The modern university Library comprises repositories, publishing platforms and social media and is central to the dissemination mission of the University. Recent progress towards ‘Open Access’ has enabled research to be more effectively disseminated via the internet and aggregated into an Institutional Repository, empowering institutions to disseminate their own research and monitor associated metrics. A repository is also an ideal home for grey literature and research data, where IPR is more likely to be retained by universities which are increasingly minting DOIs for this type of content, ensuring persistence and enabling (alternative) metrics. This case study will present a Library led social media initiative at the University of Leeds examining local challenges and presenting usage data from Altmetric.com, Twitter Analytics and IRUS-UK.
The University of Leeds is a research intensive Russell Group University with a well-developed ecosystem of research oriented Twitter accounts. These include both University branded accounts overseen by schools, faculties or research groups as well as a huge number of ‘personal’ accounts operated by individual staff or students. In 2012 an account focussed on research data was set up in the Library as part of the Roadmap project but was used only sporadically before being rebranded in 2017 and used more actively to engage with the research community, to promote both OA research papers and datasets.
Themes and challenges include quantitative metrics, institutional and departmental oversight of social media, operational implications and sustainability.
Describes changes in scholarly publishing, and explains different options for open access. Tools for measuring journal impact such as Journal Citation Reports, SCImago and Ulrichsweb are highlighted and bibliometrics are described. Some altmetrics are considered

Fez is the University of Queensland’s (UQ) new digital repository management and workflow system. Robust and scalable, the open source system is Fedora-based and provides easy access to electronic content like theses, book chapters, articles and research output. Fez is based on PHP and MySQL and provides a user-friendly front-end to Fedora 2.1.1+. Highly flexible and configurable, Fez is an advanced administration and content management tool for digital repositories. This case study will show how Fez can be easily customised to manage a large, multi-user content entry project with complex security requirements. This capability is highlighted in UQ’s current Research Assessment Exercise (RAE), which will see international expert panels assessing multiple research articles from the University’s academic staff. Academic staff from different schools and centres must nominate their top three research works from the last five years to be deposited into Fez for review. Specific content models were developed to meet the reporting requirements of the RAE, including a 'citation view' facility, with links to either the object's digital object identifier or to a locally housed version of the file to grant reviewers full access to materials. To simplify metadata creation, Fez was integrated with data feeds from UQ central human resource systems to provide rich form controls based on cutting-edge AJAX technology. For example, an 'author suggest' control was developed to assist users by predicting an author’s name as it is typed, based on an institutional academic staff list. Fez is also being prepared for federated authentication and authorization based on the international standard eduPerson attributes, implemented with Shibboleth technology. This will assist future RAE processes by allowing external reviewers to authenticate using their own institutions central identity provider and Fez will be able to apply access control rules for these external reviewers based on their individual eduPerson attributes.

Glimpses of the Past: An Album on the 125th Birth Anniversary of Prof PC Moha...Kishor Satpathy
Professor Prasanta Chandra Mahalanobis, the doyen of Indian Statistics is known for his pioneering contributions to D2-Statistic and Large Scale Sample Surveys. He was born in a well established family in Calcutta on 29th June 1893 and completed his schooling from Brahmo Boys’ School. In 1912, he graduated with honours in Physics from Presidency College, Calcutta and completed Tripos in Mathematics and Physics from King’s College, Cambridge in the year 1915.
Professor Mahalanobis started his early career as an Assistant Professor in the Department of Physics, Presidency College, Calcutta. During the 1920s, Professor Mahalanobis set up a Statistical Laboratory in the same department. On 17 December 1931, the Indian Statistical Institute was founded by him as a learned society and housed in the Statistical Laboratory. The Institute was registered on 28 April 1932, as a non-profit distributing learned society under the Societies Registration Act (XXI of 1860) and is now registered under the West Bengal Societies Registration Act XXVI of 1961 amended in 1964.In the year 1959, the Institute become the ‘Institute of National Importance’ by an Act of Parliament of India. Under his dynamic leadership, the institute initiated and promoted the interaction of statistics with other natural and social sciences.
He was instrumental in setting up the National Sample Survey, Central Statistical Organization and introducing Statistical Quality Control System in India. Professor Mahalanobis contributed in a big way to economic planning of India. He was the main architect of India’s Second Five Year Plan (1956-61).
He had a long and close association with Rabindranath Tagore and was a great lover of art and literature. Professor Mahalanobis received several awards and honours from various academic societies all over the world. Professor Mahalanobis collaborated with various eminent scientist of different countries for scientific research. The era from the nineteen twenties to till his death in 1972 is considered to be the golden period in the history of statistics in India, marked by an intense development of statistics as a key technology, and its application for the welfare of mankind.
In order to tribute Professor Mahalanobis on his 125th Birth Anniversary, the Library Documentation and Information Science Division has brought out the current album with a selective collection of rare photos, which will highlight the glimpses of the life and works of Professor Prasanta Chandra Mahalanobis. Hope the reader will find the journey of Professor Mahalanobis a fascinating one !!

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

• During the 7th plan period(1985-90), the head of the ‘Working

services and interlinking of library systems.
• CALIBNET(Calcutta Library Network) & DELNET(Delhi Library
Network) was setup with the support of NISSAT(National
Information System in Science and Technology) in 1988.
• INFLIBNET(Information and Library Network) was established
by UGC in 1988 which became operational in 1991
• PUNET (Pune) in the year1992, ADINET(Ahmedabad) in 1993,
BONET (Mumbai) in 1994 were set up with the support of
NISSAT.

