provide boarding and lodging, as well
as social program if stated in the Exchange Conditions.
In case of a unilateral contract there is no student coming to your country. Thus, you have
to cover the costs yourself by paying the so called “unilateral fee” to the host organizaiton.
The amount and the method of payment are specified in the Exchange Conditions. The
unilateral fee will cover lodging, however, boarding and social program will usually incur
additional costs.
In addition to unilateral or bilateral criteria, some contracts are signed between NMOs for a
specified month, mostly July or August. It is mandatory to apply for this period when you
fill your Application Form (see below).

5. 4. The Exchange Conditions (ECs)
In the Exchange Conditions (ECs) you will find the specific requirements of the host
organization. It is mandatory to carefully read, understand and respect the ECs. If you
don’t follow the ECs strictly, your exchange may be cancelled!
All the necessary information to complete the required documents and other special
remarks can also be found in the ECs.

Some points we would like to clarify include:
x Language: If there are several languages listed, it means you have to know at least
one of them (you don’t have to speak both!). However, if there is only one language,
you must speak this language. Be prepared to verify this upon request!
x Working Conditions: some organizations impose a special dress code, others
requires up to 8 hours of work a day. Keep in mind, that this is a professional
exchange and no holiday!
x Periods and Towns: some Local Committees (LCs) are only available in certain
months, so it might be necessary to adapt your preferences accordingly.
When you read “Calendar Month Only”, that means that the clerkship has to start
on the 1st day of a month until its end (no “overlapping clerkships”!)
x Documents and deadlines: There are two different kinds of documents. The
standard documents must be uploaded. For several LCs Special documents may
be requested after your acceptance is confirmed.

6. 5. Predeparture Preparations
Keep in mind that you are leaving your own country and customs. Thus, other rules may
apply, and society may work differently. To make your exchange a successful one for all
parties, please inform yourself about cultural differences and behave accordingly. Be
aware, that inappropriate behavior might lead to cancelation of your exchange and will
cause trouble, not only for you but also for your student organization.
eXplore Pages
The eXplore Pages are provided by the host organization, giving you an insight into the
exchange program in their cities, including information about the country itself, its
healthcare system, cost of living, culture and so on.

Predeparture Training – “PDT”
Some countries organize special trainings for outgoing students to prepare them for their
exchange. These trainings are designed for you to get the maximum out of your exchange.
If your country organizes such trainings make sure you do not miss them ;)
Visa, Invitation Letter
Please keep in mind that it’s your responsibility to inform yourself about all the necessary
requirements and procedures needed to enter the country of your exchange, for example:
passport, Visa, vaccinations, .... The IFMSA is NOT able to interfere in international affairs
and can NOT assist you in obtaining the needed Visa for your exchange..
However the IFMSA will provide you with an official invitation letter that will help you in the
Visa application process. This invitation letter is created automatically online and you will
find it in the database if you have requested it in the Application Form (see below).
Be aware that the correct Invitation Letter will only be generated when you receive the
Card of Acceptance, and only if you have requested it in your Application Form!

7. Transportation, Flights
Transportation is neither paid for, nor arranged by the IFMSA and it will be your
responsibility to arrange it.
We recommend that you do not buy any tickets before you have confirmation about the
city and the period of your exchange. This confirmation should be received online at the
latest 8 weeks prior to your exchange. Due to unforeseen circumstances, your
confirmation may be delayed, in which case you should contact your LEO as soon as
possible. This does not automatically mean that your exchange is cancelled!
Security and Insurance
Security is an important matter and before going abroad you should be informed about the
current affairs in the host country. If you are in doubt about your personal safety please
contact your national ministry of foreign affairs.
You can be sure that the officers and contact persons of the hosting country will do
everything to ensure your safety. Make sure you are informed about the closest embassy
and their contact details in case of emergency.
Health insurance is mandatory to participate in SCOPE Exchange. Other insurances we
recommend are :
x malpractice insurance, that covers costs that may arise from any mistakes made
by the student in the hospital.
x liability insurance, that covers expenses due to damages to objects/properties (e.g.
in your flat).

