An Interrupted Time Series Multivariate Regression Analysis Evaluation of State Children's Health Insurance Programs (SCHIP) by Whitney Bowman-Zatzkin, MPA, MSR
As health insurance premiums continue to rise, the ability of many families to provide the critical health coverage to their children (both preventative and emergency) becomes an even greater challenge. In a study released in February 2005 in the Journal of Health Affairs, researchers found that half of those surveyed listed medical bills as the reason for their bankruptcy filings, with 75.7 percent of that half citing issues with health insurance during the illness resulting in the grandiose bills (Himmelstein, 2005). Figures released in 1997 from the Census Bureau reported a minimum of 10.7 million non-insured children within the United States (U.S. Bureau of the Census, 1997). The State Children’s Health Insurance Program (SCHIP) was developed to address these concerns.
SCHIP has been implemented as a supplemental Medicaid program for eligible children based on financial need. The original focus of SCHIP was to provide healthcare coverage to all children from birth to six years of age and having family incomes up to 133 percent of the Federal poverty level (FPL) while also covering children age six and over with family incomes at or above 100 percent of FPL. The goal was to have all children living below established poverty levels and under the age of 19 eligible for coverage by September 2002.
States could choose from the following implementation options.
1. Use SCHIP funding and expand their established Medicaid program to accommodate a larger percentage of children (Expansion Program).
2. Create a program for a new bracket of uninsured children, separate from Medicaid (New Program).
3. Combine the established Medicaid program with a new program offering separate enrollment options (Combination).
States are permitted to divert funds from other resources to provide healthcare to children under very loosely defined parameters. At the time, there was no children’s healthcare program with the strength and financial backing of SCHIP.
This paper evaluates the success of the SCHIP program and whether the choice of implementation design influences its success. SCHIP is currently under consideration for reauthorization making such an evaluation very timely. This paper proceeds as follows. First, I provide background about the SCHIP program. Next, I describe my research design and methods. Then I discuss my findings. Finally, I conclude with a discussion of my results.

California pays a lot for health care, not so much for keeping people healthyΔρ. Γιώργος K. Κασάπης
California spends a lot on health care to treat its residents, but relatively little to ensure they are healthy, according to a new report. In 2018, for every $1 that California spent on health care services, it spent just $0.68 on other aspects of health, including social and public health services. That “other” figure is down by nearly half — from $1.22 — since 2007. While California’s total health care spending has grown nearly 150% since that year, spending on other services grew by around 40%. The report’s authors say that the state could rein in some of its $119 billion budget by cutting back on wasted costs, including unnecessary medical services. But it could also invest in community aspects of care tied to improved health, including raising the minimum wage and investing in public health, education, and other social programs.

The major written assignment, a Health Policy Analysis, is due in Week Six. Completion of this paper will involve research utilizing selected websites and the Ashford Online Library.
You are employed as an analyst in a state governor’s office and have been asked to write a 15 to 20 page health policy analysis. Your analysis will include the following;
1. Problem Statement: A one to three sentence question in which you succinctly identify a health-related problem. Do not include any recommendations in your problem statement, but rather phrase your problem statement so that it lends itself to an analysis that considers several options.
2. Background: Explain why the problem has been selected for analysis. Provide statistics and background data to document the scope and nature of the problem.
3. Landscape Identification: Identify the key stakeholders and the factors that must be considered e.g. political, social, economic, practical, and legal factors when analyzing the problem. For each factor, your analysis should discuss relevant views of the identified stakeholders. You may organize this section by stakeholder or by factor. Some stakeholders may not have relevant views for all of the factors, but each stakeholder must be addressed as often as necessary to convey their policy position. The tone of the landscape section should be neutral and objective.
4. Alternatives Section: Provide three to five options to consider. This section is not just a statement of choices, but an analysis of each alternative by stating the positive/negative and pro/con aspects of pursuing each option. Analyze all your options equally, and avoid providing more detail for the option you plan to recommend. This section should be completely objective. In completing your alternatives section, you may wish to utilize any of the following criteria in your analysis: cost, cost-benefit, political feasibility, legality, administrative ease, fairness, timeliness, targeted impact. Identify and evaluate the impacts of these processes e.g. persons served, lives saved, hospital days avoided, people screened.
5. Side-by-side Tables of the Alternatives: Create descriptive or analytic tables of your alternatives in which you summarize key information. A descriptive table would provide a description of each option but not provide any analysis. An analytic table would assess the option based on the criteria chosen. Make sure to clearly label your tables.
6. Recommendations: Select one of your alternatives, and clearly differentiate it as the best option, making sure to provide a detailed explanation as to why it is preferred over the other options. Weigh the data/evidence and analyze it in terms of technical feasibility, political feasibility, or economic and financial viability. Exploring the New State-Level Opioid Data On SHADAC's State Health Comparesoder145
Between 2000 and 2016, the annual number of drug overdose deaths in the United States more than tripled, from 17,500 to 63,500, and most of these deaths involved opioids. Despite widespread increases in overdose death rates from natural and semi-synthetic opioids, synthetic opioids, and heroin, individual states’ death rates varied widely. For example, in 2016, Nebraska’s rate of 1.2 deaths per 100,000 people was the lowest in the U.S. for natural and semi-synthetic opioids, while West Virginia’s rate (the highest) was more than 15 times larger, at 18.5 deaths. These deaths are the most glaring indication of the growing crisis of opioid abuse and addiction that has been spreading unevenly throughout the country over the past two decades.
On this SHADAC webinar, Research Fellow Colin Planalp will examine the United States opioid epidemic at the state level, analyzing trends in overdose deaths from heroin and other opioids, such as prescription painkillers. Using data available through SHADAC’s State Health Compare, he will look at which states have the highest rates of opioid-related deaths and which have experienced the largest increases in death rates.
Mr. Planalp will be joined by SHADAC Research Fellow Robert Hest, who will discuss the data on opioid-related overdose deaths from the U.S. Centers from Disease Control and Prevention (CDC) that are available on SHADAC’s State Health Compare. He will also discuss State Health Compare data from the U.S. Drug Enforcement Administration (DEA) on sales of common prescription opioid painkillers. Mr. Hest will show users how to access and use the data for state-level analyses.
