This document provides an introduction to health policy analysis. It explains that policy analysis involves the systematic examination of a policy problem from the perspective of a stakeholder to help them make an informed choice. Health policy analysis determines if action should be taken to address a problem and what type of action. A strong policy analysis will include a problem statement, background on the issue, the relevant stakeholders and landscape, potential options to address the problem, and a recommendation. It discusses the key components that should be included in each section to perform a thorough analysis.

The knowledge and expertise of nurses regarding health and health care are critical to the political process and the development of health policy. However, the word politics often evokes negative emotions and many nurses may not feel inclined to get involved. Nonetheless, nurses have the skills to be active participants in the political arena for a number of reasons. First, nurses are skilled at assessment, and being engaged in the political process involves analysis of the relevant issues and their background and importance. Second, nurses understand people and, in order to understand an issue, it is critical to know who is affected and who is involved in trying to solve the problem. Finally, nurses are relationship builders and the political process involves the development of partnerships and networks to solve problems. As skilled communicators, nurses have the ability to work with other professionals, patients, families, and their communities to solve health care problems that affect their patients and the health care system. Nurses have much to offer in the political process and need to develop skills in political analysis and strategy to truly make a difference.
What is Political Analysis?
Political analysis is the process of examining an issue and understanding the key factors and people that might potentially influence a policy goal. It involves the analysis of government and organizations, both public and private; people and their behavior; and the social, political, historical, and economic factors surrounding the policy. It also includes the identification and development of strategies to attain or defeat a policy goal. Political analysis involves nine components.
Identification of the Issue
The first step in conducting a political analysis is to identify and describe the issue or problem. Identifying and framing the issue involves asking who, what, when, where, and how questions to gather sufficient information to lay the groundwork for developing an appropriate response to the issue. Start with what you know about the issue:
• What is the issue?
• Is it my issue and can I solve it?
• When did the issue first occur, is it a new or old problem?
• Is this the real issue, or merely a symptom of a larger one?
• Does it need an immediate solution, or can it wait?
• Is it likely to go away by itself?
• Can I risk ignoring it?
Beware of issue rhetoric (Bardach, 2012) that is either too narrowly defining an issue in a technical way, or defining the issue too broadly in a societal way. Decide what is missing from what you know about the issue and gather additional information:
• Why does the problem exist?
• Who is causing the problem?
• Who is affected by the issue?
• How significant is the issue?

The purpose of the final assignment is for you to analyze an existing policy (at the federal, state, or local level) and discuss its impact on a social problem. You aren’t proposing a policy, but analyzing an existing policy of interest to you.
Be sure to take enough time reading about the policy you selected to thoroughly understand it in an in-depth way and be able to confidently answer the questions in the assignment.
Please take time to carefully read each question in the assignment and be sure to answer it. As you proof-read your paper, take the opportunity to again review the assignment and double check that you have thoroughly but succinctly provided the information for each applicable question.
Please make sure you are using APA style in your final paper, including the title page with name and dates.
The assignment is 8 – 10 pages long because that’s roughly the length of a comprehensive social policy analysis. Please try to refrain from adding more words than necessary to stretch the length.
Proof-reading more than once is a great idea to try to catch sentences that aren’t sentences and words that are inadvertently misused. Read it out loud. I understand that the U of MD’s writing lab is available to help those interested in strengthening their writing skills – don’t hesitate to take advantage of it!
My expectation is that direct quotes be kept to a minimum in that graduate-level writing involves synthesizing ideas and then presenting them in your OWN words. For those quotes you do use, please be sure to use the correct citation and quotation marks. Not doing so may be considered plagiarism and will be responded to accordingly.

For this assignment, you will examine a social policy at the local, state or federal level by the legislative, executive, or judicial branch of government. The policy may be addressing a social issue that directly or indirectly affects the clients served by your field placement, agency of employment, your community, or who you plan to work with after graduation. Drawing from class materials and external sources, write an 8-10 page policy analysis (double-spaced, 12 point font, with 1” margins). Your paper should address the following:
Describe the social issue and identify the population-at-risk. Summarize existing research on this social issue.
What is the historical context of the policy? How did the social issue come to the attention of policymakers? Who were/are the key actors who made the issue “legitimate” and mobilized support for or against the policy? Were there previous policy attempts to address this issue?

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

The use of reason (informed by judgment, intuition), And evidence (informed by data, studies, precedent) to choose the best, most practical, most feasible policy, That considers the values and goals of your decision maker- e.g. Zika & CDC- they have a specified mandate, specified powers, limited budget and political realities, ala Ebola to confront
Rational and political. Two contrasting models: Rational model: Politics and analysis should be separate; objective analysis can lead to a “correct” answer to a policy problem; politics inserted after analysis is completed.

We’re all problem solvers. Important to remember that sometimes, the best action is inaction, which may sound crazy, but since most action is coming from the perspective of a governmental official/agency or recommending a specific course of action, makes more sense that not every problem can or should be solved by govt. If an action will be taken, what are the consequences, there are always, e.g. “death panels” we’ve decided that end of life care is an issue that cannot be regulated, or best action is inaction/private action…
