About Meshartility
• An Intelligent Energy Europe (IEE) IEE/11/984/SI2.615951
(2012-2015)
• Aimed at supporting an essential problem:
– The lack of reliable data to develop SEAPs
• Data exists but municipalities cannot access to it:
– Lack of communication/cooperation with utilities
• MH worked on two issues:
– Develop cooperation agreements with utilities
– Support municipalities in the SEAP development and implementation

What we experienced
• There were many different approaches to follow:
– Bilateral agreements, the most common (requesting information in a formal
way to the utility) the most common
– Central data management, through energy agencies or equivalent bodies.
– Central (national) data management…
• There is not a national model
• Really complicated in difussed sectors:
– Transport
– Small public tertiary / private / housing

What is required by utilities
• Utilities need:
– Common format, fixed (at national and EU level);
– A centralized request of data, with a fixed
schedule;
– Communication also centralized (few voices);
– Data protection safety

What we got
• 4 national agreements: Cyprus, Latvia,
Romania and Italy
• 3 regional agreements
• 14 local agreements
• Informal agreements

What we got
• 73 SEAPs
• 141 implemented actions:
– 45 actions of the building sector
– 41 of the public lighting sector
– 34 actions of the renewable energy sector
– 11 actions of the transport sector
– 2 actions of the public procurement sector
– one action of the urban and land use sector.

What we didn’t get
• An European cooperation framework
• Changes in most national legislations
• Formal agreements in all countries
• Move forward with the cooperation schemes
