2. Chief of the Mitigation, Preparedness and Continuity Branch in the Acquisition Operations

Serves as first line supervisor for 3 Section Chiefs (supervisory 1102s) and one GS-15 contract
specialist, and second line supervisor for 38 non-supervisory 1102s. Serves as a senior
acquisition expert. Plans, develops, implements, manages and administers complex, high-

Board. .
Deployed to American Samoa to award and administer a contract for the construction of new
homes for disaster survivors. Served as acting Chief of the Acquisition Operations Division (an
SES level position) at FEMA Headquarters from 30 March 2009 to 24 July 2009. Developed a
Procurement Request Package Preparation Guide, Contract Closeout Guide, Disaster Contracting
Guide and Commercial Solicitation Preparation Guide which are all being utilized by FEMA.
Deployed as the lead contracting officer to more than 11 Presidentially declared disasters
including the response to 9-11 in New York, the 2002 Olympic watch in Salt Lake City, and
multiple Florida hurricanes in 2004. Managed a cadre of up to 40 disaster contracting reservist

used as a training tool at FEMA. Served as the FEMA representative on the Emergency
Response and Recovery Community Working Group to develop a certification program in

Gov systems including Federal Business Opportunities, Contractor Performance System, Federal
