Overview Many small businesses today are compelled to compete globally. But the global marketplace is driven by a new business principal: the producer with the highest quality tends to be the one with the lowest costs (Kobu & Greenwood, 1991). In such a business environment, TQM methods are needed more than ever by small businesses attempting to compete with large corporations. However, recent evidence suggests that TQM is being abandoned by organizations because:  1) It is too time consuming and cumbersome; 2) Lack of focus on external processes;  3) a focus on minimum standards;  4) and delegation of quality to "experts" rather than real people of the organization. (Harari, 1993).
