This document outlines a project to improve energy management in the city of Nis, Serbia by developing a web-based energy data collection and analysis system. The key aspects of the project include installing equipment to collect monthly energy data from city buildings, developing software for analyzing the data, establishing an legal framework, and providing training to energy data collectors, managers, and city officials. However, the city currently lacks reliable energy data and an adequate data collection system. The project aims to address gaps in software, untrained collectors, and low awareness of energy management's importance.

2. Setting up an efficient model of organizing energy management
system in our city
• Develop web based software for collecting energy data on monthly basis
from each of the cities’ institutions and buildings, together with necessary
equipment installement
• Developing software for energy data analysis (could be upgraded with first)

• We still don’t have adopted CO2 reduction target for our city (our
SEAP preperation is in the final phase, and one of the draft versions
is proposing target of 20,5% - I hope that final version shows higher
target)
