Policy context – update since last wks
• Communication: Building a European Data Economy -
COM(2017) 9 final, adopted on 10/01/2017
• Accompanied by Staff Working Paper on the free flow of
data and emerging issues of the European data economy
• Followed by a public consultation (closed: 26/4/2017)...
• Followed by a proposal for a regulation COM(2017)495 on
a framework for the free flow of non-personal data in the
European Union, 13/09/2017
• Main topics of the "package":

portfolio of projects
• SODA – Scalable Oblivious Data Analytics: it will enable
practical privacy-preserving data analytics using specific
techniques to enable privacy improvements. Data would not
need to be shared, only made available for encrypted
processing.
• MH-MD – My Health - My Data: a new way to share private
information and to empower their primary owners, the
patients. It implements 'dynamic consent' to drive data
exchanges in a probative, secure, open and decentralized
manner. Personal Data Accounts empower the individual over
who access his/her data and for what purpose and smart
contracts (blockchains) automate the execution of legitimate
data transactions.

portfolio of projects
• SPECIAL – Scalable policy-aware linked data
architecture for privacy, transparency and compliance:
(1) support the acquisition of user consent according to
legislative and user-specified policies; (2) develop privacy-
aware, secure workflows that include usage and access
control, transparency and compliance verification; (3)
robustness in terms of performance, scalability and security
(4) provide a dashboard that make privacy comprehensible
and manageable.
• e-Sides - Ethical and Societal Implications of Data
Sciences: the societal and ethical implications of big data
technologies. It will aim to improve the dialogue between
data subjects and big data communities

Topic ICT-13: Supporting the emergence of data markets
and the data economy
Two types of actions:
• Research and Innovation actions addressing scalability
and computational efficiency of methods for securing desired
levels of privacy of personal data and/or confidentiality of
commercial data, particularly from multiple owners.
• Personal data platforms and Industrial data platforms:
functional market places for "closed" data (personal and/or
commercial/industrial data)
