Abstract: The study sought to determine the role of procurement policy on procurement performance in state corporations in Kenya. The study was considered important because the government organizations across the world spend substantial amounts on public procurement ranging between 8% and 25% of GDP. This study adopted a case study descriptive research design. The population was the 431 staff currently working at Kenya Power regional headquarters. Stratified random sampling was done where number of respondents per strata was determined in relation to total population. The study used both primary and secondary data. Primary data was collected by the use of structured questionnaires while secondary data was collected from already existing materials such as company‘s website, company‘s reports and announcements and other external sources such as the media. Regression analysis was used to show the overall relationship between the independent and dependent variables. Correlation analysis was used to show the strength of the association between the each independent variables and dependent variable. Abstract: Kenya is undertaking public procurement reforms, by enacting the Public Procurement and Disposal Act (PPDA) of 2005 which became operational in 2007. This research considered the factors which affect the implementation of PPDA in public secondary schools by considering four factors; procurement skills, enforcement, organizational procurement culture and familiarity with procurement regulations. The researcher adopted purposive sampling and questionnaires were administered to the respondents, who included the members of the tender and procurement committees. Data collected was analyzed by use of SPSS and presented in percentages, frequency tables, and inferential statistics. The study showed that there is a significant relationships between; procurement skills, enforcement of PPDA, organizational procurement culture and familiarity with the regulations and the implementation of the PPDA. 80% of the respondents agree that lack of familiarity with the procurement regulations, inhibited the implementation of the PPDA. 85% of schools in Trans- Nzoia County have not engaged procurement professionals. 53% of the respondents agree that lack of training has hindered the implementation of PPDA. 80% agree that lack of enforcement has somehow hindered its implementation. It is recommended that the procurement officers in public secondary schools to read, understand and implement the Public Procurement and Disposal Act 2005 and that the school management should train their procurement officers to gain procurement skills, which will enhance the effective implementation of the PPDA.

The focus of this paper is the impact of these systems on the supply chain structure and how they are able to change the procurement function to a strategic operating resource for the organization. The empirical research information is based upon a study carried out that analyzed the supply chain strategies being adopted by public organizations. Respondents ranged from 100 to state corporations, experienced users of e-procurement systems to those just starting out on their pilot investigations of the contribution of such systems to purchasing efficiency. A significant result from the study was that whilst a large number of organizations were e-procurement adopters, less than half of them believed that procurement had a strategic function. The case of state corporations is used, as an example, illustrating the ability of state organizations with a strategic capability in procurement, achieved through e-procurement systems, gaining significant organizational benefits via cost and process reductions.

The study was guided by relational contract theory and principal-agent theory. It adopted a descriptive study design utilizing questionnaires as the primary data collection tool. The staff from finance and procurement departments in the County government formed the study’s unit of analysis. The sample for the study was procurement officers and finance officers. It also adopted census sampling on all the target respondents. A pilot study was done in Uasin Gishu County Government. The computer programme Statistical Package for Social Sciences (SPSS) version 22.0 aided in data analysis. Data was analyzed using Quantitative data analysis with both descriptive and inferential statistics. Descriptive statistics like frequencies, percentages, means and cross tabulation will be used while multiple regressions will be used to test the hypothesis. Presentation of finding done using questionnaires which was coded, organized, analyzed and presented using frequency tables, and percentages. The study found that the organization was able to practice monitoring intensity with the view to enhance procurement performance. The results established a positive but weak correlation between the variables (P= 0.288, r=.057). The strength of association was weak. The study concluded that monitoring intensity was a factor that influences procurement performance in organizations. However it was noted that other factors were needed to support this practice. Abstract: This paper sought to evaluate the effect of technology adoption, early supplier involvement, low-cost sourcing and backward integration on supply chain performance in the public sugar sector, guided by four objectives: To assess effectiveness of technology adoption on supply chain performance, to assess the role of early supplier involvement on supply chain performance, to evaluate effectiveness of low-cost sourcing on supply chain performance and to evaluate effectiveness of backward integration on supply chain performance. Purposive sampling was used to select a target population of 60 respondents. Questionnaires were used as the main data collection instruments. Descriptive and inferential statistics was used in data analysis aided by SPSS software. From the findings, technology adoption and early supplier involvement were found to be positively correlated to supply chain performance. Thus the above factors should be considered as major determinants in influencing supply chain performance in the public sugar sector.

The study used quantitative methods as a research strategy. The research study used secondary data from the Ministry of public enterprises database and primary data was gathered through structured questionnaires that were distributed to different public enterprises’
Chief executive officers in Namibia. The study focused on board members’ remuneration as representatives of the board members for each of the 97 state-owned enterprises in Namibia. The researcher used Excel to do the regression analysis. The researcher tested for correlation between a firm’s performance and annual salary and sitting allowance and miscellaneous allowance. Public enterprises are divided into four tiers. The researcher made use of the average revenue for each tier to represent the firm’s performance. A total of 75% of the respondents do not agree that there is a relationship between the board members’ remuneration and the firms’ performance, and 17% agree that there is a
relationship between the board members’ remuneration and the firms’ performance. The study recommended that
the MPE/PEs should implement motivational strategies to improve board members’ performance hence improving the firm’s performance.

