Les deux premiers chapitres du Rapport exposent les principales évolutions que connaissent les villes et la migration, examinent les différents environnements urbains qui, depuis peu, font face à un accroissement des flux migratoires internes ou internationaux, voire des deux, et mettent en évidence la diversification de ces flux. Le chapitre 3 s’intéresse à certains aspects de la vulnérabilité en milieu urbain – stratégies de subsistance et de mobilité, obstacles à l’accès aux ressources et formes particulières de vulnérabilité – qui touchent les populations les plus exposées, notamment les femmes migrantes. Le chapitre 4 analyse la façon dont l’urbanisation et les nouveaux schémas de mobilité peuvent contribuer à la réduction de la
pauvreté, à la croissance et au développement dans les villes et améliorer le bien-être des migrants. Le chapitre 5 étudie quelques-unes des conditions à réunir en matière de gouvernance urbaine pour inclure les migrants et favoriser les partenariats.
La dernière partie formule des conclusions et des recommandations dans la perspective d’initiatives futures visant à élaborer une gouvernance urbaine qui inclut les migrants, en se référant à l’intégration de la migration dans le cadre mondial de développement durable pour l’après-2015.