Login,to your profile
Shortly after being chosen for exchange you will receive an
eMail containing Login Information for the IFMSA
Database: www.ifmsa.org - please remember to also check
the spam folder and other eMail accounts!
Each outgoing student will have his own personal account
in this database.
If you are already registered in the IFMSA database, you
will be able to use your previous login details. Your will gain
access to your current exchange forms in your old IFMSA
account.
After the login, you will need to complete your personal
profile in order to proceed.
It is also advisable to change the password.
In the next steps, you will have to complete two forms, that
you can ow access via your account. These are the
application form and the card of documents.

Application Form (AF)
When you are chosen by your national Students’ Association
your application must be processed and confirmed by the
host organization! A confirmation from your national
students’ association only does not mean that your
exchange is guaranteed
The AF is the official document sent to the host organization
in order to apply for department, city and period of time.
In the AF you may request to be placed with another
applicant someone else in the same department.
Every country has limited spots available for each month
and city and very often many students apply for the same
placement. Applicants might be placed on a “first come first
serve” basis. Thus, the sooner you send the AF, the
better your chances are to be granted your prefered
placement!
If your choices are already full you will be asked to make
another choice.
Please pay attention to the information you enter on your
Application Form. Take particular care to enter the correct
dates for the beginning and end of the clerkship and all other
relevant information that may help the LEO of your exchange
destination.
To access and edit your AF, click on Databases.
On the left you will find the Student Panel, where you will find “edit your application
forms”.
When you complete the AF, you must submit it. From this moment, it will be impossible to
edit it again, but you can view it under “View the submitted Application Form”

10. In order to successfully complete your AF please:
x fill in every single field,
x use the calender icon for dates,
x complete the AF in one sitting, you cannot save it and access it at a later point.
x Once submitted, you cannot edit or amend the AF!
Some details are important to mention:
x All dates must correspond with the Exchange Conditions
x Enter your name and surname as it is written in your passport
x Please also enter your passport number. If you are in the process of applying for a
new passport, enter the code “AA00000” and explain in the comments. You will have
to send the new passport number as soon as possible.
x If possible, please enter three different LCs and four different departments
x Do not forget to click “Yes” when you are asked “do you need an official Invitation
Letter” in case you need it.
x “# Duration of weeks” is always “4 weeks”. If you require more, ask for a special
agreement.
x The total period of time from the “Exchange Start Date/ to the End Date” may
exceed four weeks.In this case, your exchange will take place for four weeks within
this period.
x Any special requirements and information on your part can be listed in the “Student
Remarks”

How do I know the host
organization received the files?
- As soon as a file is online, the
host organization has access to
it.
Card of Documents (CoD)
The CoD is the online form in which you have to upload all
necessary documents requested by the host organization.
Those documents are a really important part of your
application and your AF can only be processed if all
required documents are uploaded.
To access and edit your CoD, first click on Databases.
On the left you will find the Student Panel, where you will
find “Card of Documents”.
You can upload the documents one by one, so you don’t
have to upload them at a stretch.
The documents need to be in one of these formats: PDF,
TXT, MS-WORD, ZIP, RAR, JPG, BMP, PNG, GIF with a
maximum of 20 MB each.
After you upload them, click on “save changings” and then
refrech to make sure the upload was successful. No further
step is necessary, as soon as they are online, it is available
for the host organization.
Some explanations and clarifications can be found in the
end of this manual.

12. The CA confirms that you have been accepted by the host
Organization for the clerkship and includes the exact dates,
city and department of your exchange.
It also contains information about accomodation, boarding
& lodging, social program and contact details of your local
Contact Person, local students designated to provide you
help and assistance during your exchange. Try to contact
them in advance.
It should be received 8 weeks prior tot he start of your
exchange. It is not recommended to book your tickets
prior to this date since your exchange is neither confirmed,
nor guaranteed.
Receiving your CA means that arrangements in the hosting
country have been made for you, consequently, it is
extremely important to inform your LEO and Contact
Person if you have to cancel your clerkship.
Bear in mind, that changes in the city/LC are usually impossible after this point so
please do not request them unless there are extenuating circumstances!
If you are placed in a city/department that you did not chose it is usually because your
choices were already taken/unavailable by the time that you sent your AF.This does not
mean that your exchange will not be as enjoyable, local officers and coordinators work hard
to provide the best conditions and experience for you, so be open minded and try
something new -
Once you receive your CA you can now download your Invitation Letter. It is generated
automatically with informations from your AF and CA. You can find it in your CoD, in the
bottom of the page.