Abstract:In the recent past, procurement performance has been attracting great attention from practitioners, academicians and researchers due to poor performance resulting from non adherence to proper processes and procedures. Many of the studies have devoted their content to financial factors as measures of effectiveness dismally giving consideration to non financial factors. This study aimed at investigating selected non financial factors that influence the effectiveness of purchasing function in the public sugar sector guided by four specific objectives; to find out how purchasing interaction with other departments impacts on its effectiveness, to find out how Purchasing delegated authority impacts on its effectiveness, to find out how Purchasing activity Execution impacts on its effectiveness and to find out how supplier relationship management practices impacts on purchasing function effectiveness. The four variables were found to have an effect on effectiveness of purchasing function in the public sugar sector. The study adopted a descriptive case research design and the study population comprised of 118 management staff Nzoia Sugar Company Ltd. A purposive sampling technique was employed to select a sample size of 57 respondents. Questionnaires were used as the main data collection instruments. Descriptive statistics data analysis method was applied to analyze numerical data gathered using closed ended questions aided by Statistical Package for Social Sciences (SPSS). From the findings, level of task execution explained 43.1% of purchasing department’s effectiveness, level of supplier relationship explained 20.9% and interaction level explained 2.2% while the level of purchasing delegated authority had a negative relationship with its effectiveness at -4.1% which means that the more autonomous purchasing department becomes the less effective it will be. The study recommends application of supplier collaboration strategies, integration of supply chain management tasks with IT to help speed up decision making process between the SCM partners, signing service level agreements (SLA),purchasing function to increase effectiveness by training and being members of professional bodies such as CIPS and KISM.

Effect of Strategic Partner Practice on Supply Chain Performance in Tea Firms...journal ijrtem
Abstract: Strategic partner relationship is a critical issue for any business, especially in supply chain activities. Therefore, it is expected that firms that deliver e-procurement system in the supply chain are likely to strengthen their partner relationship. The purpose of this study was to establish the influence of strategic partnership management practice on supply chain performance in tea firms in Kenya. The study was guided mainly by Resource Based Theory. Explanatory research design was adopted. The target population was 4200 respondents from 12 tea firms. Purposive and proportional sampling was used to select a sample size of 365 respondents comprising of staff, top management and suppliers. Questionnaires and structured interviews were used to collect primary data. Pearson product moment correlation coefficient and linear regressions were used to test strength of the relationship between variables. The strategic partnership practice positively influences the supply chain performance among the tea firms[r=.535, n=231, p<.05]. The regression model indicated that strategic partnership practice account for 28.7% variation on supply chain performance. Hence tea firms enhanced strategic partnership practice purposely to improve supply chain performance by widening supplier relationships among the stakeholders. Tea firms should therefore embrace sound partnership practices to enhance firms’ supply chain performance which in turn lead to profit maximization.

This paper presents a study into the key lessons learnt from e-procurement implementation at public sector organisations in Kenya. The literature relating to e-procurement implementation and operation is reviewed, identifying main variables addressed by the current literature: impact on cost; the impact on governance; e-procurement implementation; and broader IT infrastructure issues. The research carried out was intended to explore the perceptions and reflections of both ‘early’ and ‘late’ adopters of e-procurement. Key lessons are drawn from the study and presented here. I recommend further research, including the need for research into failed e-procurement projects.

The paper examines the adoption of the Supply Chain Management practices on the performance
of Banks in Kenya. This research conceptualizes and develops four dimensions of SCM practice
(outsourcing of goods & services, information & communication technology, strategic supplier
partnership, and globalization) and tests the relationships between SCM practices, and
organizational performance. The study employed descriptive design. Data for the study was
collected using a self-administered questionnaire procedure, where the questionnaires were
administered to the selected respondents through drop and pick later technique. A sample size of
33 respondents was drawn from the sample frame using simple stratified random sampling
technique to promote the needs for efficiency and representativeness from various branches and
outlets of Postbank as an organization in Nairobi County and the relationships proposed in the
framework was tested using Chi-square, T-test among other statistical tools. Data was analyzed
by aid of Statistical Package for Social Sciences (SPSS). The study will be useful in the academic
circles as it will contribute immensely towards filling the gaps in knowledge in the area of service
industry. The study found that outsourcing was important to the banks only when the appropriate
methods are employed. It also found that ICT had a major role in determining the performance of
banks as it dictated the mode of transaction and data they displayed to clients. Strategic
partnership was also important based on what it intended to achieve in enhancing the performance
of banks. Lastly, globalization is equally vital as it increases competition and exposes local banks
to global scene to experience how performance of banks can be improved. The study recommends
that correct ICT methods should be applied to promote the competitiveness of banks and improve

