1983: Nation at Risk

1988 Sen. Kennedy and Pres. Reagan
collaborated on NAEP (nat. Assess. of Ed.
Progress). State by state comparison. 

1989 Pres. Bush pushed “voluntary national
standards” in core subjects, but it failed.
