Improvement of Energy
Management in Nis
Setting up an efficient model of organizing energy management
system in our city
• Develop web based software for collecting energy data on monthly basis
from each of the cities’ institutions and buildings, together with necessary
equipment installement
• Developing software for energy data analysis (could be upgraded with first)
• Develop local legal framework for setting up the energy management
system
• Training for the energy data collectors in each of the cities’ institutions and
buildings
• Training for trainers of energy data collectors
• Developing mechanisms for collecting energy data from industrial,
commercial and private sector
• Training for energy managers on energy analysis and energy planning
• Reassessment and upgrade of energy development plans (based on a
complete energy picture)
Project description
Does your effort correspond to any political targets the City of Nis has? Do you
have an energy efficiency target in the city that needs better management in
order to achieve this target? Is there a national target? Please specify
• We still don’t have adopted CO2 reduction target for our city (our
SEAP preperation is in the final phase, and one of the draft versions
is proposing target of 20,5% - I hope that final version shows higher
target)
• National target is 9% of CO2 reduction until the year 2018. (2010.
as a baseline year)
• Energy data not reliable
• inadequate energy data collection and system administration
• Staff: the system is heavily depending on (persons working in very
institutions and buildings)

• Member of city council in charge for energy issues
• Standing Conference of Towns and Municipalities in
Serbia (National association of local authorities)
Project collaborators
• Department of energy has been working on data
collection in the past three years
• Data collected and analyzed with Microsoft based
programs – communications through phone and email
• Staff from this department have a deep understanding of
energy management and could be used as an important
resource
Project resources
1. Insufficient support from the superiors
2. Undeveloped awareness about energy among administration
3. Laziness of administration staff (“I should only work the work that I’m paid
for”)
4. Expecting the Ministry of energy to develop national energy management
system
5. Undefined property of public buildings and Public Utility Companies
6. Low level of awareness about energy among decision makers
7. Low price of electric energy is the reason why people don’t recognize
energy management and energy efficiency as a chance to make significant
saves in money
8. Billing of district heating per square meter also doesn’t result in saving
money when energy management is carried out
9. Not enough trainings for energy management
10.Too complicated calculation for bills for electric energy is the reason why
many data is not reliable

• low level of awareness on importance of energy
management among local administration

Setting up an efficient model of organizing energy management system in our city • Develop web based software for collecting energy data on monthly basis from each of the cities’ institutions and buildings, together with necessary equipment installement • Developing software for energy data analysis (could be upgraded with first) • Develop local legal framework for setting up the energy management system • Training for the energy data collectors in each of the cities’ institutions and buildings • Training for trainers of energy data collectors • Developing mechanisms for collecting energy data from industrial, commercial and private sector • Training for energy managers on energy analysis and energy planning • Reassessment and upgrade of energy development plans (based on a complete energy picture) Project description
  • 3. Does your effort correspond to any political targets the City of Nis has? Do you have an energy efficiency target in the city that needs better management in order to achieve this target? Is there a national target? Please specify • We still don’t have adopted CO2 reduction target for our city (our SEAP preperation is in the final phase, and one of the draft versions is proposing target of 20,5% - I hope that final version shows higher target) • National target is 9% of CO2 reduction until the year 2018. (2010. as a baseline year) • Energy data not reliable • inadequate energy data collection and system administration • Staff: the system is heavily depending on (persons working in very institutions and buildings) Project framework

  • 5. • Department of energy has been working on data collection in the past three years • Data collected and analyzed with Microsoft based programs – communications through phone and email • Staff from this department have a deep understanding of energy management and could be used as an important resource Project resources
  • 6. 1. Insufficient support from the superiors 2. Undeveloped awareness about energy among administration 3. Laziness of administration staff (“I should only work the work that I’m paid for”) 4. Expecting the Ministry of energy to develop national energy management system 5. Undefined property of public buildings and Public Utility Companies 6. Low level of awareness about energy among decision makers 7. Low price of electric energy is the reason why people don’t recognize energy management and energy efficiency as a chance to make significant saves in money 8. Billing of district heating per square meter also doesn’t result in saving money when energy management is carried out 9. Not enough trainings for energy management 10.Too complicated calculation for bills for electric energy is the reason why many data is not reliable Project challenges