Abstract: Procurement performance and organization performance are intricately and inextricably intertwined. Procurement function uses the largest portion of an organizations budget. This is why it is important to maximize on effective and efficient management of the procurement function in an entity. In the public sector, procurement function is the main source of service delivery to the citizens of a country. Public procurement employees are entrusted with the public funds to purchase on behalf of the entities they are serving in. Despite Government efforts for improvement, public procurement is still marred by sub optimal works, inadequate quality of goods and services. Stakeholders complain about poor service delivery, allegations of mega corruptions, overpriced items just to mention but a few. The general objective of this study was to assess factors influencing procurement performance in Kenyan public sector with specific focus on the Trans-Nzoia County. The study sought to assess the extent to which planning, contract management, work environment and staff competence influence procurement performance. The study adopted a descriptive research design. The target population was all the 33 procurement employees comprising 28 employees and the 5 managers working in the procurement departments in Trans-Nzoia County. Data was collected using structured questionnaires and interview schedules for the managers. Both descriptive and inferential data analysis methods including frequencies, percentages, analysis of variance and regression were used. Data was presented using, tables and figures. The findings were analyzed based on the objectives of the study as explored. The collected data was analyzed using both descriptive and inferential statistics using the statistical package for social scientist (SPSS) 20. Demographic indicators show that majority of the study participants are qualified and have attained education levels sufficient to influence favourably their comprehension of antecedents to effective management of the procurement function. Further findings on years of experience indicate that officers participating in the procurement function in the Trans-Nzoia County have long procurement experience. Overall procurement planning was most significant driver in procurement performance followed by staff competence, and contract management in that order. Work environment returned a negative influence. It is recommended that reforms in the Department be anchored by ensuring that procurement plans are prepared as per the set guidelines in the Public Procurement and Asset Disposal Act 2015 and should be strictly adhered to in order to obtain better performance in procurement in Trans-Nzoia County. Impulse buying and unplanned procurements should be highly discouraged. Continuous professional development and training of procurement staff should be sustained.
Impact of ISO9001 Certification on the Beverage Company's Performance: A case...AkashSharma618775
This study tries to shade light on the effect of ISO9001 on Performance of Brewery companies in
Ethiopia. It empirically analyzes the impact of ISO9001 on the performance of brewery company's proxied by
profit of companies during the sample period of 2002-2015.The sample consists three brewery companies namely:
BGI-Ethiopia, Metha-Abo and Dashen brewery companies. The methodology is based on the Fixed effect model
estimator proposed for dynamic panel data, which is strong in the presence of endogenous covariates, allowing for
individual companies fixed effects, heteroskedasticity and autocorrelation. Based on findings, out of the four
independent variables average revenue and dummy of ISO9001 are positive and significant effect on companies
profit i.e an increase (decrease) in average revenue of companies results in a 5.517 percent increase (decrease) in
the company's profit. The result indicates that ISO9001 certification does have a strong significant positive impact
on brewery companies performance. As the result revealed a company's profit increases by 1.052% due to
ISO9001 certification. The other two explanatory variables average cost and natural logarithm of total sale become
statistically insignificant. In sum, the result of the study indicates that Having ISO9001 certification improves the
profitability of the brewery companies. This finding seems to agree with the study done by T. Dejene (2011) on five
brewery companies in Ethiopia and other scholars like D.S. Sharma(2005),M. Pinar(2001) and J. Singles et
al.(2000)

Abstract: Supply chains as one of the governance aspect are complex systems with different structures and power proportions between partners. Managers would be in a better position to meet the challenges of global supply chain processes if they understand the implementation issues and their roles on supply chain effectiveness. The main purpose of the study is to investigate the effect of supply chain management competencies on organizational performance and specifically the effect of innovation Orientation on organizational performance. Explanatory research design was used. The population of study comprised 244 employees from selected Parastatals in Nairobi City County. Questionnaires were used to collect data and data was analyzed using descriptive statistics like means, frequencies, and percentages, and inferential statistics, Pearson correlation and multiple regressions. Results indicated that innovation orientation has significant and positive effect on organizational performance. This concludes that firms whose managers have innovation orientation improve performance. It is recommended that there should be further research and development on innovative and leading organizational practices in order to enhance performance and need for supply chain management policies and procedures that follow an appropriate sequence and structure.
Idiosyncratic Effect of Corporate Solvency Management Strategies on Corporate...IOSR Journals
The study identifies and evaluates the association among corporate solvency management strategies and the corporate performance valuation in Chemical industry of Pakistan. The study uses purposive sampling or judgmental sampling for selecting 30 sample companies from the sector; covering 10 years financial statements data ranging from year 2002 to 2011. Balanced panel data is taken for the purpose of study. Levin, Lin & Chu test is used to check the stationarity of data whereas White Test is used to check the heteroskedasticity of data. Panel Least square technique with fixed effects is used to generalize the relationship between studied variables. The study observed that the performance of the chemical sector in terms of market to book value is affected by internal firm and industry specific factors related to solvency management strategic decisions. Findings of the study provide with the overview of historic performance and the potential performance of the selected sector to help policy makers including finance, economics and industry experts for creating value through the idiosyncratic resources.

Abstract: The purpose of this study was to investigate the effect of public procurement management on quality service provision among the state corporations which is effectively enabling providers of services and goods to the public to achieve higher standards. The specific objectives were: to establish how the procurement legal guidelines improve the quality of goods and services provided to the public by state corporations; to establish how the procurement institutional framework improves the quality of goods and services provided to the public by state corporations; to establish how laid procurement procedures improve the quality of goods and services provided to the public by state corporations and to establish how the management environment among state corporations affects quality of goods and services provided to the public by state corporations. The research employed a descriptive research design that used survey methods. The study focused on 64 of the 127 state corporations in Kenya selected using systematic random sampling. The data was collected using a questionnaire. The data was analyzed using mean and standard deviation. The results indicate that the legal procurement guidelines had a moderate contribution towards the quality of goods and services provided. The procurement institutional framework contributed to the quality of goods and services to a great extent. The procurement procedures had a moderate contribution toward the quality. The management environment moderately contributed to the quality. The quality of goods and services provided to the public was low. The study recommends improved enforcement and strengthening of the adherence to laid down procurement procedure; the existing institutional framework should be changed to support the provision of high quality goods and services and there should also be a change in the general management environment with focus on the culture, leadership and worker motivation of quality on provision of high quality services and goods to the public.

