Over thirty years of professional experience in large-scale global manufacturing
environments at Fortune 500 companies. Includes significant experience in marketing,
proposal preparation, and estimating and international business development.
Extensive negotiating experience in both domestic and international markets, as well as
with legal matters relating to government claims. Strong understanding of
manufacturing procedures as applicable to large-scale production programs and is able
to draft meaningful milestone charts and production and co-production programs for
negotiation purposes. Understands and is well versed in cultural differences as related
to business practices, as well as attendant government regulations. A goal-oriented

PROFESSIONAL EXPERIENCE
L-3 COMMUNICATIONS WESTWOOD – Tulsa, OK
2014-Present MANAGER, SUBCONTRACTS & BIDS/PROPOSALS
Responsible for the complete management of all major subcontracts on both land and
marine programs L-3 has. Duties include RFQ solicitation, cost/price evaluation,
negotiation, and contract closeout. In addition, responsible for developing an effective,
timely, and cost effective process for the development and evaluation of all bid
opportunities. Duties include the understanding of requirement, writing of proposal
plan, management of bid and proposal (B&P) budgets, pricing, and developing of
approval package for Senior Management.
EVERGREEN RESOURCE RECOVERY - New Orleans, LA
2012-2013 DIRECTOR, BUSINESS DEVELOPMENT
Started a new company with some friends from the ground up that could accept,
process and dispose of oily waste water from all types of ships working on the
Mississippi River. Responsible for developing relationships with both local and
international shipping agencies and educating them on our unique and approved
environmentally friendly process. Duties included identifying, pricing, and negotiating
long term service contracts for our services.
TEXTRON MARINE & LAND SYSTEMS - New Orleans, LA
2000-2012 MANAGER, BUSINESS DEVELOPMENT, MARINE SYSTEMS
Responsible for the promotion of Textron Marine & Land Systems’ Marine Products
throughout the Domestic and International Community. In this capacity, interacted with
many government agencies, customer facilities, agents, representatives, potential co-
production and partner factories, in order to access the customers’ requirements, as
well as the intricacies of developing a program. Acted as the champion for the resultant
proposals and spearheaded negotiating teams consisting of engineers, contracts
specialist and logistics professionals. Understands and adheres to FCPA statues and
export laws.
1997-1999 SR. PRICE ANALYST
Prepared, evaluated and negotiated major proposals ($10 to $200 Million) for both U. S.
Government and International Customers. Duties included evaluation of company rates
and factors, parametric estimating, cost analysis of subcontractor’s proposals, and
participation in all negotiations. Was also responsible for working as a member of a legal
team assigned to develop and negotiate a claim made to the U.S. Government, which
resulted in $7.5m recovered for the company.
LOCKHEED MARTIN MANNED SPACE SYSTEMS – New Orleans
1995-1997 SR. COST ANALYST
Responsible for all cost related functions for any procurement in excess of $1M.
Developed knowledge of the FAR and ASPM through negotiations with NASA and other
Government Agencies. Conducted final audits on selected contracts and performed
progress payment reviews on an annual basis. Acted as key member for all negotiations.
1994-1995 MATERIAL ENGINEERING
Responsible for representing the Material Department on the Change Planning Board.
Utilized Fast-Track Scheduling software for charts and graphs.
1992-1994 AUDITOR
Responsible for development and implementation of a Post Award Review Process for
purchase agreements and amendments in order to obtain statistical data used for process
improvement and CPSR (Contractor Purchasing System Review) Certification for
Lockheed Martin Manned Space Systems.

Analyzed statistical data and performed cost related functions on competitive
procurements, Blanket Purchase Agreements, and selected single source negotiated
procurements. Knowledge of FAR and ASPM regulations for cost and pricing data.