Oxford English Dictionary defines Consortium as a ‘temporary
cooperation of a number of powers, companies etc. for a
common purpose. It is an association of similar type of
organization/institution who are engaged for producing and
servicing the common things for providing services for a

8. Resource sharing in Assam University Library
• INFLIBNET Centre selected Assam University Library as one of the
participating libraries for automation and networking of library
services during IX th plan which allowed access to databases of
books, serials, thesis etc. In the year 2000 SOUL 1.0 was installed in
Assam University Library along with training to Library
Professionals. An ‘In-House Training Programme on SOUL 2.0 was
organized in the Library in collaboration with INFLIBNET in 2011.
Installation of SOUL 2.0 is in process.
• UGC in collaboration with INFLIBNET launched UGC-INFONET
Consortium which assists access to large number of E-Journals. In
2005 Assam University was one of the 50 Universities to be
included to get access to e-journals through this Consortium. The
Consortium Provides access to 5000+ e-journals and a number of
Bibliographic Databases.

• The usage statistics of the year 2010 indicates that the
journals of American Chemical Society were used mostly in
January, February, August, September & November with
highest usage in the month of September.
• Journals under JCCC,JSTOR, Taylor & Francis, Wiley-Blackwell
etc. were used inconsistently throughout the year.
• The Journals of Springer Link were used almost consistently
through out the year with the highest use in the month of
August.
• The least used journals were those of Cambridge University
Press.

25. Observations
• In the year 2011 the journals of American Chemical Society were
found to be consistently used throughout the year with the highest
access in the month of February and least in the month of January.
• Journals of Springer Link were consistently used with high rate of
usage throughout the year-highest in the month of April and least
in October.
• JSTOR journals had good usage statistics with highest in September
and lowest in January.
• Journals of American Institute of Physics, Cambridge University
Press, Institute of Physics, Project Muse, American Physical
society, Emerald, MathsciNet were found to have low usage
Statistics with journals of Project Muse being the lowest.

29. Observations
• The access hits of Springer Link is the highest followed by
American Chemical Society and the access of Project Muse is
the lowest.
• Access of e-journals increased during the year 2011 as
compared to the year 2010.
• The factors influencing the usage statistics are the semester
exams & vacations, resulting in the inconsistent access to
journals throughout the year.
• Internet Link failure and power cut problem of Barak Valley
affects the usage statistics of e-journals within the University
Campus.
30. DeLCON ELECTRONIC LIBBRARY CONSORTIUM : Objectives
DeLCON Electronic Library Consortium-launched in January 2009 by
Department of Biotechnology, Min. of Sc.& Tech. Govt.of India.
The main objectives and scope are:
• To promote better, faster and more cost-effective ways of providing
information resources to the officials at the consortia member
institution;
• To avoid duplication of subscription of journals and e-resources and
promote the rational use of funds by the consortia members;
• To ensure continuous subscription of e-resources and availability of
these to the scientists working at the consortia member
institutions;
• Better rates and terms for purchase of electronic journals;

Institutions with lesser costs;
• To strengthen library resources and services and co-
operation and communication amongst the member
libraries;

institutions.
32. FULL TEXT E-_RESOURCES ACCESSED THROUGH DeLCON
CONSORTIUM BY ASSAM UNIVERSITY
In North East India, 33 institutions are members of DeLCON
Consortia and Assam University is one of them. DeLCON
covers a total of 971 journals and a Database. All the
members can access these through DeLCON
portal(http://delcon.gov.in). The abstracts of papers can be
viewed and accessed free of cost. User statistics of DeLCON
Consortium could not be obtained.
33. RESOURCE SHARING SUNDER JCCC@ INDEST-AICTE
JCCC is J-Gate Custom Content Consortia for a group of
homogeneous consortia members, and JCCC-INDEST is J-Gate
Custom Content for the Indian National Digital Library in
Science and Technology (INDEST), a Consortium set by the
Ministry of Human Resource Development, Government of
India, on the recommendation made by the Expert Group
appointed by it under the chairmanship of Prof. N.
Balakrishnan13. Assam University Library has been identified
as one of the Resource Centre under JCCC programme. From
the year 2012 Document Delivery Service is being provided by
Assam University Library under JCCC@INDEST-AICTE.

37. RESOURCE SHARING UNDER DELNET
• DELNET, the Developing Library Network, was initiated at the India
International Centre Library in January 1988 and was registered as a
society in 1992.
• It was initially supported by the National Information System for Science
and Technology (NISSAT), Department of Scientific and Industrial
Research, Government of India.
• It was later supported by the National Informatics Centre, Department of
Information Technology, Ministry of Communications and Information
Technology, Government of India and the Ministry of Culture, Government
of India.
• DELNET has been established with an aim to promote
resource sharing activities among the libraries. Besides providing
computer services to users, it also collects, stores and disseminates
information.
• DELNET, at present has 1945 numbers of members in India which includes
Assam University Library and 21 numbers of members abroad.

40. CONCLUSION
• Resource Sharing and consortia arrangement of libraries is a cooperative activity.
• Libraries, with declining budgets and high cost of journals are under tremendous
pressure in subscribing to printed journals in order to serve the user community.
• Assam University is also facing such problems of financial crunch and escalating
cost of journals especially the foreign ones.
• In this context Library Consortia seems to be a boon not only for the libraries but
also for the users.
• The advantages of e-resources such as timely, retrospective and advanced search
features, easy to access, saves storage space, interactive, supports
multimedia, links to related references, unlimited in size etc. has made e-resources
more and more popular.
• This is evident by the increase in the usage rates of e-journals through UGC-
INFONET Consortium.
Assam University Library has still a long way to go in achieving its aims and
objectives in serving its clientele with better infrastructure and believed that the
use of e-resources will increase more in the coming years.
