Africa –Priorities to enhance the implementation of Chemicals
Conventions (as identified by the countries)
Institutional Capacity- building – regional level
 EAC and SADC Secretariats to facilitate the adoption of harmonised procedures
for pesticide registration to strengthen registration processes, increase control on
pesticide quality and contrast illegal trade in the regions
 FAO/EAC and SADC Technical Working Groups have been established in both sub regions
 Phasing out of Highly Hazardous Pesticides to eliminate pesticide that pose
unacceptable risk to human health and the environment from agriculture
 Regional dialogue held in April in Johannesburg resulting in a regional strategy for SADC
countries being developed with the technical assistance of FAO and Rotterdam Convention

National capacity-building– country level
Designated National Authorities have an increased capacity to implement target MEAs:
 National pesticide legislations are aligned with international instruments (BRS);
 Pesticide Risk Assessment skills (e.g. pollinators and other non-target organisms,
ground water leaching, aquatic organisms, wild life);
 Mechanisms and Tools to manage data and share information to better
implement the target MEAs (e.g. FAO Pesticide Stock Management System).

 Member states urged UNEP to work on synergies between MEAs
 More support needed for incorporating synergies issues into
NBSAPs
 NBSAP are key tools / entry point to implement MEAs and develop
effective synergies
NB: None of the post 2010 NBSAP deal with synergies specifically,
National Coordination Committees established in more and 30 countries
can potentially help in synergies
 A workshop on NBSAP organized in March 2016 by DELC

 Countries are already looking at implementation options
 Institutional mechanisms being developed for enhancing
synergies
 Need additional support (financial and technical)
 Reporting related options seem to get more attention to deal with
synergies
 Understand specific opportunities and challenges related to
NBSAP implementation to support synergies (countries that have
already completed their NBSAPs)
 Help and support countries currently finalizing the NBSAPs to
include relevant sections and actions into NBSAPs on synergies
 Prepare a road map for CBD SBI, UNEA 2, CITES COP, CBD COP
