PROFILE
A seasoned and effective public involvement specialist, political consultant, with extensive experience in public
engagement, communications, government relations, media relations, public affairs and organizing with years of
experience in low-income and minority communities.
 Currently works with various communities and local elected officials in Santa Clara County to inform and engage
them on transportation related projects.
 Served as Regional (Bay Area) Transportation Policy Director for local non-profit working to create world-class
public transportation and walkable communities in the Bay Area and beyond. Helped build diverse coalitions,
influence policy, and develop innovative programs to improve the lives of all people and protect the environment.
 Worked on over two dozen local, statewide, and national campaigns in last 10 years.
 Conducted over a dozen trainings (political and transportation related) around the nation to various groups.
 Served as Public Involvement Manager on two large scale Environment Impact Statements and one
Environmental Assessment in conjunction with the Regional Transportation District and Colorado Department of
Transportation.
 Served as managing editor of local bilingual newspaper.
 Completely fluent in English and Spanish – served as bilingual spokesperson and translator for several

EMPLOYMENT HISTORY
2012 – Present Government Affairs Valley Transportation Authority
As a Government Affairs representative for VTA I perform a full range of activities in support of VTA's local
government relations, public affairs, and working with the VTA Board of Directors and General Manager. Tasks
include staffing the various policy committees as well as writing and editing material for VTA, program
conceptualization and development, and making presentations. I am currently working on a number of VTA
projects providing the before mentioned services. Government Affairs is responsible for developing and
coordinating VTA’s legislative and intergovernmental programs at the federal, state, regional, and local levels.
Staff analyzes the impact of legislative and regulatory issues, and develops a coordinated strategy for responding
to these issues.
2011-2012 Transportation Policy Director TransForm
TransForm is a non-profit that works to create world-class public transportation and walkable communities in the
Bay Area and beyond. It builds diverse coalitions, influences policy, and develops innovative programs to improve
the lives of all people and protect the environment. TransForm has won literally billions of dollars and
groundbreaking policies in support of public transportation, smart growth, affordable housing, and
bicycle/pedestrian safety.
As the Transportation Policy Director I lead efforts to influence transportation policy and funding decisions in the
Bay Area, overseeing all nine counties and 26 transit agencies including the region’s first Sustainable
Communities Strategy, an integrated transportation and land use plan to reduce the region’s greenhouse gas
emissions, improve public health and make communities more affordable. I have worked with the various
transportation agencies as well as the Metropolitan Transportation Commission on numerous issues.
2010-2011 Program Development Specialist National Transit Institute
The National Transit Institute (the education institute for the Federal Transit Administration, FTA), housed at
Rutgers, The State University of New Jersey, was established to develop, promote, and deliver training and
education programs for the public transit industry. The National Transit Institute’s mission is to provide training,
education, and clearinghouse services in support of public transportation and quality of life in the United States. It
identifies needs; promotes, develops, and delivers high quality programs and materials through cooperative

partnerships with industry, government, institutions, and associations; and it serve as a catalyst for enhancing
skills and performance in public transportation.
As a program development specialist I was responsible for developing and maintaining cooperative partnerships
with national industry, government, institutions, and transportation experts. I served as a transportation subject
expert in the development of courses taught nationally for the Federal Transit Administration. I monitored and
improved current courses and tracked transportation legislation nationally. I represented the institute at various
industry meetings, committees, and conferences; made presentations and traveled throughout the United States
as needed.

stretch spanning from center of urban Denver, through residential and rural areas of northern Colorado, ending in
Thornton Colorado.

As the manager of Public Involvement and Public Relations I informed and educated the public and all interested
parties about the expansion process, I organized community meetings and produced pamphlets, posters, and
website information for distribution (in English and Spanish), I responded to concerns of environmental justice-
meeting with local government officials and representatives and ensured their proper involvement, and
represented the entire project as a media spokesperson. I managed up to ten sub-consultant firms for this project.
2004-2005 EPA Project Consultant RESOLVE Inc /Keystone Center
Subcontracted to RESOLVE/Keystone Center for the Healthy Air for North Denver (H.A.N.D) project sponsored
by the Environment Protection Agency H.A.N.D was a community-based endeavor designed to address
environmental concerns in the predominantly low-income Latino and African American neighborhoods of North
Denver, Colorado
As EPA Project Consultant I mobilized public outreach, convened public meetings, and managed the creation of a
broad based coalition of community and business members to identify concerns and provide continual feedback
to the EPA.
2004 Public Participation Consultant (Hispanic Community) Intermountain Corporate Affairs
Subcontracted to private corporation managing Environmental Assessment (EA) for the “Ports to Plains”
Transportation Corridor Development and Management Plan. The “Ports to Plains” Corridor is a transportation
area spanning from Laredo, Texas to Denver, Colorado.
As Hispanic Public Participation Consultant I designed an outreach plan to manage the distribution of information,
enhance public awareness, and increase public involvement among Hispanic communities along the corridor.
2003-2005 Public Outreach & Community Research Consultant Neighborhood
Solutions Inc
Subcontracted to Community Development Corporation managing the official Environmental Impact Statement
(EIS) for the Colorado Department of Transportation’s expansion of the I-70 highway east of Denver to the
Denver International Airport. This project intersected with various low-income minority neighborhoods living with
long standing impacts from previous public development projects and special attention was needed to engage
these residents.
As manager of Public Outreach and Community Research I was responsible for the design/creation, execution,
and processing of a door to door survey of 26,000 households in the corridor. The survey was the first of its kind
for an EIS in Colorado as it both oversampled low-income African American and Latinos (who were
disproportionately impacted by the expansion project and who previously expressed concerns about environment
justice) and generated responses via in-person contact ensuring a larger pool of respondents and greater
reliability with the results. I managed and supervised an average of 30 employees for the duration of the project.
I also aided in managing public involvement including dissemination of information, organizing and facilitating
public meetings, meeting with individual residents, meeting with elected officials, and providing Spanish language
translations for all print, web, and media information.
2001-2002 Managing Editor El Semanario/The Weekly Issue
El Semanario/The Weekly Issue is a bilingual newspaper in the Denver metro area with broad circulation and
reported 55,000 readers that covers local and national news.
Responsible for managing the production, design, and distribution of articles, and images, in this statewide
bilingual newspaper. Managed and supervised a staff of approximately six reporters and five columnists.
Regularly contributed to reporting articles. Translated articles from English to Spanish.

