4. Consulting of Hydro Power Plants
 Preparation of tender document, Bidder Evaluation and identification of right E&M contractor and Study of Contract
Agreement: RAPL will prepare tender document based on PFR and DPR, Evaluate bidder and identify the right E&M Contractor on the
basis of merit. RAPL will ensure the contractor uses best quality material and follow best practices as mentioned in the signed contract
agreement.
 Study of Design documents submitted by E&M contractor: RAPL will review the drawings and design calculations provided by the
E&M contractor. It includes reviewing of Electrical SLD scheme, Plant GA and Switchyard Layout, Earthing, TG and Transformer
specifications, Bill of Materials selection, Drawings verifications of all Control and Power panels including Turbine-Generator control panel,
LTAC panel, Transformer and Line Panel, Incoming and Outgoing breaker panel, Switchyard equipments.
RAPL will ensure the supplier provides best System to meet plant requirement for smooth commissioning and regular plant operations.
 Material Inspection and Technical review meetings with Suppliers: RAPL will do Inspection of Generator, turbine and its
auxiliaries, transformer and Panels as per the drawings submitted by the supplier.
RAPL will do Offline control panel testing and check sequence of Operations at supplier’s factory.
RAPL will test Protection relays settings and simulation testing as per SLD scheme.
RAPL will follow stringent FAT practice so as to avoid delays during commissioning at site.
 Providing skilled manpower/ Operators: RAPL will provide skilled Plant Operators for plant operations. Manpower shall be given
3-4months classroom and onsite customized training meeting customer plant operations.
It includes, One Engineers having programming knowledge on PLC, SCADA and Governor and Protection relays. Knowledge on Project
 Experienced Commissioning Supervisor : RAPL will provide experienced Commissioning Supervisor during Plant Erection and
Commissioning activities. The role of the engineer will be to supervise the activities carried out by the Supplier’s Erection and