13. Card of Confirmation (CC)
After receiving your CA, you must send the CC to your host
organization, to confirm your arrival. This is the last
step/document before you may embark on your exchange.
The CC allows you to provide your arrival details, contact
persons in case of any emergency and your insurance
details to your contact person.
It is vital to fill and send it at least 4 weeks before your
Exchange. Be aware, that failure of sending the CC in time
might lead to cancellation of your clerkship.
Please note: For completing the CC, the same rules apply as for completion of the AF.

Certificate
You are eligible to receive a certificate after completing 4 weeks of Exchange from your
LEO. To receive it you have to attend at least 80% of the clerkship and show your filled
Student Handbook.
It’s mandatory to receive it physically, and signed by your tutor in the hospital and the
NEO or LEO from the hosting country.
It is also possible to download a digital certificate after completing the Evaluation Form
(see below). To download it, click on “Certificates” in the student panel.

Evaluation Form (EF)
The EF is a survey in which SCOPE aims to find out more
about your exchange and identify and improve any
deficiency or lack in some field.
The EF will be available to you approximately three weeks
after your exchange. Please help us improving our program
for future generations by completing the Evaluation Form.

15. 7. Your Exchange
First days
x Make sure you meet with your CP, you can ask them all the questions you may still
have like where do I get my badge or what time do I need to be in the hospital.
x Pay your unilateral fee if necessary
x Be nice and introduce yourself to your mentor and your colleagues.
Logbook
x This will be sent to you by your NEO/LEO and you will need to bring it to the
exchange yourself.
x It is useful to print it out and read it through before you need to use it on exchange.
x Fill in as much as you want/need. This will help you get the maximum out of your
exchange.
x Make sure you hand it to your mentor at least 1 time for an evaluation, preferably 2
times, once mid-internship and once at the end.
x Don’t forget to let the mentor stamp it in the end, together with the certificate.
Behaviour, ethics and cultural differences
x In foreign countries other rules and regulations may apply. It is very useful to know
these in advance.
x Ask your CP if there are things you need to avoid doing (like giving a hand to a
patient when greeting them). Making a bad impression without realizing it can easily
be avoided.
x Respect and adjust to the local customs and expectations. If there is a problem, ask
your mentor or your CP how best to handle it.
x For example: In many western European countries, it is important that you are
punctual and to let the mentor know in advance if you cannot come.

16. Social Program
x This is a program organized by the LC in the end of each week. You can find the
information about what kind of social program will be provided in the Exchange
Conditions. This will be explained in more detail in the CA.
x The social program can vary depending on the country and the LC. If you need to
bring something, you will be informed in advance.
x The cost of the social program is not often covered in the exchange fee. So don’t
forget to bring spending money.
Emergencies
x Contact your CP! They will try to help you to find a solution.
x If this is not possible, the CP will contact the LEO!
x The NEO of the hosting and/or the sending country will only be contacted in
particularly complicated situations .
Certificate
x As mentioned previously, you will need to fulfill the required attendance to receive
your certificate
x You can print it from the database, it will be visible in the database as of the 3rd week
of your clerkship.
x Print it, bring it to your exchange and let the tutor sign and stamp it at the end of your
internship!

