Moreover, people may view statistics concerning the areas with the least/most energy consumption in their neighborhood, province or even the whole of Cyprus.

Terorismul nu a apărut recent. El este foarte vechi – a precedat strategia terorii exercitată de legiunile romane asupra populaţiilor din zonele ocupate, supravieţuind acesteia – şi, de-a lungul timpurilor, s-a manifestat sub toate formele posibile, de la terorismul peşterii la ciberterorism, în funcţie de treapta de civilizaţie pe care a ajuns omenirea, deci de mijloacele avute la dispoziţie, şi aproape peste tot în lume.
Mijloacele au fost mereu altele, esenţa a rămas însă aceeaşi: înfricoşare, distrugere, ucidere. Din păcate, şi terorismul, ca şi războiul, face parte, într-un fel, din arsenalul prin care lumea se neagă pe sine, se urăşte şi se autodistruge, crezând că se purifică.

Terorism- Terorismul este un concept complex, care nu are o definiție unanim acceptată, fiind caracterizat prin anumite acțiuni specifice care au un scop și o metodă. Departamentul de Stat al SUA (1998) a descris acest fenomen ca fiind “ Violență premeditată, motivată politic, perpetrată împotriva țintelor non-combatante de către grupuri subnaționale sau agenți clandestini, destinată de obicei să influențeze un public”.
Terorist-nouă caracteristici tipice ale teroristului: (1) ambivalență față de autoritate, (2) perspectivă defectă, (3) aderare la convenție , (4) detașare emoțională de consecințele acțiunilor lor, (5) incertitudini legate de rolul sexual, (6) gândire magică, (7) distructivitate, (8) educație scăzută și(9) respectarea normelor subculturii violente și a fetișurilor de arme.
Dacă majoritatea teroriștilor nu îndeplinesc criteriile de diagnostic pentru o boală mentală majoră sau pentru sociopatie, trebuie să se concluzioneze că sunt raționale? Acest lucru ridică problema puterii explicative a teoriei alegerii raționale - teoria conform căreia acțiunea teroristă derivă dintr-o decizie conștientă, rațională și calculată de a lua acest tip de acțiune ca strategia optimă pentru realizarea unui obiectiv sociopolitic.Terorism sinucigaș- Terorismul sinucigaș implică un act conștient care necesită sacrificarea și moartea făptuitorului. Sinuciderea care are loc în scopul terorismului este semnificativ diferită de semnificația cotidiană (generală) a sinuciderii dintr-o varietate de motive, dintre care cel decisiv este că scopul final al teroriștilor nu este sacrificarea propriilor vieți, ci mai degrabă un instrument pentru a atinge anumite obiective politice Terorismul sinucigaș este adesea identificat de către savanți ca un produs al îndoctrinării în fundamentalismul islamic sau al înclinațiilor suicidare ale indivizilor care probabil și-ar pune capăt vieții în orice caz.

