The letter requests that the EPA develop a notification system to provide timely access to information about any legal actions against the EPA. Creation of a community garden is required do to several reasons. Additionally, its creation requires several components to be available for it to be successful.

Community gardens are required due to the fact that there is too much food insecurity in the country. Most households do not have sufficient access to essential nutrients due to inadequate incomes. Through measurement, reviews, the identification of good practices and policy dialogue, the OECD seeks to better understand, track and help to improve effective access to justice. Our work in this area is an essential component for the successful attainment of Sustainable Development Goal 16 - to promote the rule of law at the national and international levels and ensure equal access to justice for all.

If I was to define Public Policy, I would describe it as a group of political officials coming together to collaborate and make decisions are certain topics that effect the community. These decisions will ultimately aid in resolving current issues while avoiding replica's of the past with choices that did not fair well with the community (Rushefsky, 2013;2014;). These decisions should be made with the people's interests at heart and the desire to progress as a community. While these decisions are ultimately made by the council, I do believe that the public should have an influential impact on these decisions.
As far as Public Policies that have impacted myself and family the most in my small town of Beaufort, SC; I would definitely have to say the every day road construction. The city has agreed to include new traffic lights & circles among the town and in doing so, multiple lanes have been blocked and traffic flow is pretty grueling come five' O clock (Communications & Accountability Dept., 2018). I understand the purpose of this construction as to improve the over all quality for our community once finished, BUT the timeline for these changes is quite lengthy. I don't believe that I have lived in Beaufort, where there has not been some type of road construction or brief road closures. I believe that these changes were made as Beaufort is an ever growing community. As time has passed, our town has brought in more franchise businesses among our "mom & pop" businesses that used to flourish in this town. Some of them still do, but with two Marine Corps bases in the area like Parris Island, SC; we often have many families traveling to us every other week for their Marine's graduation and this brings even more traffic flow among the regulars in town. I surely hope that their road construction plan will be of great benefit in the future, but as is it seems like we are more backed up than ever before. It is an adjustment to say the least.
In regard to national policies that effect my family and I, I can't think of one that is specific to my family, but I do know that this act will effect my daughter when she begins school. This act is the "Children's Internet Protection Act" which ensures that schools are placing protection and blocks on their school computers to prevent children from being exposed to issues of an inappropriate nature on the internet (Federal Communications Commission, 2018). Its one thing to be able to monitor the activity that your child see's at home on your personal electronics. That can be easily prevented if you understand how to place appropriate blocks, but when you're children have to be away from you to learn, you want to know that they are in a safe environment where their minds and hearts will be protected at all times. One way interest groups influence public policy is simply with the reputation their group (or members) displays. There are many different ways this can be done but typically these are institutional groups such as the church (178). This website is an article is about the interest group, House Committee on Energy and Commerce and their hand in a victory in court against the Clean Air Act. Although there is some conflict in this article as whether or not these lobbyists’ actions were ethical, it shows that well known lobbyists can have great influence on decision making. These men made it a point to have their prestigious law firms posted on the briefs they prepared, a way of trying to show their influence to the cause. Peters describes this as “their actions are legitimated through the prestige of the institution” (178).

This website has the remarks by President Obama about the Disclose Act. This act would force corporate political advertisers to disclose where they get their funding during the time when their special interests were campaigning. Although this is generally not about the process of public policy I felt like it is a good example of limiting interest groups of their influence and to what extent the limit has impact. Peters discusses this idea when he states how important access to the political process and influence is to interest groups and when limited conflict between the two can arise (170-171). Ideas of corporatism are also within this example. Corporatism restricts the number on interest groups involved in the policy process (171).