Contract management practice is a vital aspect in any organization that intends to gain a competitive advantage and value for money. In public organizations, every year a major portion of budget allocation is given for procurement of goods and services for various kinds of projects to be done. The study focused on the effect of monitoring intensity on procurement performance of public organizations in Elgeyo Marakwet County. The study was guided by relational contract theory and principal-agent theory. It adopted a descriptive study design utilizing questionnaires as the primary data collection tool. The staff from finance and procurement departments in the County government formed the study’s unit of analysis. The sample for the study was procurement officers and finance officers. It also adopted census sampling on all the target respondents. A pilot study was done in Uasin Gishu County Government. The computer programme Statistical Package for Social Sciences (SPSS) version 22.0 aided in data analysis. Data was analyzed using Quantitative data analysis with both descriptive and inferential statistics. Descriptive statistics like frequencies, percentages, means and cross tabulation will be used while multiple regressions will be used to test the hypothesis. Presentation of finding done using questionnaires which was coded, organized, analyzed and presented using frequency tables, and percentages. The study found that the organization was able to practice monitoring intensity with the view to enhance procurement performance. The results established a positive but weak correlation between the variables (P= 0.288, r=.057). The strength of association was weak. The study concluded that monitoring intensity was a factor that influences procurement performance in organizations. However it was noted that other factors were needed to support this practice. It was recommended that contractors should be allocated with the right amount of resources to complete the projects assigned to them.

Chief executive officers in Namibia. The study focused on board members’ remuneration as representatives of the board members for each of the 97 state-owned enterprises in Namibia. The researcher used Excel to do the regression analysis. The researcher tested for correlation between a firm’s performance and annual salary and sitting allowance and miscellaneous allowance. Public enterprises are divided into four tiers. The researcher made use of the average revenue for each tier to represent the firm’s performance. A total of 75% of the respondents do not agree that there is a relationship between the board members’ remuneration and the firms’ performance, and 17% agree that there is a
relationship between the board members’ remuneration and the firms’ performance. The study recommended that
the MPE/PEs should implement motivational strategies to improve board members’ performance hence improving the firm’s performance.

Abstract:In the recent past, procurement performance has been attracting great attention from practitioners, academicians and researchers due to poor performance resulting from non adherence to proper processes and procedures. Many of the studies have devoted their content to financial factors as measures of effectiveness dismally giving consideration to non financial factors. This study aimed at investigating selected non financial factors that influence the effectiveness of purchasing function in the public sugar sector guided by four specific objectives; to find out how purchasing interaction with other departments impacts on its effectiveness, to find out how Purchasing delegated authority impacts on its effectiveness, to find out how Purchasing activity Execution impacts on its effectiveness and to find out how supplier relationship management practices impacts on purchasing function effectiveness. The four variables were found to have an effect on effectiveness of purchasing function in the public sugar sector. The study adopted a descriptive case research design and the study population comprised of 118 management staff Nzoia Sugar Company Ltd. A purposive sampling technique was employed to select a sample size of 57 respondents. Questionnaires were used as the main data collection instruments. Descriptive statistics data analysis method was applied to analyze numerical data gathered using closed ended questions aided by Statistical Package for Social Sciences (SPSS). From the findings, level of task execution explained 43.1% of purchasing department’s effectiveness, level of supplier relationship explained 20.9% and interaction level explained 2.2% while the level of purchasing delegated authority had a negative relationship with its effectiveness at -4.1% which means that the more autonomous purchasing department becomes the less effective it will be. The study recommends application of supplier collaboration strategies, integration of supply chain management tasks with IT to help speed up decision making process between the SCM partners, signing service level agreements (SLA),purchasing function to increase effectiveness by training and being members of professional bodies such as CIPS and KISM.

Effect of Strategic Partner Practice on Supply Chain Performance in Tea Firms...journal ijrtem
Abstract: Strategic partner relationship is a critical issue for any business, especially in supply chain activities. Therefore, it is expected that firms that deliver e-procurement system in the supply chain are likely to strengthen their partner relationship. The purpose of this study was to establish the influence of strategic partnership management practice on supply chain performance in tea firms in Kenya. The study was guided mainly by Resource Based Theory. Explanatory research design was adopted. The target population was 4200 respondents from 12 tea firms. Purposive and proportional sampling was used to select a sample size of 365 respondents comprising of staff, top management and suppliers. Questionnaires and structured interviews were used to collect primary data. Pearson product moment correlation coefficient and linear regressions were used to test strength of the relationship between variables. The strategic partnership practice positively influences the supply chain performance among the tea firms[r=.535, n=231, p<.05]. The regression model indicated that strategic partnership practice account for 28.7% variation on supply chain performance. Hence tea firms enhanced strategic partnership practice purposely to improve supply chain performance by widening supplier relationships among the stakeholders. Tea firms should therefore embrace sound partnership practices to enhance firms’ supply chain performance which in turn lead to profit maximization.

This paper presents a study into the key lessons learnt from e-procurement implementation at public sector organisations in Kenya. The literature relating to e-procurement implementation and operation is reviewed, identifying main variables addressed by the current literature: impact on cost; the impact on governance; e-procurement implementation; and broader IT infrastructure issues. The research carried out was intended to explore the perceptions and reflections of both ‘early’ and ‘late’ adopters of e-procurement. Key lessons are drawn from the study and presented here. I recommend further research, including the need for research into failed e-procurement projects.

The paper examines the adoption of the Supply Chain Management practices on the performance
of Banks in Kenya. This research conceptualizes and develops four dimensions of SCM practice
(outsourcing of goods & services, information & communication technology, strategic supplier
partnership, and globalization) and tests the relationships between SCM practices, and
organizational performance. The study employed descriptive design. Data for the study was
collected using a self-administered questionnaire procedure, where the questionnaires were
administered to the selected respondents through drop and pick later technique. A sample size of
33 respondents was drawn from the sample frame using simple stratified random sampling
technique to promote the needs for efficiency and representativeness from various branches and
outlets of Postbank as an organization in Nairobi County and the relationships proposed in the
framework was tested using Chi-square, T-test among other statistical tools. Data was analyzed
by aid of Statistical Package for Social Sciences (SPSS). The study will be useful in the academic
circles as it will contribute immensely towards filling the gaps in knowledge in the area of service
industry. The study found that outsourcing was important to the banks only when the appropriate
methods are employed. It also found that ICT had a major role in determining the performance of
banks as it dictated the mode of transaction and data they displayed to clients. Strategic
partnership was also important based on what it intended to achieve in enhancing the performance
of banks. Lastly, globalization is equally vital as it increases competition and exposes local banks
to global scene to experience how performance of banks can be improved. The study recommends
that correct ICT methods should be applied to promote the competitiveness of banks and improve
performance. Also it recommends that outsourcing be done only if they promote the objectives and
goals of the banking institute.

