A three-day workshop was held in Cebu City for education officials from DepEd Regions 6, 7 and 8 to discuss monitoring and evaluating programs and projects. Consultants from SPHERE facilitated the workshop, which aimed to provide updates on program implementation, improve evaluation tools, and plan an evaluation study. Participants presented the status of various initiatives in their regions. They then developed monitoring tools for specific programs and drafted a research proposal for a future impact assessment.

1. PROJECT SPHERE CONDUCTS WORKSHOP ON MONITORING AND EVALUATION OF
PROGRAMS AND PROJECTS
The Joint Workshop on Monitoring and Evaluation of Programs and Projects for
DepEd Regions 6, 7 and 8 was held on June 13-15, 2012 at the DepeEd Ecotech Center,
Lahug, Cebu City. The three-day workshop was attended by the Chiefs of the Quality
Assurance and Accountability Division (QAAD) and the Planning, Policy, and Research
Division (PPRD), Regional Education Program Supervisors of QAAD and PPRD from the three
regions. SPHERE Consultants , Fannie de Guzman and Caring Nasol, facilitated the workshop.
The objectives of this workshop were the following:
1. obtain information on the status of implementation of programs and projects;
2. enhance the monitoring and evaluation tools tried out for reporting programs
and projects during the First Quarter of RMEA;
3. plan and design an evaluation study for programs and projects and the
evaluation questions to be answered, research matrix and research activities and
timeliness.
During the first day of the workshop, the Chiefs of the Planning, Policy, and
Research Division for each region presented their Status of Implementation of different
Programs and Projects (PnP). On the second day of the joint workshop, each region crafted
a Monitoring and Evaluation (M& E) tools of a certain program or project implemented in
the region, and these tools will be used by the Programs and Projects Coordinators from
the schools divisions. A Research Proposal, which is plan design for evaluation study on the
implementation of the Programs and Projects (PnP), will be submitted by the focal persons
from the three regions on July 27, 2012 for critiquing. (jksb)
