Mrs. Samar Al-Amad has extensive experience in higher education management, including curriculum development, policy making, accreditation, and student affairs. She currently works as an Academic Advisor for the Saudi Arabian Cultural Mission, providing support to Saudi students in the US. Previously, she was the Graduate Education Manager at Masdar Institute of Science and Technology, where she oversaw graduate programs, faculty, and accreditation. Mrs. Al-Amad holds an MSc in Operations Research and Management Science from George Mason University.

Cross-border delivery of higher education is becoming a financial necessity for some institutions and a strategic differentiation for others. Transnational education (TNE) takes many forms ranging from joint-degrees and branch campuses to recent emergence of technology-enabled learning. While TNE has provided new opportunities for global engagement and expansion for many institutions, these models often come with challenges of quality. Is growth of TNE dependent on more flexible standards of quality? Or, are we stifling innovation in TNE by putting too many barriers for experimentation?

Learning management systems (LMS) are vital to learning environments and particularly in distance education. The use of learning management operations is typically based upon the needs of universities and colleges; however, educational tools are driven by learner-centered demands, e-learning, m-learning, and cost. Faculty, students, and administrators can all adapt to these technological changes if they are exposed to user-friendly platforms and software geared towards learner-centered outcomes. These quality improvements in operations need to be sustainable, as they will encounter transitions due to system and software enhancements over time. This paper will explore course delivery in the 21st century as it relates to e-learning and m-learning. Practitioners and academicians will gain knowledge regarding strategic planning learning management system upgrades. Further, the researchers will explore and provide understanding on forward thinking to address development and delivery for 21st century technology. Process improvements are achieved from adaption that lead to performance outcomes in education. The highest performance can be achieved with quality driven process improvement sustainable plans that are tied in to the performance, organization philosophy, and the andragogic learning style. Together, these quality paths can return value creation for learners, faculty, and administrators back to where it should sit- under the educational strategy framework.

Mrs. Samar Al-Amad has extensive experience in the higher education field with concentration on educational
management, course coordination, student registration, curriculum development, student academic performance,
accreditation and policies implementation.
As a present Academic Advisor at the Saudi Arabian Cultural Mission in Washington D.C, she is providing effective
academic support to the Mission towards Saudi Students who are on full scholarship from the Saudi Arabian
Government to pursue their academic study in the U.S.
Furthermore and as a Graduate Education Manager at Masdar Institute of Science and Technology

solutions to issues of sustainability), she has provided effective support to the institute towards graduate student