Abstract: Procurement performance and organization performance are intricately and inextricably intertwined. Procurement function uses the largest portion of an organizations budget. This is why it is important to maximize on effective and efficient management of the procurement function in an entity. In the public sector, procurement function is the main source of service delivery to the citizens of a country. Public procurement employees are entrusted with the public funds to purchase on behalf of the entities they are serving in. Despite Government efforts for improvement, public procurement is still marred by sub optimal works, inadequate quality of goods and services. Stakeholders complain about poor service delivery, allegations of mega corruptions, overpriced items just to mention but a few. The general objective of this study was to assess factors influencing procurement performance in Kenyan public sector with specific focus on the Trans-Nzoia County. The study sought to assess the extent to which planning, contract management, work environment and staff competence influence procurement performance. The study adopted a descriptive research design. The target population was all the 33 procurement employees comprising 28 employees and the 5 managers working in the procurement departments in Trans-Nzoia County. Data was collected using structured questionnaires and interview schedules for the managers. Both descriptive and inferential data analysis methods including frequencies, percentages, analysis of variance and regression were used. Data was presented using, tables and figures. The findings were analyzed based on the objectives of the study as explored. The collected data was analyzed using both descriptive and inferential statistics using the statistical package for social scientist (SPSS) 20. Demographic indicators show that majority of the study participants are qualified and have attained education levels sufficient to influence favourably their comprehension of antecedents to effective management of the procurement function. Further findings on years of experience indicate that officers participating in the procurement function in the Trans-Nzoia County have long procurement experience. Overall procurement planning was most significant driver in procurement performance followed by staff competence, and contract management in that order. Work environment returned a negative influence. It is recommended that reforms in the Department be anchored by ensuring that procurement plans are prepared as per the set guidelines in the Public Procurement and Asset Disposal Act 2015 and should be strictly adhered to in order to obtain better performance in procurement in Trans-Nzoia County. Impulse buying and unplanned procurements should be highly discouraged. Continuous professional development and training of procurement staff should be sustained.

This study tries to shade light on the effect of ISO9001 on Performance of Brewery companies in
Ethiopia. It empirically analyzes the impact of ISO9001 on the performance of brewery company's proxied by
profit of companies during the sample period of 2002-2015.The sample consists three brewery companies namely:
BGI-Ethiopia, Metha-Abo and Dashen brewery companies. The methodology is based on the Fixed effect model
estimator proposed for dynamic panel data, which is strong in the presence of endogenous covariates, allowing for
individual companies fixed effects, heteroskedasticity and autocorrelation. Based on findings, out of the four
independent variables average revenue and dummy of ISO9001 are positive and significant effect on companies
profit i.e an increase (decrease) in average revenue of companies results in a 5.517 percent increase (decrease) in
the company's profit. The result indicates that ISO9001 certification does have a strong significant positive impact
on brewery companies performance. As the result revealed a company's profit increases by 1.052% due to
ISO9001 certification. The other two explanatory variables average cost and natural logarithm of total sale become
statistically insignificant. In sum, the result of the study indicates that Having ISO9001 certification improves the
profitability of the brewery companies. This finding seems to agree with the study done by T. Dejene (2011) on five
brewery companies in Ethiopia and other scholars like D.S. Sharma(2005),M. Pinar(2001) and J. Singles et
al.(2000)

The specific objectives were: to establish how the procurement legal guidelines improve the quality of goods and services provided to the public by state corporations; to establish how the procurement institutional framework improves the quality of goods and services provided to the public by state corporations; to establish how laid procurement procedures improve the quality of goods and services provided to the public by state corporations and to establish how the management environment among state corporations affects quality of goods and services provided to the public by state corporations. The research employed a descriptive research design that used survey methods. The study focused on 64 of the 127 state corporations in Kenya selected using systematic random sampling. The data was collected using a questionnaire. The data was analyzed using mean and standard deviation. The results indicate that the legal procurement guidelines had a moderate contribution towards the quality of goods and services provided. The procurement institutional framework contributed to the quality of goods and services to a great extent. The procurement procedures had a moderate contribution toward the quality. The management environment moderately contributed to the quality. The quality of goods and services provided to the public was low. The study recommends improved enforcement and strengthening of the adherence to laid down procurement procedure; the existing institutional framework should be changed to support the provision of high quality goods and services and there should also be a change in the general management environment with focus on the culture, leadership and worker motivation of quality on provision of high quality services and goods to the public.

