• This presentation looks at Eco Terrorism
• Eco Terrorism is growing in terms of risk. All level of government need to
look at the issues including water management, land management, forest
management and building codes
• More radical environmentalists are trying to hijack the government
agenda when it comes to environment.
• Many forest fires have been link to people setting them as part creating
disruption within government
• CO2 is the cop put, why? It is easy to blame CO2 on natural disaster vs
the real issue which is urban planning.
• All level of governments are failing to do proper risk management plans in
terms of mitigating impact of disasters.

Cost of Terrorism
• Terrorism costs the EU $180B -
https://www.weforum.org/agenda/2018/06/the-financial-cost-of-
terrorism-in-europe/
• Insurance Industry and Premiums “Despite the huge losses related to
the Sept. 11 terror attacks, the insurance industry is getting back on its
feet. Higher premiums and strong demand for new policies are
helping. But with terrorism coverage still not available for potential
multi-billion-dollar losses — the insurance, banking, and real estate
industries are lobbying Congress heavily to get the federal
government to step in as insurer of last resort. Critics say the move
amounts to a bailout for an industry that’s already recovered nicely on
its own. ” – Source - https://www.weforum.org/agenda/2018/06/the-

3. 1880s also meant there were no barriers and/or early warning systems like there are

4. City planners need to take some of the blame for their actions. Houston is good
example of poor urban planning - https://coast.noaa.gov/states/fast-

The cop out has been climate change as it is an easy deflection from systemic issues facing
urban planners.

on Climate Change
Summary / Threats
• Many groups go into hiding when they are either defeated or
stand no chance to win
• BAATH Party went into hiding after the second invasion
• Taliban Party went into hiding and now is taken part in attacks on
Afghanistan
• Many groups have cells. It takes money and time to monitor these cells
either within a country or globally
• It is difficult to de-radicalised people as they follow the scripts send by
their leaders
• Many groups have said they will attack people as they sleep

destruction, or the threat of destruction, of the environment by
states, groups, or individuals in order to intimidate or to coerce
governments or civilians. The term also has been applied to a
variety of crimes committed against companies or government
agencies and intended to prevent or to interfere with activities
allegedly harmful to the environment.

Forest Management/Forest Fire Fighting
• The Canadian Interagency Forest Fire Centre (CIFFC) provides
operational wildland fire-control services, as well as management and
information services to its Member Agencies. In addition to
coordinating services for all of the provinces, territories and the federal
fire management agencies, CIFFC often coordinates the sharing of
resources with the United States and other countries.
• Funding - Funding for the Centre is as unique as its management systems.
The Federal government contributes one-third of the Centre's operating
costs. The remaining two-thirds is funded by the provinces and territories on
the basis of their inventoried productive forest land. British Columbia, for
example, with large tracts of forest, pays 17% of the two-thirds while Prince
Edward Island pays only 0.1%.
• Provinces have to make requests for help. Availability of resources can be
based on current fire situation in each province.

The latest disaster in the works is a plan to cut Ministry of Natural Resources (MNR)
fire services to Kirkland Lake — a plan that will leave an area the size of France
without fire protection, says Kirkland Lake Mayor Bill Enouy.
“We have no protection in Timiskaming right now because they tell us they’re
protecting us from Cochrane or Timmins, which are 145 km away,” he told me.
Kirkland Lake was hard hit by forest fires in 2012. Without the MNR firefighters, those
infernos would have been even more devastating.
“During those big fires there were small fires that started south of us. If left unattended,
they would have surrounded the community,” Enouy said.
He’s worried that cutbacks to MNR will have an economic impact on the area.
Provincial parks and other services have already been cut.

Fort McMurray Fire
Source - http://globalnews.ca/news/3514190/province-to-release-2-reports-on-fort-mcmurray-wildfire-response-thursday-night/
A report into the Fort McMurray wildfire cites critical communications
breakdowns as the fire swept into the municipality and forced thousands to
flee. (Read the reports below).
Independent consultants that produced the report for the province noted that
in the early days of the fire in May 2016, the two crews battling the blazes
were operating through different command centers.
Communication broke down when one crew chief realized the fire would
enter Fort McMurray, but failed to inform crews in the Regional Municipality
of Wood Buffalo.

