The Department of Education Regional Office VII conducted its second quarter Regional Monitoring, Evaluation and Plan Adjustment workshop from July 2-6, 2012 in Cebu City. The workshop brought together chiefs from various divisions to assess organizational performance, determine progress in delivering education services, and evaluate performance. Data was collected and analyzed over several sessions to identify issues, lessons learned, resources, and recommendations to adjust plans for the third quarter of 2012. The overall regional accomplishment rate for the second quarter was 84.54%. Management provided responses to issues and directors were reminded to adjust work plans for the third quarter accordingly.

1. RMEPA for the Second Quarter of CY 2012
The Department of Education-Regional Office VII successfully conducted its second
quarter Regional Monitoring, Evaluation and Plan Adjustment (RMEPA) Workshop for Calendar
Year 2012. It was held on July 2-6, 2012 at the DepEd Ecotech Center, Cebu City. It was
attended by the Chiefs and Education Program Supervisors from the Curriculum and Learning
Management Division (CLMD), Quality Assurance and Accountability Division (QAAD), Field
Effectiveness Division (FED), Resource Mobilization and Special Programs and Projects
Division (RMSPPD), Planning, Policy and Research Division (PPRD), Training and
Development Division (TDD) and also the Chiefs and Staff from the Budget and Finance
Division (BFD) and Administrative Division (AD).
One of the objectives of the RMEPA workshop is to regularly assess the organizational
performance of the different Functional Divisions (FDs) and Support Divisions (SDs) under the
DepEd’s restructuring program of the three Pilot Regions in the Visayas, namely: Regions VI,
VII and VIII. It is done quarterly to determine the progress of the Region in its delivery of
education services, as well as its performance as an organization.
Pre-work activity of the RMEPA was done on July 2, 2012 to gather initial reports on
Physical Accomplishments of every Regional Office (RO) unit. QAAD personnel, Regional
Division Chiefs and the Internal Monitoring and Evaluation (M & E) Coordinator in every Schools
Division convened and did the actual data collection on quantitative and qualitative information.
Tools were given for data collection following the established standards.
The actual conduct of the RMEPA took place on July 2-3, 2012. A QAAD Supervisor
was assigned to each RO unit to facilitate the data gathering, analysis, and interpretation using
the recommended tools: The RO units were assigned to the following supervisors: CLMD by Dr.
Estela B. Susvilla, TDD and RMSPPD by Dr. Joy Kenneth S. Biasong, FED by Dr. Eduardo C.
Bacaltos, QAAD by Mrs. Rosa H. Cabotaje, PPRD by Mrs. Merden L. Bryant, AD and BFD by
Mr. Sinfronio R. Thelmo. Dr. Marcial P. Degamo acted as the Chairperson of the workshop.
Different sessions were handled by the QAAD personnel. Session 1 on Quantitative
Information was facilitated by Dr. Estela B. Susvilla, Session 2 on Issues and Proposed
Resolutions by Mrs. Merden L. Bryant, Session 3 on Lessons Learned by Mrs. Rosa H.
Cabotaje, Session 4 on Organizational Resources by Mr. Sinfronio R. Thelmo and Session 5 on
Proposed Recommendations for Plan Adjustment by Dr. Joy Kenneth S. Biasong. After every
presentation of the different sessions, workshop was conducted simultaneously. Tools were
given to gather and consolidate the data.
On the third day of the workshop, quantitative and qualitative information gathered were
consolidated, analyzed, interpreted and presented by Dr. Marcial P. Degamo, Chief of the
Quality Assurance and Accountability Division to the top regional management for actions and
adjustments. The overall regional physical accomplishment rate for the second quarter of 2012
is 84.54%.
Director Carmelita T. Dulangon presented the Management Response by resolving the
issues, concerns, problems and unaccomplished outputs raised during the workshop and
acknowledged the proposed resolutions and recommendations made by the Functional
Divisions and Support Divisions. During the Post-RMEPA held on July 5, 2012, Division Chiefs
in the Region were reminded to adjust and accomplish the Work Plan of their respective
divisions for the 3rd quarter of CY 2012 and to include other activities not incorporated in their
Work Plan. RMEPA for the 3rd Quarter of Calendar Year 2012 will be held in November 2012.
