- UK productivity is held back by deficiencies in management skills, and interventions at the firm level could potentially improve whole economy productivity. However, there is a long causal chain between interventions and impacts, and many unanswered questions remain.
- Randomized controlled trials of business advice programs in the UK showed increased use of advice but were too early to measure impacts on business performance. Emerging evidence suggests businesses receiving interventions grew faster but time lags mean full impacts may take 3-5 years.
- Key unknowns include impacts on productivity at the firm and economy levels, avoidance of substitution effects, and whether benefits are scalable economy-wide. High-quality evaluation of interventions is needed but has been challenging.

Οι μαθητές του Ε2 του 2ου Πρότυπου Πειραματικού Δημοτικού Σχολείου Ρόδου, πραγματοποίησαν μία εκστρατεία, η οποία περιλάμβανε μια σειρά από δράσεις ευαισθητοποίησης απέναντι στα ζώα. Στα πλαίσια της εκστρατείας «Η Ακαδημία για τα ζώα», οι μαθητές:
• Έστειλαν επίσημη αιτητική επιστολή στην διεύθυνση του Σχολείου, προκειμένου να πάρουν έγκριση για τη διεξαγωγή των δράσεων στα πλαίσια της εκστρατείας.
• Δημιούργησαν ενημερωτικά φυλλάδια σχετικά με την εκστρατεία, τα οποία μοιράστηκαν στο σύνολο των μαθητών του σχολείου.
• Δημιούργησαν λογαριασμό ηλεκτρονικού ταχυδρομείου ειδικά για τις ανάγκες τις εκστρατείας, στον οποίο καλούσαν τους μαθητές των υπολοίπων τάξεων να στείλουν φωτογραφίες με τα δικά τους κατοικίδια ζώα.
• Κατασκεύασαν ετικέτες με το όνομα της εκστρατείας, προκειμένου να φορεθούν κατά τη διάρκεια της ενημέρωσης από τα όλους τους συμμετέχοντες στην εκστρατεία.
• Έφτιαξαν αφίσες με ενημερωτικό περιεχόμενο σχετικά με τα οφέλη που προσφέρουν στον άνθρωπο τα κατοικίδια ζώα και το νέο νόμο που ψηφίστηκε το 2014 στην Ελλάδα για τα ζώα.
• Συνέταξαν και μορφοποίησαν ενημερωτικό φυλλάδιο με φιλοζωικό χαρακτήρα , το οποίο και αναπαρήγαγαν με δικά τους έξοδα, προκειμένου να μοιραστεί σε γονείς και μαθητές.
• Έγραψαν και σκηνοθέτησαν μικρού μήκους ταινία, με φιλοζωικό περιεχόμενο ευαισθητοποίησης, την οποία και προέβαλαν στη χριστουγεννιάτικη γιορτή του σχολείου μας.
• Συγκέντρωσαν το χρηματικό ποσό των 270 ευρώ, με το οποίο αγόρασαν 360 κιλά ζωοτροφή (για σκύλους), την οποία και μοίρασαν εξίσου στους 3 μεγαλύτερους φιλοζωικούς μη κερδοσκοπικούς συλλόγους του νησιού σ
Ο απολογισμός των δράσεων ήταν θετικός.
Τα παιδιά οικοδόμησαν γνώσεις πάνω στα οικολογικά θέματα, ενώ ανέπτυξαν σχετικές δεξιότητες και υιοθέτησαν στάσεις φιλικές προς αυτά.
Οι δράσεις υλοποιήθηκαν χωρίς ιδιαίτερες δυσκολίες, με βάση τον αρχικό, καλά σχεδιασμένο προγραμματισμό.

The European Unemployment Puzzle: implications from population agingGRAPE
We study the link between the evolving age structure of the working population and unemployment. We build a large new Keynesian OLG model with a realistic age structure, labor market frictions, sticky prices, and aggregate shocks. Once calibrated to the European economy, we quantify the extent to which demographic changes over the last three decades have contributed to the decline of the unemployment rate. Our findings yield important implications for the future evolution of unemployment given the anticipated further aging of the working population in Europe. We also quantify the implications for optimal monetary policy: lowering inflation volatility becomes less costly in terms of GDP and unemployment volatility, which hints that optimal monetary policy may be more hawkish in an aging society. Finally, our results also propose a partial reversal of the European-US unemployment puzzle due to the fact that the share of young workers is expected to remain robust in the US.

• International comparisons place the UK in mid-table for
quality of its management and leadership.

• Bloom et al (2014) estimate that about a quarter of
the UK’s productivity gap with the United States
could be down to poor management
• Recent research with the ERC has expanded analysis to
SMEs in the UK and finds shows similar links between

9. Growth Vouchers Programme – Early Evidence
• Subsidising cost of Business Advice led to increased use of
advice in treatment group (no evidence of substitution).
• Positive initial perception evidence from treatment group in
terms of future business actions needed for growth.
• But too early for business performance metrics (and take a long
time to measure in admin data because of reporting lags).
• There might be an adverse impact on self-assessment of
business skills within treatment as they are exposed to what
they don’t know, and consider focus (tackling ‘how’, not ‘what’).

10. Emerging lessons from wider BEIS evaluation
• Can’t pick likely future winners from data. We cannot identify future
HGFs from standard business data on current and past characteristics
(e.g. growth trajectories, size, age, sector, geography).
• …yet businesses receiving intervention grow quicker. Businesses
participating on GrowthAccelerator (part of Business Growth Service)
grew 3x faster than peers – so something going on – either successful
selection based on richer data (inc. soft data), or an indicator of
intervention impacts.
• Perception data from managers may not align to business
performance.
• How businesses act on advice varies. We don’t know what changed
behaviour will produce the most improvement.
• Time lags. Our wider evaluation evidence suggests that impacts on
business metrics might take 3-5 years to reach full effect – just as
many evaluations stop listening.

11. Many Questions remain unanswered
We don’t know:
• Improvement in SME-level productivity. [We measure turnover/jobs,
not GVA]
• Improvement in wider economy productivity.
But suspect:
• Rather than measure productivity directly, past interventions seek to
minimise substitution or displacement through eligibility and targeting.
• Return of investment unlikely to be scalable to offer impacts
measureable at economy-wide level.
• …but they are likely to be a helpful investment with a speedy return
because they engage currently economically active and ambitious
businesses.
