Project Description:
The Public Safety Headquarters (PSHQ) is the new headquarters for both the
Police Department (PD) and the Fire & Rescue Department (FRD), and is located
at 12099 Government Center Parkway, Fairfax. It replaces the aging and badly
deteriorating Massey Building, which has operated for many years as the
headquarters for both departments. The new facility consists of a 274,000
square foot office building and an 860-stall parking structure, located on a 9.3-
acre site, on the Government Center campus, adjacent to the Herrity Building.
The 160-ft high-rise office building has eight levels of occupied space and a
two-level mechanical penthouse at the top of the structure. The office building
is connected on Level 2 via an elevated pedestrian bridge to the parking
structure, which has five parking levels including the top-deck. The PSHQ
building has a fire suppression system and is fully sprinklered.
Public Areas:
In addition to Police and Fire & Rescue administrative offices and support areas,
the first three levels of the PSHQ are open to the public and include shared
recruiting & testing areas and multi-purpose rooms, FRD’s Fire Alarm &
Sprinkler Systems Training (FASST) Lab, Occupational Health Center, and Fire
Prevention Plan In-Take Counters, as well as PD’s Central Records Division and
False Alarm Reduction Unit.

Green Features:
Designed to achieve LEED Silver certification, the PSHQ building will be the
County's first project to use energy-efficient LED lighting throughout the entire
facility – building, garage, and site. Other green features and stormwater
enhancements included at the PSHQ are as follows.

• Low-flow plumbing fixtures
• Eco-smart environmental controls
• Maximized daylighting inside the building
Campus Improvements:
Designed to support community needs, PSHQ project-related improvements are
outlined as follows.
• Traffic signal installation at Post Forest Drive and Random Hills Road.
• Sidewalk and trail installation along Random Hills Road
• Pedestrian refuge installation at the intersection of Government Center
Parkway and the Herrity Access Road
• Bus shelter installation along Monument Drive
• LED streetlight installation along Monument Drive & Random Hills Road
• Enhanced campus and vicinity signage
