Republic Act 10157, or "The Kindergarten
Education Law" and RA 10533, or the Enhanced
Basic Education Act of 2012 made Kindergarten
the compulsory and mandatory entry stage to basic
education. It provide that Kindergarten ducation shall
mean “one year of preparatory education for children
at least five(5) years old as a prerequisite for Grade
1.

VI. Enrolment Procedures
15. Age qualification for
Kindergarten learners in public schools
should be five (5) years old by June 1 of
every calendar year.

For Schools Commencing their school year
beyond:
June- Learners should be (5) y.o by June 1 and
the extension period ending until August 31.
July- Learners should be (5) y.o by July 1 and the
extension period ending until September 30.
August- Learners should be (5) y.o by August 1
and the extension period ending until October 31.

The school may consider learners entering
Kindergarten who will
turn five (5) years old by the end of August on the
condition that the Philippine Early Childhood
Development (ECD) Checklist must be
administered to the learner to ensure that the
learner is capable of meeting the expectations of
the grade level.

Parents may provide documentation
and/or certification of the learner’s
previous Early Childhood Education
(ECE) experiences (i.e., preschool, day
care, pre-Kindergarten) in addition to
the results of the Philippine ECD
Checklist.

School Heads must then submit a letter
stating the learner’s results from the
Philippine ECD Checklist and if there are any
additional documentation of ECE
experiences to the Schools Division
Superintendent (SDS), and secure written
permission from the SDS for these learners
to enter Kindergarten.

B. To recognize the right of
Private schools to impose
additional requirements that are
consistent with existing laws,
rules and regulations,

E. Private schools may impose special or additional
admission requirements. VI.15.E is hereby added to
DepEd Order No. 47, s. 2016
Additional requirements may include, but not limited
to the following:
i. Passing of an entrance or qualifying
examinations;
ii. Completing additional pre-kindergarten program
at an earlier age;

iii. passing other kindergarten readiness tools
that such private schools may administer;and
iv. such other requirements that private
schools may impose not contrary to existing
laws, rules and regulations to maintain such
private schools’ standards.

C. To accommodate Kinder and
Grade One enrollees in both public
and private schools for School Year
(SY) 2018-2019 and SY 2019-2020,
the ff: transitory provisions are
herein provided:

(1)For SY 2018-2019
i. Learners who completed
Kindergarten during SY 2017-2018
can enroll in Grade I, provided that
they turned five (5) years old within
SY 2017-2018;

years old within SY 2018-2019 can
be accepted to Kindergarten
provided they pass the Philippine

i. Learners who completed
Kindergarten during SY 2018-2019
can enroll in Grade I, provided that

strictly comply with the cut-off age
policy stated in DO No. 47, s. 2016,

Both incoming Kindergarten and
Grade I learners shall strictly comply
with the policy as stated under Item
VI.15.A of the enclosure to DO No. 47, s.

A birth certificate or baptismal
certificate is the documentary basis for
early registration. Learners without a
birth certificate may still enroll, but
must submit their birth certificate
within the school year (DepEd Order No.
1, s. 2015).

Kindergarten Catch-Up Education Program (KCEP)
refers to the various
educational delivery modes and interventions for
children above five (5) years
who are caught in difficult circumstances and/or
extreme poverty that they
missed schooling, attending Day Care Service, or
any kind of early childhood
learning opportunity.

At the end of the KCEP, teachers will
have to assess the learners using the
Philippine ECD checklist, and report
the learner’s performance by
accomplishing the Kindergarten
Progress Report.

These documents will
have to be turned over
the learner’s Grade I
teacher upon Enrolment.
The results of the
assessment will be used
by the Grade 1 teacher
to design or modify
instruction to met the
learner’s specific
needs.

Children who have completed alternative
Kindergarten programs not sanctioned by
the Department of Education (i.e. non-DepEd
accredited learning centers offering
Kindergarten, day care centers offering
Kindergarten, home-schooled students)

Must undergo a validating test
administered by the Bureau of
Education Assessment in the DepEd
Central Office. A representative from
BEA may be requested by the SDOs to
administer the validating test in their
respective SDOs.