1. Războiul este cea mai răspândită formă modernă de terorism.
Fenomenul fundamentalist-islamic,un pericol la adresa păcii mondiale.Determinările axiologice ale ripostelor ofensive
executate de grupările paramilitare afgane în teatrul de acțiuni militare.
1.Conceptul de islam
Islamul (Arabă: إ سلام ) este o religie avraamică, monoteistă, fiind a doua religie în lume în ceea ce privește numărul de adepți,
după creștinism. Sensul general al cuvântului Islam este pace și supunere față de Allah, Creatorul tuturor lucrurilor. Musulmanii
cred că Islamul este ultimul din mesajele dumnezeiești, de asemenea, că Mohammad este ultimul profet și mesager al lui Allah.
O altă interpretare dată termenului "islam" ar fi aceea de "aflare a păcii întru Dumnezeu"
Există șase credințe elementare împărtășite de toți musulmanii:
Credința în Dumnezeu, singurul demn de venerație.
Credința în toți profeții și trimișii lui Dumnezeu.
Credința în cărțile trimise de Dumnezeu.
Credința în îngeri.
Credința în Ziua Judecății (Al-din) și în înviere (Al-Qiyama).
Credința în destin (Qadaa și Qadar în arabă). (Aceasta nu inseamnă că un om es te predeterminat în acțiuni sau să trăiască o
anumită viață. Dumnezeu i-a dat liberul arbitru pentru a-i permite să ia decizii.
Coranul, cea mai importantă sursă de autoritate în Islam condamnă în mod clar terorismul, spunând că dacă cineva omoară un
om nevinovat, este ca şi cum a omorât toată umanitatea, şi cine salvează o viaţa e ca şi cum a salvat întreaga umanitate (Coran
5:32). De asemenea, nici în razboi Coranul nu permite vătămarea civililor sau distrugerea bunurilor acestora.
Islamul are ca învăţătură de bază existenţa unui singur Dumnezeu atotputernic care a creat lumea şi care nu poate avea fii sau
fiice, deosebindu-se astfel de creştinism şi de religia arabilor dinaintea apariţiei islamului prin monoteismul său strict. Coranul
spune: „El este Dumnezeu, cel Unic! Dumnezeu este Stăpânul! El nu zămisleşte şi nu este nascut”. Religia musulmană cunoaşte
două orientări religioase principale: sunnismul, majoritar în Islam, şi şiismul. La baza diferenţierii dintre aceste două ramuri a
stat un singur criteriu - alegerea persoanei care trebuie să conducă comunitatea musulmană după moartea Profetului. Marea
discordie (Fitna) care a avut loc curând după dispariţia lui Mohammad este răspunzătoare de sciziunea care va marca evoluţia
ulterioară a Islamului.
2. Jihad-ul.Războiul sfînt împotriva necredincioșilor
Cuvântul „jihad” derivă de la verbul „djahada” ce semnifică: „a fi harnic”, a face efort”, „a se sforţa” sau „a lupta”.
Jihadul aproape că a devenit „al şaselea stâlp al Islamului”, a contribuit în mod hotărâtor la expansiunea muslma nă.
Războiul Sfânt“ al musulmanilor este purtat în numele lui Allah, care spune „luptaţi până nu vor mai fi necredincio ş i
(fitnah), iar religia va fi numai pentru Allah“. Cuvântul „jihad” poate însemna război sfânt, dar el are un înteles mai
general, însemnând „luptă”. Prin jihad înţelegem folosirea tuturor energiilor şi resurselor pentru a stabili sistemul
islamic de viaţă, pentru a obţine favoarea lui Allah. Spre exemplu, jihadul poate fi o luptă cu tine însuţi, cand un
musulman învaţă să-şi controleze propriile sale dorinţe şi intenţii rele. Noţiunea contemporană de Jihad este
reinventată, personalizată şi transformată într-un instrument politic, „Războiul Sfânt” transformându-se într- un
război al fundamentaţiştilor islamici cu restul lumii.
Acest război, care este foarte complex şi se duce prin toate mijloacele posibile, are două componente:
1.Realizarea şi menţinerea cu orice preţ a unităţii religioase şi etno-culturale a lumii islamice, în acest sens
principalele acţiuni fiind îndreptate împotriva „liderilor arabi corupţi” şi pentru impunerea regulilor, legilor şi
obiceiurilor islamice;
2.Organizarea şi desfăşurarea unor ample şi diversificate acţiuni împotriva Israelului şi a SUA, ţări pe care
fundamentalismul islamic le consideră răspunzătoare pentru situaţia statelor arabe.
2. Termenul Jihad este islamic şi are puterea de a anima în asociere nu doar cu fundamentalismul în general, ci şi cu
fundamentalismul islamic în particular, precum şi cu lupta armată în care s-au angajat grupări ca Hamas şi Jihadul
Islamic. Islamul are şi trăsături moderate şi liberale, dar în prezent acestea sunt mult mai puţin proeminente decât
filonul militant. Numai pentru organizaţiile radical-extremiste jihadul intern reprezintă lupta fizică şi folosirea
violenţei, folosind pentru aceasta o adevărată acrobaţie doctrinară, atât timp cât duşmanii împotriva cărora trebuie
să lupte sunt musulmani. Unele organizaţii văd în autorităţile civile care nu-i sprijină trădătorii adevăratului Islam
şi cheamă masele pentru a-i susţine în lupta împotriva unor asemenea conducători.
3.Fundamentalismul Islamic
Islam - religia islamică sau comunitatea islamică formată din totalitatea musulmanilor;
Islamism - termen creat de Voltaire, care, în definitie modernă, se referă la versiunea extremistă a islamului politic;
deseori islamul este confundat cu islamismul; Musulman - adept al religiei islamice;
Islamist - militant, adept al curentului extremist din cadrul islamului politic; Islamic - ce aparţine islamului, fie
religiei, fie comunităţii.
Islamismul, cunoscut şi sub numele de fundamentalism islamic, reprezintă o formă de utopie politico -religioasă.
Islamismul este reformularea în termeni ideologici moderni a principiilor de baza ale unei religii tradiţiona le
(Islamul) care are origini comune cu iudaismul şi creştinismul. Islamismul este alternativa ideologică oferită de
lumea arabo-musulmană la invazia doctrinelor moderne ale Occidentului: comunismul, socialismul, liberalismul
capitalismul etc. Islamismul este sinonim cu Islamul politizat. „Fundamentalişti” au fost numiţi doar acei teologi
musulmani care propovăduiau readucerea doctrinei la fundamentele ei, la formele ei originare. Ulterior, termenul s-a
extins la întreaga mişcare poltico-religioasă care militează pentru o societate în care legea islamică (Sharia) să fie
aplicată riguros în toate domeniile vieţii. Un exemplu de astfel de societate ar fi cea din Iran de după Revoluţia din
1979 sau cea pe care vor s-o instaureze talibanii în Afganistan.
4.Conceptul de terrorism
Terorismul este o tactică de luptă neconvențională folosită pentru atingerea unor obiective politice. El se bazează pe
acte de violență spectaculară acționate asupra unor populații neimplicate în mod direct în conflict dar cu potențial
de presiune asupra conducerii (stat , organizații, categorii sociale sau, împotriva unui grup de persoane civile) în
sensul scontat de teroriști - producerea unui efect psihologic generalizat de panică și intimidare, augmentat de
folosirea manipulativă a mediei, cu scopul atingerii unui obiectiv greu de realizat prin mijloace democratice sau
convenționale.
Terorismul poate fi:
un fenomen caracteristic conflictului asimetric, fiind purtat de pe poziții inferioare de forță (militară, politică
sau economică),
sau purtat de state, grupe de state, organizații statale, organizații extraparlamentare, sau interstatale, ca o
formă de război nedeclarat, neconvențional, care face abstracție de la regulile impuse de Convențiile de la
Geneva
Definirea și înțelegerea corectă și completă a fenomenului de terorism sunt absolut necesare pentru elaborarea unor
strategii și tactici eficiente de luptă antiteroristă. Deoarece nu există un model general valabil, definirea și analiza
actului terorist trebuie făcută pentru fiecare caz în parte. Principalele elemente de definire a terorismului sunt:
Mijloace: acțiuni violente asupra populației neangajate.
Metoda: sabotaj, acte criminale aleatorii, panică.
Ținta: civili (necombatanți).
Scop: producerea unei schimbări politice majore.
Participanții: indivizi sau grupuri care se autodeclară nonstatale

