An evaluation of HR policies on expatriates’ manpower used
during the preparation for the 2022 World Cup in Qatar
Introduction
Qatar will be hosting the upcoming FIFA world cup in 2022. It was estimated that a total budget
of $6.5 billion is spent to build the stadium and training sites. The Doha government has signed
with numerous Asian countries to bring in migrant workers to build the infrastructure for the
world cup. The number of migrant workers employed are close to two million, from the
following countries Asia, Africa and the Middle East.
The Doha government has this kafala system meaning sponsorship system, used to monitor
migrant labourers working primarily in the construction and domestic sectors. The system
requires all unskilled labourers to have an in-country sponsor, usually their employers who is
responsible for their visa and legal status. The kafala system works against the migrant workers
and benefits the employers. Due to the system practised by the Doha government, many
migrant workers who are employed in the building of the world cup stadium have suffered
miserably (Montague, 2013).
Aims and Objectives
The studies aim to understand how the Kafala system works, extracts taken from the daily and
studies indicate that the government of Qatar has acknowledged and aware of the issues faced
by the migrant workers, as the ITUC (International Trade Union Confederation-Building

Worker’s Power) have issued a statement requesting the Doha government to scarp the
exploitative system of sponsored labour which affects two million migrant workers in Qatar.
The objective to use this as a case study in future researches pertaining to subject matters
pertaining to the challenges faced by migrant workers (March & C, 2015).
Literature Review
Challenges faced by Migrant workers
In the literature review, we will discuss on the kafala system and why this system has created
so much misery and suffering to the migrant workers. The so called Kafala system ties
employees to a specific employer, creating a de factor form of slavery to the two million
migrant workers living within its border.
The kafala system allows the employers to confiscate passports, charging exorbitant agent fees
and the inability for workers to access the courts for redress. It also has an exit visa system not
allowing the migrant workers to leave the country without the sponsors approval. Due to this
many migrant workers from India, Bangladesh and Pakistan work long hours for little pay in
the construction industry, with a temperature that reaches 50 degrees. There is a high rate of
death due to heart attack and other illness because they were denied access to free drinking
water in the desert heat, their living condition, wages not paid for months, unable to remit
money back home, restriction to freedom of movement and many other physical abuses equal
to slavery (Worall, 2015).
Human Resource Practises in Qatar
Human Resources plays a vital in sustaining the harmony of workers and their living
conditions, the Labour ministry in Doha under the kafala system is created to benefit the
government, employers and other entities through the migrant labours. It is critical to evaluate
the economic growth of the country through the migrant workers and this paper studies on how

the labour department can bring about the changes involving the migrant issue at hand (ITUC,
2014).
Maslow’s Theory
Maslow’s hierarchy of needs theory proposed by Abraham Maslow in his paper “A theory of
Human Motivation” in 1943. The theory basically is on individual motivation and
development. This theories’ point out that human beings want being, Maslow argues that
people have some needs because they are social and psychological entities and have a need to
satisfy, which is classified as Self-actualization needs, esteem needs, social needs, safety needs
and psychological needs (McLeod, 2018).
Controversy of past World Cup in Russia
The similar story of Qatar, what had happened in Russia the intimidation experienced by the
workers, was a major problem but not the only one. Working conditions were severe, workers
had to weld and hammer at great height, often without safety equipment’s, work in freezing
temperatures of 25 degrees Celsius. Workers died from work accidents on the construction
sites. The issue was intervened by the ITUC, who conducted interview and had discussion with
the Russian government and FIFA, which came about the reform on migrants working and
living condition. This relates back to the human right bodies in protecting the migrant worker
rights and how important the human resources in tackling such issues (Williamson, 2018).
Methodology
Primarily and secondary data will be used, for the primary data an attempt will be made to
interview 2-3 migrant workers through a translator on the condition of anonymity and ensuring
that their privacy is protected to avoid punishment in Qatar from their employers, for the
secondary data it will comprise of past and present research on this subject.

Finding and Discussion
The finding and discussion will discuss on the law changes allowing the majority of migrant
workers to leave Qatar without the permission of the employers and a change in the kafala
system.
Conclusion
The study will conclude on the areas covered in the dissertation, the Maslow theory on cultural
dimension, reform of system in Qatar, how unethical conduct of business has tarnished the
lives of many immigrant workers. What would be the best approach to overcome this issue
from recurring for the migrant workers in the future world cup construction (Qscience, 2018).