5. I can’t log in to the database, what now?
If in any case the login isn’t successfull:
- Check for spelling mistakes ;)
- Try another browser or computer
- Click “forgot password” and try it with the new password

6. I want to change the AF but it I can’t edit it anymore as it is already sent.
- Don’t panic
- Tell your LEO asap

18. 7. I filled out my AF, but when I try to submit it, it doesn‘t work..
- Check again if you filled every single field.
- Filling the dates need to be done through the calendar icon just next to the empty
areas
8. I cannot upload documents to the Card of Documents. What can I do?
- Check for the file’s format and size.
- Try to upload it on by one, saving the changes after each document.
- Try another Browser.
9. Can I see statistics for different LCs?
Unfortunately you cannot.
10. My Invitation Letter is wrong, it contains the wrong dates!
The automatically generated Invitation Letter takes all the information from the CA,
so in order to receive a correct Invitation Letter the CA needs to be sent. If you didn’t
yet receive your CA, it will contain incomplete and/or wrong information.
11. I cannot download the Invitation Letter.
Invitation Letters are generated only, if you have requested it in your AF. If you forgot
to ask for it, please contact your LEO immediately.
12. I’m having visa Issues, who can I contact?
As you already know, you are responsible for getting your own visa, however, you
can ask the LEO/NEO of your country of origin or destination to provide you with
official invitations that might help to streamline the procedure
13. Unfortunately I have to cancel my exchange. What do I have to do?
Inform your LEO and everybody else you have already been in touch with as soon
as possible.

20. Letter of Motivation 1 – 4
There has to be one LoM for each preferred
department. It should at least contain:
- your name, contact information
- address of department. If unclear:
“to whom it may concern”
Don’t address to the LEO/NEO!
- An Introduction of yourself
- Answers to those questions:

Curriculum Vitae – CV
- Full Name,
- contact information (address, telephone

- Educational history including honors and

- Community service, volunteer work,

- Sport, Musical or any Artistic carreer
Language Certificate
Attention! Most NMOs require an official
language certificate and not one signed by
the LEO/NEO!
Check the ECs if there is a special
certificate required.
Minimal requirements:
- Issued by (name of institute/…)
- Full name of the student
- Grades obtained
Letter of Recommendation
Written reference about your
character and academic history,
that should refer to the specific exchange.
Usually this should be written by the
dean of your faculty.
some countries also accept LoR by
authorized professors/doctors
Proof of Enrollment
It verifies your enrollment for the duration of
your exchange. It must state:
- Name, Birthday, Nationality
- Subject of study and degree
- Enrolled since …, standard duration
- expected date of graduation
- completed semesters/years
- contact information of the university
- date and signature
IMPORTANT:
It must be clear, that you are enrolled in a
medical curriculum for the duration of your
exchange!
Vaccination Card
Please check the ECs to find out if you
require any special vaccinations!
If you have an international vaccination
card, you can upload a copy of that one.
I not, the alternative document should state
at least:
- Full Name, birthdate, clinic name and
adress or doctor name and adress
- Type of Vaccine (Hepatitis B, Influenza,
Tetanus Diphteria Petrussis…) and generic
abbreviation or trade name
- Date given
- Signature and stamp of administering
physician

21. Health Insurance
Health insurance is always required. Please
make sure if there are other insurances
required.
Health insurance covers medical expenses
during your exchange.
The certificate should contain:
- Name and logo of the insurance company
- Signature and stamp
- Name of the insured person
- Period of insurance
- Insurance coverage limits and conditions
MRSA/Tuberculosis Test / HepB AB
Count
Check the ECs if special tests are required.
Keep in mind that test result may take some
time!