Contract management practice is a vital aspect in any organization that intends to gain a competitive advantage and value for money. In public organizations, every year a major portion of budget allocation is given for procurement of goods and services for various kinds of projects to be done. The study focused on the effect of monitoring intensity on procurement performance of public organizations in Elgeyo Marakwet County. The study was guided by relational contract theory and principal-agent theory. It adopted a descriptive study design utilizing questionnaires as the primary data collection tool. The staff from finance and procurement departments in the County government formed the study’s unit of analysis. The sample for the study was procurement officers and finance officers. It also adopted census sampling on all the target respondents. A pilot study was done in Uasin Gishu County Government. The computer programme Statistical Package for Social Sciences (SPSS) version 22.0 aided in data analysis. Data was analyzed using Quantitative data analysis with both descriptive and inferential statistics. Descriptive statistics like frequencies, percentages, means and cross tabulation will be used while multiple regressions will be used to test the hypothesis. Presentation of finding done using questionnaires which was coded, organized, analyzed and presented using frequency tables, and percentages. The study found that the organization was able to practice monitoring intensity with the view to enhance procurement performance. The results established a positive but weak correlation between the variables (P= 0.288, r=.057). The strength of association was weak. The study concluded that monitoring intensity was a factor that influences procurement performance in organizations. However it was noted that other factors were needed to support this practice. It was recommended that contractors should be allocated with the right amount of resources to complete the projects assigned to them.

Abstract:In the recent past, procurement performance has been attracting great attention from practitioners, academicians and researchers due to poor performance resulting from non adherence to proper processes and procedures. Many of the studies have devoted their content to financial factors as measures of effectiveness dismally giving consideration to non financial factors. This study aimed at investigating selected non financial factors that influence the effectiveness of purchasing function in the public sugar sector guided by four specific objectives; to find out how purchasing interaction with other departments impacts on its effectiveness, to find out how Purchasing delegated authority impacts on its effectiveness, to find out how Purchasing activity Execution impacts on its effectiveness and to find out how supplier relationship management practices impacts on purchasing function effectiveness. The four variables were found to have an effect on effectiveness of purchasing function in the public sugar sector. The study adopted a descriptive case research design and the study population comprised of 118 management staff Nzoia Sugar Company Ltd. A purposive sampling technique was employed to select a sample size of 57 respondents. Questionnaires were used as the main data collection instruments. Descriptive statistics data analysis method was applied to analyze numerical data gathered using closed ended questions aided by Statistical Package for Social Sciences (SPSS). From the findings, level of task execution explained 43.1% of purchasing department’s effectiveness, level of supplier relationship explained 20.9% and interaction level explained 2.2% while the level of purchasing delegated authority had a negative relationship with its effectiveness at -4.1% which means that the more autonomous purchasing department becomes the less effective it will be. The study recommends application of supplier collaboration strategies, integration of supply chain management tasks with IT to help speed up decision making process between the SCM partners, signing service level agreements (SLA),purchasing function to increase effectiveness by training and being members of professional bodies such as CIPS and KISM.

This document evaluates procurement processes and operational performance in the public sector of Ghana using two case studies, Komfo Anokye Teaching Hospital and Kumasi Polytechnic. It finds that the institutions rely on Ghana's public procurement procedures and processes are characterized by challenges. The processes were found to play a role in performance but can be rigid and allow no flexibility. Recommendations include reviewing the Public Procurement Act to make it less rigid and embracing e-procurement.

The study focused on the relationship between procurement affirmative action and success of business of entrepreneurs with disability in western Kenya. Anchored on need for Achievement theory, the study adopted a cross-sectional research design. The target population was 73 registered businesses of entrepreneurs with disability. Saturated sampling was used in this study. The respondents were 69 business owners out of which 4 were used for piloting. The study adopted a cross-sectional research design. The target population was 73 registered businesses of entrepreneurs with disability. Saturated sampling was used in this study. The respondents were 69 business owners, out of which 4 were used for piloting, being 5-10% of sample size considered as a sufficient representation. Primary data were collected using structured questionnaires while secondary data were obtained through document review. The findings revealed that Procurement affirmative action practices also significantly contributed to business success (β =.511, p=.000) and accounted for 26.1% change in business success (R2=0.261, F (1,67=23.625, p=.000). The study concluded that procurement affirmative action practices moderates entrepreneurial-business success relationship. The study recommends that entrepreneurship stakeholders and the government assist in improving procurement practices for the persons with disabilities so as to help them improve on their businesses. The study is expected to inform policy on how entrepreneurial process can be used as a tool in improving persons with disabilities access to procurement opportunities and how to empower them.
This study is on Rethinking Public Procurement System in Nigeria: The E-Procurement Option using Selected Local Government Areas in Southern Nigeria as the case study. Its objective is to ascertain if e-procurement can effectively bring about change in three critical areas of public procurement concerns, which includes; transparency, efficiency and compliance to public procurement policies. In this paper, survey approach was used and data was collected through a five point likert scale questionnaire. Many countries around the world have initiated national ID card programs in the last decade. These programs are considered of strategic value to governments due to its contribution in enhancing existing identity management systems. The purpose of this paper is to explain the finding of a case study action research aimed to introduce a new approach to how population are enrolled in national ID programs. This is achieved through presenting a case study of a business process reengineering initiative undertaken in the UAE national ID program. The scope of this research is limited to the enrolment process within the program. This article also intends to explore the possibilities of significant results with the new proposed enrolment approach with the application of BPR. An overview of the ROI study has been developed to illustrate such efficiencies.

The paper from Nyaoga, Magutu and Aduda (2015) explores the link between supply chain strategies and firm performance. Based on data from 627 companies, the authors show that supply chain strategies account for a significant share of firms´ performance; reinforcing that companies should investments in supply chain practices. Radanliev (2015), in its turn, develops a framework based on the supply chain architecture, design, and engineering literature that offers guidelines on how practitioners can decompose and build a green-field (new and non-existent) supply chain. We also have three papers on specific supply chain strategies. Pereira and Silva (2015) and Bradaschia and Pereira (2015), for instance, explore the concept of supply chain resilience and its antecedents. With the use of case studies, the former shows how the management of buyer and supplier interfaces, of risk, and of knowledge can enhance resilience in a supply chain while the latter adds that flexibility is also a vital enabler of supply chain resilience. Ferreira, Bertan and Pimenta (2015) then show the importance of inter-organizational integration to achieve the outcomes expected by companies.
This volume also counts with papers focused on logistic services, transportation, and inventory management - key decision areas in supply chain management. Liane Okdinawati, Simatupang and Sunitiyoso (2015) review the literature on collaborative transportation management and suggest areas for future research in the field and Yang (2015) provides an overview of the third-party logistics providers in the United States for investigating how the industry has evolved to meets customers' needs in an environment marked by global supply chains. Finally, this issue has a technical note on a stochastic two-echelon model to solve the petrol station replenishment problem. This model offers insights on how firms can devise a replenishment policy to minimize inventory costs, in the long run, given the demand pattern.

