PPS, Salem-Keizer, and Beaverton school districts have similar student demographics and per-student funding levels, yet Salem-Keizer and Beaverton consistently outperform PPS in graduation rates across all student groups. More successful districts have strong leadership with a relentless focus on student achievement, set clear academic goals and use data to track progress, and support high-quality teachers and principals. In contrast, PPS lacks strong consistent leadership, clear strategic goals, data-driven practices, and supports for educators. Changes are needed in PPS, including leadership focused on student outcomes, strategic planning with metrics, improved teacher and principal evaluation and support, and collective bargaining that prioritizes student needs.
