During this period I focused on a variety of jobs in the planning profession. All of them, even those with the
private employers, involved strategic public policy planning and implementation:
1972 to 1974: Land Planner, MKGKY in Honolulu
1976 to 1979: Planner V, State DPED
1979 to 1980: Program Planner, Alu Like, Inc.
1980 to 1981: Senior Planner, Daly and Associates, Honolulu
1981 to 1987
This period saw the creation of two private market research companies doing primary and secondary research
for a wide range of clients. Skills were honed in the areas of understanding and affecting public opinion and
public behavior. During this period we performed hundreds of surveys and other opinion gathering research for
public and private clients, including NOAA, DBED&T’s predecessor DPED, and Hawaii Housing Authority.
1981 to 1984: Founding Partner, Hawaii Opinion (today called “The OmniTrak Group”; two other
partners from our original firm own SMS Research and QMark Research)
1984 to 1987: Owner, Renkoa, Inc.
1991 to 2004
This period was extremely important as it allowed me to understand the working of the State and County at the
highest administrative levels. And it reconnected me to my roots as a native Hawaiian and allowed me to make
meaningful and significant contributions to that community.
1991 to 1994: Director of Land Development and Land Management, DHHL
1994 to 1998: Director of the TDAG, DHHL
1999 to 2003: Chairman, Hawaiian Homes Commission and Director of DHHL
2004 to 2006: Vice President, Community Relations, Kamehameha Schools
2006 to Present
2006 to present: President, Solutions Pacific
In my current capacity as a private consultant, I take on many assignments, most of which have a strong
strategic planning requirement and which tap into skill sets developed over the years. I leverage my
understanding and relationships at the State and Federal levels of government. Among them:

2009 Hurricane and Tsunami Evacuation Behavioral Studies, All Counties
2010 Preparation of multiple studies and reports for State Historic Preservation Office as they recover
from NPS’ Corrective Plan
2012 Sub-contractor on the County’s Oahu Emergency Evacuation Plan (on-going)
2013 Sub- contractor on the County of Kauai’s Lihue Community Plan (on-going)