The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.

The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

Role of Procurement Policy on Procurement
Performance in State Corporations in Kenya

Abstract: The study sought to determine the role of procurement policy on procurement performance in state
corporations in Kenya. The study was considered important because the government organizations across the
world spend substantial amounts on public procurement ranging between 8% and 25% of GDP. This study
adopted a case study descriptive research design. The population was the 431 staff currently working at Kenya
Power regional headquarters. Stratified random sampling was done where number of respondents per strata was
determined in relation to total population. The study used both primary and secondary data. Primary data was
collected by the use of structured questionnaires while secondary data was collected from already existing
materials such as company‘s website, company‘s reports and announcements and other external sources such as
the media. Regression analysis was used to show the overall relationship between the independent and dependent
variables. Correlation analysis was used to show the strength of the association between the each independent
variables and dependent variable. Procurement Policy was found to positively relate to procurement performance
in state corporations.

1. INTRODUCTION
The function has changed conventional purchase and suppliers’ role in public institutions to strategic management to
optimize returns while cutting costs, enhancing competition and accountability, fostering the culture of fair play in the
business industry and eradication of corruption (Chirchir & Gachunga, 2015). For any procurement to achieve the
expected benefits, it ought to be efficient, transparent and offering value for money (Kabaj, 2003). However, many
procurement activities majorly in public sector still suffer from neglect, lack of proper direction, poor co-ordination, slow
with a lot of bureaucracy, lack of transparency, differing levels of corruption and not having a cadre of qualified
procurement specialists (Njeru, 2014). Benchmarking has been used as a tool, a methodology and a technique for
continuous improvements in sectorial operations to gain and maintain competitive advantage. Participating on
benchmarking has promoted a culture of thinking about quality, assessing one’s own performance and taking
responsibility for it. This is aimed at improving customer relations and promoting self-criticism (Ogden & Wilson, 2000).
Depending on how excellent, good, bad or indifferent an organization’s operations are, it determines the direction,
urgency and priorities for a sound base of appetite for change and for a continuous drive to enhance quality. At its
simplest competitive performance standard, it would consist merely of judging whether the achieved performance of an
operation is better than, the same or worse than that of its competitors (Norman, 2001). Use of procurement benchmarking
foster innovation, identify gaps and trajectories, and enhance the quality of products and services (Dattakumar &
Jagadeesh, 2003). Additionally, at the level of the government, procurement benchmarking was used to formulate policies
intended to affect performance at various levels, in order to achieve a specific target. To maximise the benefits of
benchmarking, institutions must undergo a thorough self-analysis and have a clear understanding of their own processes
which may be more useful than the comparison with another organisation. In order to be successful and to ensure positive
outcomes for all partners, benchmarking must be approached with some insight into the potential pitfalls and problems
that may arise. Potential challenges include the need to ensure agreed outcomes for all partners and selecting an
appropriate partner (Wilson, et al., 2000).

