This document summarizes the results of a study analyzing the impacts of removing quotas on textile and apparel imports, known as the Multi-Fiber Arrangement (MFA), using an economic model. The removal of MFA quotas was expected to increase US textile and apparel imports while decreasing domestic production. It would also boost China's exports of these goods. For cotton, the largest exporter and importer, the US was projected to see reduced domestic demand and supply while China and other countries increased cotton imports from the US. The impacts on prices and trade flows varied under different policy scenarios regarding US farm subsidies.