Please use the same passport you used for

For Outgoing Exchange Students
In order to participate in a research/clinical exchange provided by my National Member Organization ∗
and the International Federation of Medical Students Association, I agree to abide by all the terms and
conditions listed below:
‐ I have read and agree to respect the Exchange Conditions (EC) of my hosting National Member
Organization (NMO), which can be found at http://www.ifmsa.org
‐ I assume all risks associated with my participation in all activities that occur during the exchange,
related travel, and all related activities. I agree to indemnify and hold harmless IFMSA from damage or
liability arising from or related to your participation in this exchange. I am also responsible for obtaining
my own health and/or liability insurance.
‐ I understand that all NMOs, including my NMO and the hosting NMO, are subject to the appropriate
IFMSA Standing Committee Bylaws. I understand that these bylaws may affect how these NMOs handle
my exchange. I understand that IFMSA Standing Committee Bylaws are available to the public.
‐ I realize that I am responsible for all fees set by my NMO for the exchange to be paid in a timely
manner, and that all fees are nonrefundable except in cases approved by my NMO.
‐ I realize that I am responsible for sending in my electronic AF by the deadlines placed by my NMO and
as stated in the EC of my desired country.
‐ I understand that, once I am given access to the electronic application form on the IFMSA database:
o I will be placed in the country affiliated with my AF. Any changes in country choice at this point
are s ubject to my NMO’s approval.
o I understand that the hosting NMO will make its best effort to host my exchange during my
desired period, subject to contract specifications, the EC, and final approval of the hosting NMO.
o Local Committee and city, as well as choice of exchange (clinical specialty or research project),
however, are not guaranteed.
‐ I realize that I must turn in my documents by the deadline indicated by the EC and within deadlines set
by my NMO or as indicated by my exchange officers.
‐ I understand that the hosting NMO must send the Card of Acceptance (CA) at least 8 weeks prior to the
beginning of my exchange. If I do not receive the CA or any communication or information regarding my
clerkship 6 weeks prior to the exchange period, my NMO has the right to cancel the exchange.
‐ I am responsible for meeting all immigration requirements of the country of my choice. Any related
difficulties caused by failure to review and follow these guidelines are my responsibility and not those of
my NMO, my hosting NMO, or IFMSA.
‐ I understand that I must turn in the CC no later than four weeks (or four weeks after the issue date of a
late CA in the case of research exchanges) before the start of the clerkship. If not received, I understand
that the hosting NMO has the right to cancel the clerkship. Any exceptions to this rule must be agreed
upon between the sending and hosting NMOs.
‐ I understand that I should fill out the Evaluation Form on the database after it becomes available during
the 3rd week of my exchange, but before the exchange is completed.
∗ National Member Organization (NMO) refers to a national students’ association that forms part of the International Federation of
Medical Students’ Associatons. Each student participating in an exchange applies through their home NMO to participate in an
exchange with another hosting NMO where they will complete their exchange.

23. ‐ In order to receive the IFMSA Exchange Certificate, I must:
o Attend at least 80% of the exchange for its duration.
o Fulfill the exchange requirement.
o Fill out the evaluation form
o Fill out the required parts of the students’ handbook (SCOPE only).
‐ I am responsible for seeking credit from my university. I am also responsible for notifying my local
exchange officers of any additional documents required for receiving credit, and the deadlines for
receiving these documents. Final approval and ultimate completion of these any documents are not the
responsibility of either NMO or IFMSA, and does not provide grounds for reimbursement.
‐ I understand that the hosting NMO is obliged to provide the requested format of invitation letter or other
agreed-upon documents required to issue my Visa if needed. However, I realize that I am responsible for
requesting all forms, particularly hard copies, at least 2 months in advance, preferably prior to March
Meeting.
‐ I must strictly follow policies and regulations of the hosting hospital, laboratory, university and/or all
affiliated institutions that do not contradict the Exchange Conditions. Failure to do so may result in
cancellation of the remaining clerkship and losing all my rights without compensation.
‐ I agree to uphold patient confidentiality at all times during my exchange.
‐ I understand that I must have adequate knowledge of English language, native language of the host
country, or the language agreed upon by both NMOs, otherwise I can be refused in the host country and
excluded from exchange program. In which case, I will be held responsible for all related fees and will not
receive any reimbursement.
‐ If the hosting NMO/LC does not fulfill its obligations, I understand that I must discuss the problems with
the hosting local committee, the tutor, and my Local Committee immediately upon encountering the
problem. If the problem is not being addressed within a week of the problem’s onset, I am encouraged to
contact my NEO/NORE as well if the local officer has not done so.
‐ I understand that I will not be expected to pay additional costs to the host NMO unless indicated in the
Exchange Conditions. If such payment is requested, I am expected to contact my local officers as soon
as possible.
‐ I understand that my agreement is with my sending National Member Organization and not with IFMSA.
Any concerns regarding compensation and complaints must be filed directly with my NMO. If necessary,
my NMO may choose to follow up with the case following proper IFMSA channels as per IFMSA bylaws.
‐ I accept responsibility for any losses caused by failure to comply with any of the exchange conditions,
this terms and conditions form, and the conditions of the contract.