2. STATEMENT OF THE PROBLEM
Government organizations across the world tend to spend between 8% and 25% of GDP on goods and services (OECD,
2006). In Germany public procurement accounts to about 19% of the GDP (European Commission, 2011) while in Kenya,
procurement consumes 45% of the national budget, excluding local government procurement (Njogu & Gichinga, 2016).
Consequently, public procurement has been recognized as a function that plays a key role in successful management of
public resources and most countries have made an effort to integrate it into a more strategic view of government efforts
(Ambe and Badenhorst-Weiss, 2012). Efficient procurement among the public institutions optimize returns while cutting
costs, enhancing competition and accountability, fostering the culture of fair play in the business industry and eradication
of corruption (Chirchir & Gachunga, 2015). For the procurement function to achieve these benefits, it ought to be
efficient, transparent and offering value for money (Kabaj, 2003). However, public procurement activities still suffer from
neglect, lack of proper direction, poor co-ordination, slow with a lot of bureaucracy, lack of transparency, differing levels
of corruption and not having a cadre of qualified procurement specialists (Njeru, 2014) and hence objectives of public
procurement have not been achieved. The challenges of public procurement can be addressed by adoption of procurement
benchmarking that is capable of addressing inefficiencies and stimulate competition (Nullmeier, 2004) that is necessary to
create an incentive effect in terms of comparing one’s practice to other’s practice, experiencing best practice, locating
performance gaps (Keehley & Abercrombie, 2008). For that reason, benchmarking has been considered as particularly
well suited for public administration (Pollitt & Bouckaert, 2000). Further, benchmarks are able to raise the standards of
public services without incurring additional costs (Kuhlmann, 2004). Additionally, Kenya’s public sector has over the
years been associated poor service delivery as a result of practices such as corruption, nepotism and tribalism. The last
decade has also seen a lot of efforts by Kenya Power to improve the services offered to the citizens. The company, like
other companies in the Kenyan public sector, introduced performance contracting, customer centric service as well as
improving ease of access of services through the use of technology in various processes including procurement. However
strategies on service delivery improvement are yet to have any significant impact on the nature of the services delivered to
the customers since in some cases, these strategies are adopted without any strategic planning. This study aimed to shed
more light onto the use of procurement benchmarking as a strategy geared towards enhancing procurement performance.
In particular, the study determined the role of procurement policy, on procurement performance in state corporations in
Kenya.
3. LITERATURE REVIEW
A procurement policy is simply the rules and regulations that are set in place to govern the process of acquiring goods and
services needed by an organization to function efficiently (Findlay, 2009). The exact process sought to minimize expenses
associated with the purchase of those goods and services by using such strategies as volume purchasing; the establishment
of a set roster of vendors, and establishing reorder protocols that help to keep inventories low without jeopardizing the
function of the operation. Both small and large companies as well as non-profit organizations routinely make use of some
sort of procurement policy. There is no correct way to establish a procurement policy, factors such as the size of the
business, the availability of vendors to supply necessary goods and services, and the cash flow and credit of the company
often influence the purchasing procurement approach.
The size of the company is likely to make a difference in the formation of procurement policy, in that a small company
may not be able to command the volume purchase discounts that a large corporation can manage with relative ease
(Golder, 2007). Government agencies are very bureaucratic in nature and are extremely reluctant to change their current
habits and practices. Procurement policy benefits the organization by keeping costs in line and clearly defining how
purchases will be made (Hall, 2009). Procurement policy is a factor influencing service delivery. Contribution of
procurement policy in facilitating an efficient and effective service delivery in public sector organizations is generally
undisputed in both developed and developing countries. Public procurement laws and regulations have been considered
as one of the most important pillars of a sound procurement system. Procurement laws and regulations lead to
procurement efficiency or inefficiency. There has always been a debate about a procurement legal framework that hinders
or helps procurement discretion. Ideally, procurement laws and regulations should be clear, consistent, comprehensive,
and flexible (Thai, 2009). Procurement planning is a factor influencing service delivery. Basheka (2004) argues that
procurement planning is one of the primary functions of procurement with a potential to contribute to the success of
government operations and improved service delivery. It is a function that sets in motion the entire acquisition/
procurement process of acquiring services in local governments.

4. RESEARCH METHODOLOGY
This study adopted a descriptive research design. The population of the study was all the staff currently working at Kenya
Power regional headquarters. The study used both primary and secondary data in conducting the study. Primary data was
collected by the using structured questionnaires. The questionnaires comprised of both open ended and close ended
questions. A five point Likert scale was used for the respondents to choose their responses which then enabled the
researcher to quantitatively analyse the data. Questionnaires were used to collected data since they are relatively easy to
analyse and cheap to administer. The open-ended items helped in collecting qualitative data. The qualitative data was
analysed by grouping quotations from the respondents by categories and coding of the particular common responses was
done so that the quotations from particular themes was presented as frequency distributions and percentages in thematic
forms according to research questions.
5. FINDINGS
The study sought to establish the relationship between Procurement policy and the procurement performance. To attain
this, the respondents were required to rate the following statement related to procurement policy using a scale of 1 to 5
where 1 is very small extent, 2 is small extent, 3 is some extent, 4 is large extent and 5 is to a very large extent. Table 1
shows the results obtained.

On whether procurement policy enhances policies flexibility, a mean of 3.58 was obtained. On its impact on the
adherence to the legal framework makes procurement process time consuming a mean of 3.55 was obtained. On whether
procurement policy improves the procurement planning, a mean of 3.39 was obtained. The legal framework is followed in
the procurement processes in my company had a mean of 3.3. On the prevailing legal framework being too bureaucratic
and encourages corrupt practices a mean of 2.83. The inefficiency of the PPOA in enforcing the penalties to the offenders,
a mean of 2.83 was achieved. On the ignorance of the PPDA guidelines, a mean of 2.67. Whereas lack of organizational
incentives and pressures for Public procurement guidelines implementation as a result of procurement policy marking, a
mean of 2.64. On the other hand, policies providing standard understanding of the procurement process due to

procurement benchmark a mean of 1.39. This thus means that procurement policy impacts on the procurement
performance to some extent as most of the statements had means of 3. However, the policies providing standard
understanding of the procurement process due to procurement benchmark had a lowest mean. This thus raises the need to
increase the involvement of standard understandings in the procurements. In establishing the relationship that exists
between the procurement policies on procurement performance in state corporations in Kenya, a Pearson Correlation of
0.447 was obtained with a p-value of 0.000. The positive coefficient indicates a positive correlation between the research
variables. Thus, an increase in the procurement policy would cause increased procurement performance. The effect is
significant at both the 95% and 99% confidence levels due to the p-value obtained is less than both 0.05 and 0.01. The
study aimed at determining how Procurement policy impacts on the procurement performance. The study established
most of the roles had means of 3. However, the policies providing standard understanding of the procurement process due
to procurement had a lowest mean. In establishing the relationship that exists between procurement policy and

6. CONCLUSION
The study concludes that procurement policy has positive and significant effect on procurement performance in state
corporations in Kenya.
7. RECOMMENDATIONS
The study established that the importance of procurement expertise among the employees at the organization. This study
therefore recommends that the national government organizes employee trainings and workshops to train them on
technical skills. This will increase their expertise and thus contribute greatly to the efficiency in procurement process. So
as to increase the level of accountability, efficiency and efficient management in public sector's procurement, the study
recommends that the state corporations adopt procurement benchmarking practices. Procurement oversight committee that
will oversee the procurement benchmarks should be appointed. The study also recommends that the government should
undertake more awareness programmes to create positive stance towards government projects amongst stakeholders
where procurement benchmarking falls.
