Technology is everywhere. In most, if not all research projects, hard- and software are used aplenty. Moreover, when you look at the research data lifecycle, it is hard to think of data collection, analysis, preservation, and reuse in terms of paper. Policy makers and funders alike are encouraging projects with an IT component. As a result, new tools, databases and data models sprout from every research project; the original goal of sharing and collaboration surpassed by the conviction that there is a need for this particular software or that custom developed database. This is not entirely a bad thing, since it also drives innovation and brings new perspectives to the use of digital components in research. The problem lies more in the sustainability of the developed tools and databases after the
project s' lifetime. This presentation focuses on the challenges of research infrastructure sustainability and the important role that national and pan-European research infrastructures such as DARIAH can play in providing researchers with best practices and support in building and maintaining access to innovative tools, databases and datasets.

OA Network: Heading for Joint Standards and Enhancing Cooperation: Value‐Adde...Stefan Buddenbohm
OA‐Network collaborates with other associated German Open Access‐related projects and pursues the overarching aim to increase the visibility and the ease of use of the German research output. For this end a technical infrastructure is established to offer value‐added services based on a shared information space across all participating repositories. In addition to this OA‐Network promotes the DINI‐certificate for Open Access repositories (standardization) and a regularly communication exchange in the German repository landscape.
In July 2011, Dr. Younger became the executive director for the Catholic Research Resources Alliance (CRRA) after serving as the first chair of the Board of Directors. Prior to that, she led the Libraries at the University of Notre Dame where she and the expert library staff successfully carried out many initiatives that enhanced services and collections locally, nationally and internationally. She continues her affiliation with Notre Dame as the Edward H. Arnold Director of Hesburgh Libraries Emerita. Prior to that she served in administrative positions at The Ohio State University and the University of Wisconsin-Madison, where she also received her education and degrees in librarianship.
Dr. Younger continues as a leader in state, national, and international library organizations, having served on the boards of the Center for Research Libraries (CRL), the Association of Research Libraries (ARL), the Academic Libraries of Indiana (ALI) and the OCLC, a global library cooperative. She has published numerous articles on topics including cataloging and metadata, the challenges of cooperation and transforming libraries for the global information society and is invited frequently to speak at conferences. Most recently, for the second year, she was a co-presenter on best practices in digital archiving at the Catholic Media Conference, the annual conference of the Catholic Press Association of the United States and Canada.

Energypedia is a wiki-based platform for collaborative knowledge exchange on renewable energy and energy access issues in the context of development cooperation. Energypedia’s central objective is to promote and support the exchange of knowledge by providing links among knowledge bases worldwide and foster collaboration in order to ensure that knowledge gaps are successfully filled by capable organizations and individuals.
The platform www.energypedia.info provides tools for stakeholders engaged in the renewable energy sector to collaborate, create and share knowledge and practical experience. Energypedia currently includes over 1,600 free articles, contributed by the growing community of more than 3,500 registered users. Scottish Universities Press (SUP) is a library-led publishing initiative involving 18 institutions. SUP was formed in response to changes in the Open Access policy landscape and to harness the benefits of working collaboratively at scale. In this session we will outline the approach to establishing SUP, sharing tips and lessons learned. We will cover the practical challenges we have experienced as librarians becoming publishers and discuss how wider challenges in the OA landscape have impacted our efforts. We will also outline the opportunities of institution-led publishing as we have experienced them and explore the wider anticipated benefits as we move to scaling up SUP.

Проанализированы качественные и количественные параметры советского культурного наследия, включая фильмы, музыку, печатную продукцию и музейные экспонаты, а также мас- сивы произведений, созданных в РФ при финансовой поддержке государства. Дана оценка су- ществующих цифровых и аналоговых коллекций материалов, моделей доступа к информации, выработаны подходы к анализу возможных экономических и социальных последствий в случае свободного обращения цифровых копий этих объектов в интернете. Проанализированы интере- сы возможных союзников и противников такой государственной политики. Предложены меха- низмы для выявления размеров справедливой компенсации правообладателям, а также меха- низмы организации свободного доступа к культурному наследию СССР. Разобраны некоторые частные примеры, вызывающие острые споры представителей власти и индустрии контента. Разработана стратегия поэтапной реализации проекта «Общественное достояние», предвари- тельный поэтапный план его реализации и техническое задание на сопровождающее исследо- вание. Дана приблизительная оценка затрат на реализацию проекта «Общественное достояние».

Работа представляет собой подробный анализ проблем, порождающих экономические и социальные потери и издержки из-за неадекватности законодательства вызовам эпохи. На примере подробного анализа книжной индустрии в России и в мире анализируются проблемы, которые порождает несоответствие законов об охране прав авторов технологическим принципам новых медиа и социальным практикам новой эпохи и демонстрируется невостребованный потенциал новой эпохи – эффект информационной сверхпроводимости, который является основой инновационного развития.
Настоящее исследование посвящено актуальной проблеме охраняемых, но не нуждающихся в охране так называемых сиротских произведений. Авторы исследования предпринимают концептуальный анализ проблемы и исследуют подходы к корректному юридическому определению сиротского произведения, рассматривая причины появления сиротских произведений, коренящиеся в основах современной системы авторского права, а также изучают размах проблемы сиротских произведений на примере крупных зарубежных библиотечных коллекций и проводят оценку масштаба проблемы для произведений, входящих в состав библиотечного фонда Российской Федерации. Кроме того, авторы анализируют используемые в современной системе права принципы справедливого использования и исключений для свободного использования (а также процедуру легализации через признание имущества вымороченным) как возможные варианты решения проблемы.
Авторы приходят к выводу, что существующих подходов недостаточно, для того, чтобы решить проблему сиротских произведений, которая требует принципиального дополнения авторского права и введения регистрации для таких произведений. Опираясь на уже существующий опыт правовой реформы Евросоюза и подходы к решению проблемы сиротских произведений в США, авторы исследования детально разбирают предложенный Министерством связи РФ законопроект по введения статуса сиротского произведения и соответствующего реестра, и формулируют рекомендации по процедурам реализации новой правовой нормы на основе схемы opt-out.

В исследовании дана характеристика инструментов идентификации произведений культуры, науки и образования в соответствии с разработанной категоризацией в отношении эффективности и сферы применения таких инструментов и обоснован выбор определённого идентификатора, DOI, в качестве потенциально применимого стандарта для идентификации произведений и документов. Разработана и представлена конкретная стратегия идентификации произведений в контексте формирования резервной системы знаний с первостепенной ролью банков знания – открытых репозиториев, работающих в режиме открытых лицензий или общественного достояния. Подробно разбирается возможность создания реестра сиротских произведений и возможные способы финансирования процесса идентификации за счёт средств федерального бюджета или институтов развития, приводятся конкретные оценки по масштабу необходимого финансирования для реализации стратегии.
В исследовании приводятся отзывы экспертов как на весь текст исследования, так и на основные положения стратегии, опубликованные под заголовком «Инфраструктура Ноосферы» в интернет-издании «Частный Корреспондент». В исследовании используются наработки «торонтской школы» теории коммуникации, а концепция Ноосферы применяется как нормативная медиа-модель, приводится концепция информационного богатства общества, намечены темы для экспертных обсуждений, технологической экспертизы и законотворчества. Принципиально важным для новой модели провозглашается открытый доступ к знаниям и культурным ценностям, официальным документам, а также на создание системы стимулов для авторов произведений для размещения в режиме открытого доступа.
