Blankenship has over 30 years of experience in underground utilities, site development and construction project management. He is the president of his own contracting company and has managed large public works projects for state, county and city governments totaling over $50 million and involving utilities, roads, bridges and sewer/water infrastructure.
Waynewood l Force Main Rehabilitation Project Jan 8, 2021Fairfax County
The Waynewood I sewer pump station and its force main were built in the late 1950s. This project included the rehabilitation, by cured-in-place pipe lining, of roughly 700-feet of 8” force main made from asbestos cement pipe. The lining method presented less disturbance to the community compared to full replacement, as only minimal excavation was required.

This was an emergency project to stabilize an eroding stream on the eastern side of the Norman M. Cole., Jr, Pollution Control Plant along Old Colchester Road. The project included stream stabilization and realignment of a portion of the six-foot-high fence bordering the stream.

The Merrywood Force Main Rehabilitation project included rehabilitation of 1,080 linear feet of 6-inch force main, its discharge manhole, and the installation of a future bypass system in front of the pump station.
Flatlick Branch Phase II Stream Restoration ProjectFairfax County
The Flatlick Branch Phase II Stream Restoration project included restoration of 4,600 linear feet of Flatlick Branch and its tributaries, provided a sustainable channel form, pattern and profile to meet today’s developed landscape, added in-stream habitat enhancement and flood plain restoration, rock structures to provide grade control throughout the channel and provide energy dissipation, and the planting of the stream areas with native vegetation.
Gallows Road and Prosperity Avenue ImprovementsFairfax County
The Gallows Road and Prosperity Avenue improvements Project extended a four-foot concrete median along Gallows Road near the intersection of Prosperity Avenue to prevent illegal left turns. The Improvements include extending the existing median, resetting existing sign, eradicating existing pavement markings and placing new pavement marking around the new median.
Paul Springs Segment 1 & 2 Stream RestorationFairfax County
Restoration of approximately 1,800 linear feet of headwater tributaries of Paul Spring Branch that flow through Charles Goodman Park and Brickelmaier Park, and adjacent private properties.