One of the most powerful ways interest groups influence public policy is going straight to the public. Interest groups go out to neighborhoods and businesses or hold forums to spread the word on the topic at hand. Another popular way with interest groups to reach the public is with marches. Protests are also used by interest groups to get their point across. These actions are in Peters’ book where he states that things causing conflict, such as the possibility with protests or marches, are what will bring light to policy needs and potential solutions (174-175). Dear Acting Administrator Perciasepe,
Pursuant to the President's January 21, 2009 Open Government Directive (Directive) and the
Environmental Protection Agency's (EPA) Open Government Plan, the undersigned businesses
and organizations request the EPA develop a notification system that would immediately
provide all stakeholders with timely and transparent access to information involving any legal
action, or notice of intended legal action, against the EPA. In his Directive, the President
instructed federal agency heads to promote openness in government by "establishing a system
of transparency, public participation, and collaboration." The EPA has responded to the
President's directive by developing and implementing an Open Government Plan. The
development and implementation of the notification system described above will significantly
further these critical open government goals and address a significant hole in the public's
access to information while fulfilling the government's obligations to keep the public and
stakeholders informed of actions and developments of potential impact.
As representatives of virtually every sector of the economy, we are very concerned about a
growing path of influence, outside the confines of the Administrative Procedure Act's regulatory
process, whereby groups use lawsuits that seek to force federal agencies to issue regulations
that advance their policy priorities. These lawsuits are used to negotiate rulemaking schedules
and other concessions from agencies outside of the traditional regulatory process.
Unfortunately, impacted parties, including private citizens and states who may be subject to the
regulations at issue, have been denied the opportunity to intervene in these suits as some
courts have held that they lack standing to participate. See, e,g., Defenders of Wildlife v.
Jackson, 284 F.R.D. 1 (D.D.C. 2012); Center for Biological Diversity v. EPA, 2012 WL 909831
(N.D. Cal. Mar. 16, 2012); Center for Biological Diversity v. EPA, 274 F.R.D. 305 (D.D.C. 2011).
In our view, this "sue and settle" approach is contrary to the principles of transparency, public
participation, and collaboration that form the core of the President's Directive. It results in
settlement agreements and consent decrees with minimal disclosure and limited opportunity for
public comment that still have the force of law. Notably, the settlement agreements and consent
decrees reached in such cases often have unintended and far-reaching impacts on the general
public and the regulated community without providing affected interests with a timely and fair
opportunity to consider such impacts, and more importantly, be heard on the issue at hand.
Finally, this "sue and settle" approach forces a realignment of the government's priorities in an
environment where these resources are limited and will continue to decrease in the foreseeable
future.
2. More specifically, and despite the apparent efficiency of settlement agreements and consent
decrees in some legitimate contexts, the "sue and settle" approach threatens the principles of
the President's Directive as these discussions and agreements are typically reached with a
restricted group of interested parties in the absence of full and broad stakeholder participation,
collaboration and input. In the occasions the government does provide an opportunity for public
comment after an agreement is reached, it is typically perfunctory, allowing at most minimal
changes in order to avoid unraveling the settlement. Furthermore, the negotiated deadlines for
rulemaking are frequently so compressed that the EPA lacks adequate time and resources to
review and respond to comments before issuing final rules. Public participation is therefore
foreclosed twice—at the settlement and at the rulemaking stages- resulting in a final agency
action that circumvents the intended role of public participation, fails to account for broader
views, and inevitably leads to even more litigation.
In our view, providing the general public and the regulated community with timely and
transparent access to information involving any legal action, or notice of intended legal action,
against the EPA is appropriate and can be achieved through the vehicle of a notification system.
Such a tool could be a web portal or list serve that would provide information about such actions
or communications in a judicious fashion. In fact, EPA's current database of civil cases and
settlements (http://cfpub.epa.gov/compliance/cases/) provides similar information in EPA
enforcement actions and could serve as a ready-made template to disclose information in
actions against EPA.
Ultimately, we believe in many cases such transparency would allow collaboration with, and
input from, the general public and the regulated community and would lead to more resilient
outcomes in any actions or intended actions against the agency and a better use of government
resources. Essentially, this tool would accomplish the goals of the President's Directive to: 1)
"disclose information rapidly in forms that the public can readily find and use;" 2) afford
"Americans increased opportunities to participate in policy making and to provide their
Government with the benefits of their collective expertise and information;" and 3) allow the
government to "use innovative tools, methods and systems to cooperate among themselves,
across all levels of Government, and with nonprofit organizations, businesses and individuals in
the private sector."
