The American Road and Transportation Builders Association (ARTBA) supports the proposed rule by the National Oceanic and Atmospheric Administration (NOAA) and Fish and Wildlife Service (FWS) to streamline the critical habitat designation process under the Endangered Species Act by issuing the economic analysis at the same time as the designation. ARTBA represents 5,000 transportation construction firms and advocates to reduce delays in the environmental review process, which can currently take 9-19 years. While streamlining the process, FWS and NOAA should ensure economic analyses are thorough, transparent, and based on the best available data, and do not show bias for or against designations.