  • 1. 1 STUDENT NAME : OSMAN ELTAYB STUDENT ID : ELT15403262 An evaluation of HR policies on expatriates’ manpower used during the preparation for the 2022 World Cup in Qatar Introduction Qatar will be hosting the upcoming FIFA world cup in 2022. It was estimated that a total budget of $6.5 billion is spent to build the stadium and training sites. The Doha government has signed with numerous Asian countries to bring in migrant workers to build the infrastructure for the world cup. The number of migrant workers employed are close to two million, from the following countries Asia, Africa and the Middle East. The Doha government has this kafala system meaning sponsorship system, used to monitor migrant labourers working primarily in the construction and domestic sectors. The system requires all unskilled labourers to have an in-country sponsor, usually their employers who is responsible for their visa and legal status. The kafala system works against the migrant workers and benefits the employers. Due to the system practised by the Doha government, many migrant workers who are employed in the building of the world cup stadium have suffered miserably (Montague, 2013). Aims and Objectives The studies aim to understand how the Kafala system works, extracts taken from the daily and studies indicate that the government of Qatar has acknowledged and aware of the issues faced by the migrant workers, as the ITUC (International Trade Union Confederation-Building
  • 2. 2 Worker’s Power) have issued a statement requesting the Doha government to scarp the exploitative system of sponsored labour which affects two million migrant workers in Qatar. The objective to use this as a case study in future researches pertaining to subject matters pertaining to the challenges faced by migrant workers (March & C, 2015). Literature Review Challenges faced by Migrant workers In the literature review, we will discuss on the kafala system and why this system has created so much misery and suffering to the migrant workers. The so called Kafala system ties employees to a specific employer, creating a de factor form of slavery to the two million migrant workers living within its border. The kafala system allows the employers to confiscate passports, charging exorbitant agent fees and the inability for workers to access the courts for redress. It also has an exit visa system not allowing the migrant workers to leave the country without the sponsors approval. Due to this many migrant workers from India, Bangladesh and Pakistan work long hours for little pay in the construction industry, with a temperature that reaches 50 degrees. There is a high rate of death due to heart attack and other illness because they were denied access to free drinking water in the desert heat, their living condition, wages not paid for months, unable to remit money back home, restriction to freedom of movement and many other physical abuses equal to slavery (Worall, 2015). Human Resource Practises in Qatar Human Resources plays a vital in sustaining the harmony of workers and their living conditions, the Labour ministry in Doha under the kafala system is created to benefit the government, employers and other entities through the migrant labours. It is critical to evaluate the economic growth of the country through the migrant workers and this paper studies on how
  • 3. 3 the labour department can bring about the changes involving the migrant issue at hand (ITUC, 2014). Maslow’s Theory Maslow’s hierarchy of needs theory proposed by Abraham Maslow in his paper “A theory of Human Motivation” in 1943. The theory basically is on individual motivation and development. This theories’ point out that human beings want being, Maslow argues that people have some needs because they are social and psychological entities and have a need to satisfy, which is classified as Self-actualization needs, esteem needs, social needs, safety needs and psychological needs (McLeod, 2018). Controversy of past World Cup in Russia The similar story of Qatar, what had happened in Russia the intimidation experienced by the workers, was a major problem but not the only one. Working conditions were severe, workers had to weld and hammer at great height, often without safety equipment’s, work in freezing temperatures of 25 degrees Celsius. Workers died from work accidents on the construction sites. The issue was intervened by the ITUC, who conducted interview and had discussion with the Russian government and FIFA, which came about the reform on migrants working and living condition. This relates back to the human right bodies in protecting the migrant worker rights and how important the human resources in tackling such issues (Williamson, 2018). Methodology Primarily and secondary data will be used, for the primary data an attempt will be made to interview 2-3 migrant workers through a translator on the condition of anonymity and ensuring that their privacy is protected to avoid punishment in Qatar from their employers, for the secondary data it will comprise of past and present research on this subject.
  • 4. 4 Finding and Discussion The finding and discussion will discuss on the law changes allowing the majority of migrant workers to leave Qatar without the permission of the employers and a change in the kafala system. Conclusion The study will conclude on the areas covered in the dissertation, the Maslow theory on cultural dimension, reform of system in Qatar, how unethical conduct of business has tarnished the lives of many immigrant workers.