Development Agency) as part of the Mayor’s ”Focus Neighborhood Initiative” Program – an effort to identify the
top sixteen economically depressed neighborhoods and offer concentrated and coordinated assistance across
city agencies.
As the principal investigator/researcher I designed and executed a needs assessments survey for the following
neighborhoods in Denver County: Clayton, Elyria/Swansea, Globville, Jefferson Park, Lincoln Park, Skyland/City
Park, Villa Park, Valverde, Westwood. I was also responsible for processing survey results, generating a final
report for each neighborhood, and presenting these at neighborhood meetings and to relevant city agencies.

(Taught Spanish to President Obama for Spanish language radio and TV media) EMPLOYMENT HISTORY 2012 – Present Government Affairs Valley Transportation Authority As a Government Affairs representative for VTA I perform a full range of activities in support of VTA's local government relations, public affairs, and working with the VTA Board of Directors and General Manager. Tasks include staffing the various policy committees as well as writing and editing material for VTA, program conceptualization and development, and making presentations. I am currently working on a number of VTA projects providing the before mentioned services. Government Affairs is responsible for developing and coordinating VTA’s legislative and intergovernmental programs at the federal, state, regional, and local levels. Staff analyzes the impact of legislative and regulatory issues, and develops a coordinated strategy for responding to these issues. 2011-2012 Transportation Policy Director TransForm TransForm is a non-profit that works to create world-class public transportation and walkable communities in the Bay Area and beyond. It builds diverse coalitions, influences policy, and develops innovative programs to improve the lives of all people and protect the environment. TransForm has won literally billions of dollars and groundbreaking policies in support of public transportation, smart growth, affordable housing, and bicycle/pedestrian safety. As the Transportation Policy Director I lead efforts to influence transportation policy and funding decisions in the Bay Area, overseeing all nine counties and 26 transit agencies including the region’s first Sustainable Communities Strategy, an integrated transportation and land use plan to reduce the region’s greenhouse gas emissions, improve public health and make communities more affordable. I have worked with the various transportation agencies as well as the Metropolitan Transportation Commission on numerous issues. 2010-2011 Program Development Specialist National Transit Institute The National Transit Institute (the education institute for the Federal Transit Administration, FTA), housed at Rutgers, The State University of New Jersey, was established to develop, promote, and deliver training and education programs for the public transit industry. I managed up to ten sub-consultant firms for this project. 2004-2005 EPA Project Consultant RESOLVE Inc /Keystone Center Subcontracted to RESOLVE/Keystone Center for the Healthy Air for North Denver (H.A.N.D) project sponsored by the Environment Protection Agency H.A.N.D was a community-based endeavor designed to address environmental concerns in the predominantly low-income Latino and African American neighborhoods of North Denver, Colorado As EPA Project Consultant I mobilized public outreach, convened public meetings, and managed the creation of a broad based coalition of community and business members to identify concerns and provide continual feedback to the EPA. 2004 Public Participation Consultant (Hispanic Community) Intermountain Corporate Affairs Subcontracted to private corporation managing Environmental Assessment (EA) for the “Ports to Plains” Transportation Corridor Development and Management Plan. The “Ports to Plains” Corridor is a transportation area spanning from Laredo, Texas to Denver, Colorado. As Hispanic Public Participation Consultant I designed an outreach plan to manage the distribution of information, enhance public awareness, and increase public involvement among Hispanic communities along the corridor. 2003-2005 Public Outreach & Community Research Consultant Neighborhood Solutions Inc Subcontracted to Community Development Corporation managing the official Environmental Impact Statement (EIS) for the Colorado Department of Transportation’s expansion of the I-70 highway east of Denver to the Denver International Airport. This project intersected with various low-income minority neighborhoods living with long standing impacts from previous public development projects and special attention was needed to engage these residents. As manager of Public Outreach and Community Research I was responsible for the design/creation, execution, and processing of a door to door survey of 26,000 households in the corridor. The survey was the first of its kind for an EIS in Colorado as it both oversampled low-income African American and Latinos (who were disproportionately impacted by the expansion project and who previously expressed concerns about environment justice) and generated responses via in-person contact ensuring a larger pool of respondents and greater reliability with the results. I managed and supervised an average of 30 employees for the duration of the project. I also aided in managing public involvement including dissemination of information, organizing and facilitating public meetings, meeting with individual residents, meeting with elected officials, and providing Spanish language translations for all print, web, and media information. 2001-2002 Managing Editor El Semanario/The Weekly Issue El Semanario/The Weekly Issue is a bilingual newspaper in the Denver metro area with broad circulation and reported 55,000 readers that covers local and national news. Responsible for managing the production, design, and distribution of articles, and images, in this statewide bilingual newspaper.
