serving as team leader to sub-consultants and associates with a range of expertise. In addition, she also
served in various leadership roles for community and non-profit organizations that involved advocacy, fund
development, and institution-building.
• She has over 35 years of management experience emphasizing a collaborative yet decisive style in a variety
of settings—from the US Mainland, Alaska and Hawaii to the Pacific Island nations including the
Philippines.

HIGHLIGHTS OF PROFESSIONAL AND CONSULTING EXPERIENCE
1987-to date Principal Consultant/ Planner. Founded DesignLab in 1987 recognizing the need for a
consulting firm to provide facilities planning and procurement services for institutions and
government entities. A list of projects she has completed, and clients she has worked with
are shown in Attachment A. As principal, she is responsible for all aspects of the firm.
2012-2014 President & COO. Provided the leadership role for the non-profit corporation that owns
and operates the Filipino Community Center located in Waipahu, Hawaii. Initiated
culturally-relevant programs that resonated with the non-profits’ stated mission and was
responsive to the needs of the surrounding community; prepared budgets and reports;
responded to directives of its board of directors; coordinated activities of various
committees; initiated fund development activities; supervised staff, consultants and building
management; wrote grants, newsletters, press releases and others.
2010-2012 Contract Administrator. Supervised construction management personnel in performing
program and contract administration requirements of State and Federal assisted programs
for the Hawaii Public Housing Authority (HPHA) facilities statewide.

1998-2001 Executive Director & Project Manager. Represented the Filipino Community Center of
Hawaii in working with the landowners to secure land for the center and assisted in
community organizing to assure political clout for the non-profit; developed needs-
assessment and concept studies; prepared budgets, developed procurement policies in line
with federal and state funding rules; negotiated and monitored contracts; wrote grants;
supervised staff and volunteers; provided the oversight for the use of Federal, State and
foundation monies.
1984-1987 Project Manager at Aotani & Associates, Inc. Was responsible for all aspects of the
firm’s consulting projects; negotiated and monitored contracts with clients and sub-
consultants; prepared project budgets; supervised staff and provided the technical
recommendations to complete each project, including public presentations.
1983-1984 Planner, Council Services, City & County of Honolulu. Served as staff to one of the City
Council’s Committees as it prepared proposed changes to the City’s Development Plans for
approval by the City Council.
1978-1983 Senior Planning Consultant, Space Management Consultants, Inc. Completed courthouse
and correctional consulting projects in Alaska, Texas, North Dakota, Rhode Island and
other US Mainland states.
1976-1977 Technical Writer/Planner, National Economic Development Authority (NEDA),
Philippines. Prepared economic development plans particularly in the agriculture and
infrastructure sectors; developed statistical models based on data collected.