3. A fost fondată în Palestina în 1920. În timpul atacurilor armate ale unor grupări paramilitare organizate și a
unor grupe neorganizate arabe contra locuitorilor evrei palestinieni (1936-1939) - inspirate și sponsorizate de
oficialitățile mandatare britanice cu scopul de a dezbina populația locală și a-și perpetua prezența colonialis tă
în zonă - conduce acțiuni de apărare, considerate de istoriografia arabă drept acte teroriste împotriva populație i
arabe civile.
AL QAeda
este o organizație teroristă fondată în august 1988 și cu întârziere în 1989 care sprijină activitățiile extremis te
islamice în lume. Fondatorul, liderul și principalul finanțator al ei a fost Osama bin Laden, un milionar de
origine saudită. A fost fondată în 1988 cu scopul de a extinde mișcarea de rezistență contra forțelor sovietice
în Afganistan într-o mișcare pan-islamică.

Terorismul islamic a devenit evident după atacurile teroriste asupra SUA din 11 septembrie 2001.. Islamul este
folosit de grupările teroriste ca unică religie a celor drepţi pentru a recruta noi membri. După părerea unor
cercetători, una din cauzele izbucnirii şi răspândirii terorismului
este umilinţa pe care au suferit-o musulmanii în
ultimele două secole.
Prin urmare, în ultimii ani, musulmanii au fost umiliţi nu numai de evreii
din Palestina, c i
şi de sârbii creştini din Bosnia şi Kosovo, de către ateii sau creştinii ruşi din Cecenia şi hinduşii din Kashmir şi
Pakistan. Pentru unii musulmani, este greu de acceptat ruşinea eşecului lor international
Transformarea fundamentalismului religios în politică de mase a debutat în 1928 când un activist egiptean, El-
Banna, a format Frăţia Musulmană. Această organizare politică a derapat spre terorism datorită ideologului Said
Qutb. Acesta a trasat linia politică clasică a terorismului fundamentalist islamic, care se angaja în lichidarea tuturor
guvernelor musulmane „corupte de ideile occidentale“ şi înlocuirea acestora cu conduceri devotate aplicării stricte
a „Shariei“.
Islamul condamnă terorismul, dar atât aceştia s-au hotărât să denunţe terorismul, în numele Islamului. Islamul nu
se poate identifica cu fundamentalismul islamic, cu integrismul, şi cu atât mai puţin cu acţiunile teroriste.
Terorismul este o ameninţare foarte gravă. Gravitatea ei constă în abilitatea reţelelor şi organizaţiilor teroriste de a
surprinde, prin dificultatea evaluării terorismului, prin valul de incertitudini şi de angoase care însoţesc acest
fenomen, greu de înţeles şi de explicat. Oricât de importante şi de acute ar fi problemele care generează nedreptăţi
şi nemulţumiri, ele nu explică fenomenul terorist.
Islamul nu se suprapune peste fundamentalismul islamic.
Nu fundamentalismul este principala cauza a terorismului numit şi islamic, ci condiţiile sociale şi politice din zonă
şi amestecul străin care, au trezit în musulmani intoleranţă şi fanatismului existente şi în Islam ca în orice religie
cu tendinţe universale.
