Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.

Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.

3. 1. Abstract: Safe water and sanitation are fundamental to life and everyone has a right to these basic services.
However, in Bai clan of Ato village, mothers, children and old age people have no access to safe drinking
water, thus have been in contact with several killer diseases, such as diarrhoea, typhoid, tuberculosis,
malaria and many more. Compounded by a lack of good hygiene practices, the result is extreme poverty
and ill health among One Thousands of people (PNG National Water, Sanitation and Hygiene (Wash)
Policy, 2016-2030). This project will concentrate on the problems, needs and poor sanitation in Bai clan.
The project will implement at the centre of each seven clans where the whole community will benefit as
well as Elementary school students and church.
The project is calculated at a total cost of K18, 797.80.
2. Vision: By the year 2030, the Bai people of Ato village should achieve the proposed basic needs and
services to enhance their Socio- economical life in a more holistic approach.
In order to reach this vision, we have other objectives to be accomplished, and they are;
I. To establish a good relationship with the Ato community, specifically, the Bai clan
II. To enhance their wellbeing through effective awareness
III. To improve human integral development through skills training
IV. To eradicate poverty and bring about justice through workshops and law and order awareness
V. To discover conflict resolution techniques.
3. Mission:By the end of 2030, the Bai Clan of the Ato village should benefit from the project in placed.
4. Intermediate Objective: Our aim is to implement water projects which will cater for the Bai clan
concerning better and safe drinking, cooking and washing water for the Ato community. This has to be
implemented by the end of 2019 with the assistance of reliable sponsors and other donor agencies in order
to improve the living standard of the Bai clan and the Ato community as a whole.
5. Project Background
4. A need analysis survey was carried out by the third year Social Religious Studies students ( Noel Langu , James
Oni, Kelvin Sar, Nathan Sarikey) of Divine Word University (DWU) at Ato Village on the 12th
and 19th of May
2017. The survey was separately carried out through personal interviews as well as group meeting with the three
clan members and the clan Chief of the Bai clan.
The community of Ato is situated at the North east in the Astrolobe Local Level Government (LLG), Ward 14 of
the Raicoast district. It takes One hour and thirty five minutes to travel from Madang town to Ato village. The
total population there is about 1600 peoples fitted into seven (7) clans, namely; Pusir, Goriba, Bai, kuanga, Balum,
Saya, and Wering clan. Therefore, this calls for immediate instalment of water tanks to help develop the healthy
water sanitation and also to cut down some of the water borne diseases in the community.
6. Water Sanitation
We Bai people really need clean water as it is a necessity in our life. Poor water quality and scarcity has been a
major problem for us and the whole Ato community. For many years now, a good number of people have caught
waterborne diseases like typhoid and diarrhoea where concerns have been raised relating to safe and clean drinking
water amongst the community members. During dry seasons, water wells usually dry out where especially children
become victims of dirty water from the well, resulting in stomach aches and diarrhea. We members of Bai clan
have not been mindful of how to use the well in a conservation manner. The water wells have been polluted with
empty tin cans, bottles, plastic bags and washing detergent packets and the waste of human being. The water wells
are not safe anymore due lots of rubbish and algae everywhere in the water wells. Because of these, mothers and
girls have to walk miles inland through the along the bush tracks with bags of empty containers or bamboos to fetch
water every day. Getting clean drinking water is our difficulty in the community.
7. Health
Health problems in the community are very high. The most common sicknesses found in the community are
malaria, diarrhea typhoid, and running nose. There are no Government funds where Aid Post can be constructed to
serve the community. Since there is only one aid post in a nearby village to Ato which cannot afford for a huge
population of more than two villages, people have to travel all the way to the main general hospital, Modilon, in
5. Madang town to get treatment. Many lives of women and children, especially pregnant women and sick children
are often at risk, due to long distance of walk to the nearby clinic or travel to town (Modilon general Hospital). In
addition, only few families have toilets. Therefore, in regard to accessing health services, it is much harder for the
community when the transport cost is high with stretcher to rush patients to the hospital during emergency cases.
This is a need for an improved health facility to be in place in the community.
8. Education
Education is limited to the number of students attending formal education in Ato Community. Most of the youths
have left school when still in primary school. From the clan that we have interviewed, none of them have gone up
to a tertiary level of education. Some of them tend to give up schooling due to school fee problem and also due to
the reason that travelling long distance is unsafe for children.
Therefore, the ward development authority is now requesting the LLG to establish proper educational institutions
such as: a nearby elementary school, primary and technical vocational centre, to provide further training by
equipping them with skills and knowledge to create self- help activities using appropriate technologies.
9. Housing
Most houses are built from bush materials. The bush material houses were made from trees, sago palm, palms and
coconut. One mentioned that “none of us live in semi- permanent house since there is none. Some of the houses are
not in good condition and is in greater need to renovate. Most of the people are subsistence farmers who managed
traditional and cash exchange sectors. Few of the people managed small enterprises to generate income for
individual economic benefits. Most people living in Bai Clan ward lives in bush materials houses covered with
sago palm leaves which is a nice breeding and hiding place for rats, cockroaches and mosquitos that transmit
diseases such as malaria, dengue and filaliaris. Most of the houses in the ward has not been planned and
constructed according to the minimum health standards, such as adequate spacing and ventilation. Therefore, every
house needs to be converted into permanent structure with proper water supply, toilet and kitchen.
6. 10. Environment
Bai clan’s boundary of Ato is surrounded by beautiful wildlife, cash crops, and Mountains and Valleys. The land is
reaching rich in providing garden crops and cash crops for daily consumption. The coconut, cocoa and now betel
nut are our source of income. Some of the flowers and plants from fern to tall lofty like coconut trees combine to
beautify the village. The mindsets of the people have changed as they realized that if nothing is done to save,
protect and restore the Wild animals or replenish our wildlife resources their cultural heritage and significant
relationship to wild animals, our wild animals’ biodiversity and our source of livelihood will soon be gone. These
wild animals can grow and survive for generations to generations. The wild animals are source of protein to us
people of Ato.