2017 Fire Season
• https://www.thestar.com/news/canada/2017/04/17/warm-dry-conditions-could-mean-more-forest-fires-this-summer-meteorologists-say.html
“If the forecast’s right that it’s a warmer than normal summer, we’ll probably
have more fires,” says Mike Flannigan, a meteorologist and professor in the
University of Alberta’s renewable resources department.
Flannigan says there are about 7,000 forest fires a year in Canada on average. But
that number can vary dramatically depending on the weather. Warm
temperatures mean a longer fire season, and more susceptible conditions.
• Climate Change people will say its all to do with global warming. FYI – There is no way to predict
a lightening strike – Oops, yes there is if you watch back to the future, lol
• Many provinces as well as federal government have curtail budgets when it comes forest
management, i.e. cutting bush back from rail routes, consolidation bases of operations for forest
fires, issues contract tenders (planes, copters, etc.)
Toronto Star – April 17, 2017
Forest Fires and Arson
• The fire started on May 21, 2018, and officials quickly determined it had been
caused by people. The evacuations lasted for more than a month as the fire
burned 32,000 hectares of forest in Manitoba and Ontario. Source -

• “A few years ago, the U.S. Forest Service had a conference on
PYROTERRORISM. Arson is encouraged against Infidels as JIHAD. Plans exist
on the internet for the manufacture of remote-controlled incendiary devices.
Nothing else explains the increased frequency and perceived randomness of these
fires. Unfortunately, it is not politically correct to even discuss the possibility of Pyro
terrorism even though it is discussed within the U.S. Forest Service. ”Source -

Source - http://thehill.com/opinion/energy-environment/366713-more-
eco-terrorist-attacks-on-energy-infrastructure-on-tap-for
Determined to disrupt the interstate transport of oil and natural gas throughout the
United States, a network of environmental activists is openly threatening to resort to
sabotage to achieve their ends. And having let their intentions be known, they are
crying foul now that law enforcement officials are taking their threats seriously.
Indeed, the recent past foreshadows what is to come. In October 2016, a group of
five demonstrators cut through padlocks and chains to enter the flow stations of the
Dakota Access Pipeline. Dubbed Valve Turners, they shut off the pipeline’s valves,
temporarily stopping the flow of oil through the pipeline. Local law enforcement
officials in North Dakota apprehended the group. A court found two of the protestors
guilty of felony charges, two more are awaiting trial, and a fifth was found guilty of
second-degree burglary.

  • 3. Disclaimer • This presentation looks at Eco Terrorism • Eco Terrorism is growing in terms of risk. All level of government need to look at the issues including water management, land management, forest management and building codes • More radical environmentalists are trying to hijack the government agenda when it comes to environment. • Many forest fires have been link to people setting them as part creating disruption within government • CO2 is the cop put, why? It is easy to blame CO2 on natural disaster vs the real issue which is urban planning. • All level of governments are failing to do proper risk management plans in terms of mitigating impact of disasters.

  • 6. Cost of Terrorism • Terrorism costs the EU $180B - https://www.weforum.org/agenda/2018/06/the-financial-cost-of- terrorism-in-europe/ • Insurance Industry and Premiums “Despite the huge losses related to the Sept. 11 terror attacks, the insurance industry is getting back on its feet. Higher premiums and strong demand for new policies are helping. But with terrorism coverage still not available for potential multi-billion-dollar losses — the insurance, banking, and real estate industries are lobbying Congress heavily to get the federal government to step in as insurer of last resort. Critics say the move amounts to a bailout for an industry that’s already recovered nicely on its own. ” – Source - https://www.weforum.org/agenda/2018/06/the- financial-cost-of-terrorism-in-europe/
  • 8. Today’s there are more people living close to ocean - https://coast.noaa.gov/states/fast-facts/economics-and-demographics.html (over 124M) 2. Climate Change / Environmental - https://www.slideshare.net/paulyoungcga/what- are-the-issues-facing-the-environment 3. 1880s also meant there were no barriers and/or early warning systems like there are today. 4. City planners need to take some of the blame for their actions. Houston is good example of poor urban planning - https://coast.noaa.gov/states/fast- facts/economics-and-demographics.html or https://www.theguardian.com/commentisfree/2017/aug/31/real-villains-harvey- flood-urban-sprawl The cop out has been climate change as it is an easy deflection from systemic issues facing urban planners. Trudeau blames flood on Climate Change
  • 9. Summary / Threats • Many groups go into hiding when they are either defeated or stand no chance to win • BAATH Party went into hiding after the second invasion • Taliban Party went into hiding and now is taken part in attacks on Afghanistan • Many groups have cells. It takes money and time to monitor these cells either within a country or globally • It is difficult to de-radicalised people as they follow the scripts send by their leaders • Many groups have said they will attack people as they sleep
  • 10. What is Eco Terrorism? destruction, or the threat of destruction, of the environment by states, groups, or individuals in order to intimidate or to coerce governments or civilians. The term also has been applied to a variety of crimes committed against companies or government agencies and intended to prevent or to interfere with activities allegedly harmful to the environment. • 12. Forest Management/Forest Fire Fighting • The Canadian Interagency Forest Fire Centre (CIFFC) provides operational wildland fire-control services, as well as management and information services to its Member Agencies. In addition to coordinating services for all of the provinces, territories and the federal fire management agencies, CIFFC often coordinates the sharing of resources with the United States and other countries. • Funding - Funding for the Centre is as unique as its management systems. The Federal government contributes one-third of the Centre's operating costs. The remaining two-thirds is funded by the provinces and territories on the basis of their inventoried productive forest land. British Columbia, for example, with large tracts of forest, pays 17% of the two-thirds while Prince Edward Island pays only 0.1%. • Provinces have to make requests for help. Availability of resources can be based on current fire situation in each province. •
  • 13. Ontario / McGuinty Source - http://www.torontosun.com/2013/12/17/liberals-latest-disaster-in-works-leaves-northern-ontario-vulnerable The latest disaster in the works is a plan to cut Ministry of Natural Resources (MNR) fire services to Kirkland Lake — a plan that will leave an area the size of France without fire protection, says Kirkland Lake Mayor Bill Enouy. “We have no protection in Timiskaming right now because they tell us they’re protecting us from Cochrane or Timmins, which are 145 km away,” he told me. Kirkland Lake was hard hit by forest fires in 2012. Without the MNR firefighters, those infernos would have been even more devastating. “During those big fires there were small fires that started south of us. If left unattended, they would have surrounded the community,” Enouy said. He’s worried that cutbacks to MNR will have an economic impact on the area. Provincial parks and other services have already been cut. Toronto Sun – December 17, 2013
  • 14. Fort McMurray Fire Source - http://globalnews.ca/news/3514190/province-to-release-2-reports-on-fort-mcmurray-wildfire-response-thursday-night/ A report into the Fort McMurray wildfire cites critical communications breakdowns as the fire swept into the municipality and forced thousands to flee. (Read the reports below). Independent consultants that produced the report for the province noted that in the early days of the fire in May 2016, the two crews battling the blazes were operating through different command centers. Communication broke down when one crew chief realized the fire would enter Fort McMurray, but failed to inform crews in the Regional Municipality of Wood Buffalo.

