The conditions have forced the government to set aside finances to accommodate those affected. Each condition of homeless requires a unique way of tackling the problem in order to balance the available resources of the country. Social policies have also enabled the establishment institutions that mandate the government of the day to facilitate programs to restructure the social background of citizens (Minnery & Greenhalgh, 2007). History of Social policy Social policies have been the highway through which the steps of facilitating homelessness in the country. The country has a rich past towards the establishment of social policies that will enhance creation of homes to which the vulnerable can be settled. The issue has also been a concerned of most developed and developing countries across the globe. Most countries have facilitated programs that will reduce and fight effects and conditions of homelessness. An understanding of the steps taken by individual countries has boosted exchange of data among them to encourage how affected persons can be assisted to maintain a proper status-quo (Wagner & Gilman, 2012). Reforms in the Policy The different ways that can provide reforms in the social policies through which homelessness can be tackled in the country. The good practice policy encourages how the state needs to handle all the problems that result into homelessness. The understanding of better reforms will enhance how a given country establishes practices to stabilize the economic conditions towards the financial stability. The drivers of public support for redistributive policy have stimulated academic debate around the world. The majority of studies use cross-country surveys conducted in the Organisation for Economic Co-operation and Development countries to contribute to the debate on whether self-interest or social values have more influence on public attitudes towards redistribution. Drawing on a phone survey conducted in 2013, this study advances the discussion by investigating public attitudes towards redistribution and social policy changes against the backdrop of buoyant government revenues in Hong Kong. The Hong Kong welfare model, best seen as a parallel to the liberal welfare state, is selective and residual. Contrary to the usual assumption, the social values hypothesis, viewing poverty as societal problems instead of individual reasons, has been supported in the Hong Kong context. It lends support to greater redistribution in a residual welfare state. The policy implications of the findings are also discussed.

Participation of farmers in local institutions has been known to increase their access to loan, promote and encourage savings and investment, hence alleviate their poverty level. This study therefore examined the determinants of group formation and the bi-causal relationship between group formation and poverty reduction among farming households. Data were collected using structured questionnaire. Analysis was done using descriptive statistics, group formation indices, Multidimensional Poverty Index (MPI) and Tobit regression model. The incidence of poverty and the average intensity of MPI were 50.58percent and 48.7 percent respectively. The Multidimensional Poverty Index (MPI) for the sampled households was 0.246. The Tobit regression result revealed that a unit increase in group interaction and group structure will decrease the level of poverty of the households by 0.0056 and 0.0043 respectively. Similar increase in group goals and group cohesion will lead to 0.0046 and 0.0045 decrease in poverty level respectively. Also, a unit increase in years of education decreases (p<0.01) poverty level by 0.0163. Group formation was truly exogenous to poverty reduction with no reverse causality. The study concludes that group formation positively affects the poverty status of farming households. This implies that a farmer’s participation in a group reduces his probability of being poor.

As we continue the conversation, it will become less so. As a beginning, consider that people in the U.S. have moved out of that deep poverty, yet there are still many who fall into the federal guidelines of the poverty rate while they have cars, air conditioners, widescreen televisions, and other things that most of us do not put into the same category as food, shelter, and clothing. With the exception of countries like Mexico and Turkey, the United States is one of the highest ranking poverty rates in the entire world. Poverty cannot be completely eliminated. However, there are several ways to reduce and improve it. One way is by developing and implementing rapid and sustained economic growth policies and programs, in areas such as health, education, nutrition and sanitation. Then, allowing the poor to participate and contribute to the growth. Another is to allow the impoverished to empowering themselves by involving them in the development and implementation of plans and programs to reduce and eradicate poverty. Their involvement ensures that programs reflect those things that are important to them. Creating and improving access to jobs and income, developing entrepreneurial talent, and providing access to technology/innovation are steps that can be taken toward reducing poverty in the world. The key to reducing poverty is education. Given the strong connection between educational success and economic disadvantage, we might expect education policy to focus on ways to overcome the effects of poverty. The primary question lingering with me is "should alleviating poverty be the primary purpose of our public schools?" I just can't come up with a clear answer. Yes, poor people absolutely need more education and skill training, but they also need an economic context wherein they can realize the economic returns from their improved human capital. Over the past few decades, the set of institutions and norms that historically maintained the link between skills and incomes have been diminished, particularly for non-college-educated workers. Restoring their strength and status is essential if we want the poor to reap the benefits they deserve from educational advancement.