The Clan has total population of 450, and it is located at the North East of Madang province of Papua New Guinea.
It is one of least and remote area of Papua New Guinea.
The community is some kilometres away from Madang, the town of Madang Province .However,the village still
lacks such basic services as water supply and electricity, which should have been provided by the government some
years back. The common problem that the people of Ato Village face is water. These people have been drinking
from swamp water and creaks from past generations till now and most of them have been affected by the diseases
such as diarrhoea, typhoid, cholera and malaria due to use of unclean water. The most vulnerable ones who are
affected are women and children including the elderly people. The great need of having water tanks will surely
assist in minimizing and address such issues.
Therefore,if you are willing to assist us in attempting to solve the problem, the management and implementation of
the project will be taken care of by Students and staffs of Divine Word University. The implementation of the work
will be carried out by Student with the help of the local carpenters and plumbers who will be engaged along the
process.

We are going to assist the Bai Clan especially Mothers and Children and their families having difficulties to have
access to proper clean drinking water. Over the past years since the establishment of the village, the Bai Clan faced
12. a lot of problem with no proper drinking water. Due to geographical effects,having proper water facilities and
equipment was the major and common problem that Bai people from Ato village encountered. Other contributing
factors was people use slow moving stream contaminated by people leaving upstream and children health was at
high risk being affected by malaria, diarrhoea, Tb the common disease in the local community because of drinking
unhealthy water. The clan did not started anything yet and this going to be a first of its kind that we are requesting
for and we just want to seek assistance from funders to purchased proper and permanent water tanks and install
them to solve part of this problem. The acquittals, evaluation as well as the implementation of the installation of
tanks or the project will be assisted by the students and stuffs of the Social and Religious Studies Department from
the Divine word University.