  • 16. 2017 Fire Season • https://www.thestar.com/news/canada/2017/04/17/warm-dry-conditions-could-mean-more-forest-fires-this-summer-meteorologists-say.html “If the forecast’s right that it’s a warmer than normal summer, we’ll probably have more fires,” says Mike Flannigan, a meteorologist and professor in the University of Alberta’s renewable resources department. Flannigan says there are about 7,000 forest fires a year in Canada on average. But that number can vary dramatically depending on the weather. Warm temperatures mean a longer fire season, and more susceptible conditions. • Climate Change people will say its all to do with global warming. FYI – There is no way to predict a lightening strike – Oops, yes there is if you watch back to the future, lol • Many provinces as well as federal government have curtail budgets when it comes forest management, i.e. cutting bush back from rail routes, consolidation bases of operations for forest fires, issues contract tenders (planes, copters, etc.) Toronto Star – April 17, 2017
  • 17. Forest Fires and Arson • The fire started on May 21, 2018, and officials quickly determined it had been caused by people. The evacuations lasted for more than a month as the fire burned 32,000 hectares of forest in Manitoba and Ontario. Source - https://www.msn.com/en-ca/weather/topstories/arson-charges-laid-in-wildfire-that- forced-evacuations-of-eastern-manitoba-first-nations/ar-AABRoig?ocid=spartanntp • “A few years ago, the U.S. Forest Service had a conference on PYROTERRORISM. Arson is encouraged against Infidels as JIHAD. Plans exist on the internet for the manufacture of remote-controlled incendiary devices. Nothing else explains the increased frequency and perceived randomness of these fires. Unfortunately, it is not politically correct to even discuss the possibility of Pyro terrorism even though it is discussed within the U.S. Forest Service. ”Source - https://wattsupwiththat.com/2018/08/14/green-fury-california-fires-caused-by- environmentalists-not-climate-change/

  • 19. Eco-Terrorism / Energy Sector Source - http://thehill.com/opinion/energy-environment/366713-more- eco-terrorist-attacks-on-energy-infrastructure-on-tap-for Determined to disrupt the interstate transport of oil and natural gas throughout the United States, a network of environmental activists is openly threatening to resort to sabotage to achieve their ends. And having let their intentions be known, they are crying foul now that law enforcement officials are taking their threats seriously. Indeed, the recent past foreshadows what is to come. In October 2016, a group of five demonstrators cut through padlocks and chains to enter the flow stations of the Dakota Access Pipeline. Dubbed Valve Turners, they shut off the pipeline’s valves, temporarily stopping the flow of oil through the pipeline. Local law enforcement officials in North Dakota apprehended the group. A court found two of the protestors guilty of felony charges, two more are awaiting trial, and a fifth was found guilty of second-degree burglary.
